Ministry of Civil Aviation releases Draft Drone Rules, 2021

  • Ministry of Civil Aviation (MoCA) has released reorganized – The Drone Rules, 2021 for public consultation. Built on a premise of trust, self-certification and non-intrusive monitoring, The Drone Rules, 2021 will replace the UAS Rules 2021 (released on 12th March 2021). The last date for receipt of public comments is 5th August 2021.
  • Key takeaways from the Draft Drone Rules, 2021 include that there will be minimal human interface on the digital sky platform and most permissions will be self-generated. Safety features like 'No Permission – No Take-off' (NPNT), real-time tracking beacon, geo-fencing etc. to be notified in future.
  • Import of drones and drone components will be regulated by Directorate General of Foreign Trade. All drone training and testing to be carried out by an authorised drone school. Directorate General of Civil Aviation will prescribe training requirements, oversee drone schools and provide pilot licences online. Standard operating procedures (SOP) and training procedure manuals (TPM) will be prescribed by DGCA on the digital sky platform for self-monitoring by users.

Indian Navy receives 10th Anti-Submarine Warfare Aircraft 'P-8I'

  • Indian Navy received the 10th anti-submarine warfare aircraft P-8I from the US-based aerospace company Boeing. The Defence Ministry had signed a contract for eight P-8I aircraft in 2009. However, later in 2016, it signed a contract for four additional P-8I aircraft. The remaining two aircrafts are expected to be delivered in the last quarter of 2021.
  • P-8I is a long-range maritime reconnaissance and Anti-Submarine Warfare Aircraft, and a variant of the P-8A Poseidon used by the US Navy.

India to Appoint National Maritime Security Coordinator for Maritime Security

  • Two decades after the Kargil Group of Ministers' recommendation, the Narendra Modi government is all set to create and appoint a National Maritime Security Coordinator (NMSC) to interface between the civilian and military maritime domain with the objective of enhancing security architecture and energy security of India. The Maritime Security Coordinator will work under Indian National Security Advisor and be the principal advisor to the government on maritime security domain.
  • The Ministry of Defence and Military Affairs has sought Union Cabinet approval for the NMSC post and there is all likelihood that a serving or recently retired Vice Admiral of Indian Navy will be appointed to the job.
  • The NMSC has been a long pending requirement since the Kargil GoM recommended it and its need was most felt during the 2008 Mumbai massacre when 10 Pakistani Lashkar-e-Taiba (LeT) gunmen directed by ISI handlers in Karachi intruded into Mumbai and created mayhem with the maritime security agencies like Navy, Coast Guard and Mumbai Port all at sea figuratively.
  • The appointment of NMSC fills the need of the hour as the Navy, Coast Guard and state maritime boards all tend to work in silos with overlapping jurisdictions and are constantly at odds with each other.

India's First Maritime Arbitration Centre to be Set Up in Gandhinagar

  • The Gujarat Maritime University has signed a Memorandum of Understanding (MoU) with the International Financial Services Centres Authority (IFSCA) in GIFT City to set up the Gujarat International Maritime Arbitration Centre (GIMAC). GIMAC will be the first of its kind centre in India to manage arbitration and mediation proceedings for disputes related to the maritime and shipping sector. It will be part of a maritime cluster that is being set up by the Gujarat Maritime Board (GMB) at GIFT City in Gandhinagar.
  • There are over 35 arbitration centres in India. However, none of them exclusively deals with the maritime sector. The arbitration involving Indian players is now heard at the Singapore Arbitration Centre. The idea is to create a world-class arbitration centre focused on maritime and shipping disputes that can help resolve commercial and financial conflicts between entities having operations in India.

Bharat Dynamics Signs Contract for Supply of Akash Missiles to IAF

  • Bharat Dynamics (BDL) has signed a contract worth about Rs. 499 crore with Ministry of Defence for manufacture and supply of Akash Missiles to the Indian Air Force.
  • The company has bagged new orders worth about Rs.2803 crore (including taxes) during the FY 2020-21 which includes Anti - Tank Guided Missiles order worth about Rs.1820 crore and Surface to Air Missiles order worth about Rs. 793 crore.
  • With the present contract signed for supply of Akash to Indian Air Force, the order book position now stands at about Rs. 8683 crore.
  • The company is also aiming to expand its footprints in the international market by offering Air to Air Missiles, Anti-Tank Guided missiles, underwater weapons and Counter Measure Systems in addition to Akash Missiles to friendly countries.

Pakistan Hires Leonardo, Paramount Group for Aircraft Conversion Program

  • Pakistan has hired an Italian defense company to convert three Embraer Lineage 1000 regional jetliners into long-range maritime patrol aircraft for its Navy.
  • The contract with Leonardo involves the acquisition of two aircraft to join the single Lineage 1000 already in Pakistan, followed by the design, modification, installation and integration of an anti-submarine warfare and maritime patrol package. The three planes will then be introduced into service as Sea Sultan patrol aircraft.
  • Follow-on contracts are expected to bring the total number of Sea Sultans to 10, replacing the country's long-serving P-3C Orion fleet. Defense News learned in October that the Navy selected the Lineage 1000 to replace the fleet.
