Kochi Hosts 18th International Telemedicine Conference
The 18th International Telemedicine Conference, organised by the Telemedicine Society of India (TSI) in association with TSI Kerala Chapter was held at Amrita Hospital, Kochi, Kerala from November 10-12.
The inaugural ceremony was felicitated by S. Somnath, Chairman of ISRO, Mohanan Kunnummal, Vice Chancellor, of Kerala University of Health Science, and Rethan Kelkar, IT Secretary of Kerala. The Chief Guest of the event was S. Somnath, Chairman, of ISRO.
Telemedicon 2022 was an annual global conference for healthcare professionals, providers, health insurance providers, online pharmacy chains, industrialists, academic scientists, research scholars and scientists, and medical and engineering stakeholders from various fields of telemedicine, telehealth, e-health, m-health, and digital health. The conference was held in collaboration with government agencies, private organizations, and national and international professional societies.
The core theme of the Telemedicon 2022 was 'Strengthening Health Systems Through Sustainable Telemedicine and Digital Health'.
It aimed to build platforms involving healthcare regulators, health funding authorities, service providers, and international experts.
PM flags off South India's First Vande Bharat Express in Bengaluru
Prime Minister Narendra Modi flagged off the inaugural special of south India's first Vande Bharat Express at Krantiveera Sangolli railway station, Bengaluru.
The train connects Mysuru and Chennai via Bengaluru.
The Prime Minister also flagged off the 'Bharat Gaurav Kashi Darshan' train, which is operated by Karnataka's Muzrai Department, under the 'Bharat Gaurav' train policy of the railways.
The train offers an eight-day tour package at discounted rates for pilgrims.
Kerala to Replace Governor as Varsity Chancellor amid Clash with Arif Mohammad Khan
Amid the ongoing clash between the government and the governor, the Kerala government said that it will pass an ordinance through which the Governor will no longer serve as the chancellor of state universities. Instead, an academic will become the chancellor. The decision to issue the ordinance was taken in a cabinet meeting. Kerala Higher Education Minister R. Bindu has confirmed the move.
However, the ordinance will have to be signed by Governor Arif Mohammad Khan with whom the government is at loggerheads over many issues, including the functioning of the varsities. Minister R. Bindu said she hopes that the Governor would sign the ordinance, once the government brings it, according to his constitutional duties.

LS Speaker Om Birla Inaugurate CIC Annual Convention
Lok Sabha Speaker Om Birla inaugurated the annual convention of Central Information Commission, "Azadi Ka Amrit Mahotsav: Citizen Centric Governance through RTI", at Vigyan Bhawan, New Delhi.
Central Information Commission organises an annual convention every year during October-November. The convention not only provides an opportunity and a forum for stakeholders to meet and discuss critical issues related to transparency, governance, right to information and other related issues but also contributes significantly towards the broadening and deepening of the RTI regime.
Right to Information implies the participation of people in the process of governance and administration which becomes inevitable. It is most popular, citizen centric and change oriented law in Indian administrative history.
Mother Tongue Survey of India, Involving 576 Languages
The Ministry of Home Affairs (MHA) completed the Mother Tongue Survey of India (MTSI) with field videography of the country's 576 languages.
"In order to preserve and analyse the original flavour of each indigenous mother tongue, it has been planned to set up a web-archive at the National Informatics Centre (NIC)," said the Home Ministry's annual report for 2021-22.
According to the report, the Mother Tongue Survey of India is a project that surveys the mother tongues, which are returned consistently across two and more census decades. It also documents the linguistic features of the selected languages.
The report stated that the NIC and the National Film Development Corporation (NFDC) will be documenting and preserving the linguistic data of the surveyed mother tongues in audio-video files. Video-graphed speech data of Mother Tongues will also be uploaded on the NIC survey for archiving purposes.

Cabinet Approves Guidelines for Uplinking, Downlinking in TV Channels
The Union Cabinet approved revised guidelines for uplinking and downlinking television channels in India. Guidelines were last amended in 2011.
The consolidated guidelines shall ease issue of permissions to the companies/ LLPs (Limited Liability Partnerships) registered in India for uplinking and downlinking of TV Channels, setting up of Teleports/ Teleport Hubs, use of Digital Satellite News Gathering (DSNG)/ Satellite News Gathering (SNG)/ Electronic News Gathering (ENG) systems, uplinking by Indian News agencies and temporary uplinking of a live event.
Under the new guidelines, programmes of national interest and national importance would be given a 30 minutes time slot for broadcast.
Also, no prior permission for live telecast of events would be needed, only prior registration of events to be telecast live would be necessary. A channel can be uplinked by using facilities of more than one teleport/ satellite as against only one teleport/satellite at present.
Atal Innovation Mission Launches Women Centric Challenges under ANIC Programme
Atal Innovation Mission (AIM), set up under NITI Aayog, launched women-centric challenges under phase-II of the second edition of the Atal New India Challenge (ANIC).
ANIC is an initiative by AIM, NITI Aayog, targeted to seek, select, support and nurture technology-based innovations that solve sectoral challenges of national importance and societal relevance through a grant-based mechanism of up to Rs. 1 crore.
Keeping in mind that "a woman is an architect of society", ANIC's Woman centric challenges address the major issues faced by woman from all spheres of life.
These include driving women hygiene through innovation, innovations to improve women's safety, professional networking opportunities for women, innovations that make working mothers' life better, and easing the life of Rural Women.
One-year Work Experience to be Made Mandatory for Govt. Jobs in Goa
Goa Chief Minister Pramod Sawant said that one-year work experience would be made "compulsory" for recruitment in state government departments.
He said fresh candidates would not be taken directly into government service. Aspirants would have to get experience by working in the private sector before applying for government jobs.
Necessary amendments would be made in Recruitment Rules (RRs) to ensure only suitable candidates are selected for vacant posts.
Sawant also said that recruitment through the Staff Selection Commission would be made compulsory in the future.

Justice D.Y. Chandrachud Takes Oath as 50th Chief Justice of India
Justice D. Y. Chandrachud , the senior-most judge of the Supreme Court, was sworn in as the 50th Chief Justice of India.
President Draupadi Murmu administered the oath of office to Justice Chandrachud at a brief ceremony held at the Rashtrapati Bhawan.
The swearing-in ceremony was attended by Vice President Jagdeep Dhankhar, Law Minister Kiren Rijiju, outgoing CJI U.U. Lalit, sitting and former judges of the Supreme Court, Union Ministers, senior lawyers and various other dignitaries from the field of law and politics.
Justice Chandrachud succeeded Justice U.U. Lalit who retired on November 8 after a 74-day stint. Justice Lalit had recommended Justice Chandrachud's name as his successor last month.
Javadekar, C. M. Ramesh Appointed Chairpersons of Rajya Sabha's Ethics Panel
Former Union Minister Prakash Javadekar and BJP MP C. M. Ramesh were appointed as chairpersons of Rajya Sabha's ethics and housing committees, respectively.
Rajya Sabha Chairman Jagdeep Dhankhar reconstituted several committees and appointed their chairpersons, according to notifications issued by the Secretariat of the Upper House.
BJD MP Sujeet Kumar was appointed as chairperson of Rajya Sabha's petitions committee, and DMK MP M. Thambidurai of panel on government assurances while BJP MP Kamakhya Prasad Tasa will chair the parliamentary panel on papers laid on the table.
BJP's chief whip in the Rajya Sabha Laxmikant Bajpayee will chair the Committee on Subordinate Legislation.
PM Modi Unveils Logo, Theme and Website of India's G20 Presidency
Prime Minister Narendra Modi unveiled India's logo, theme and website for its presidency of the G20, which reflects the country's message and overarching priorities to the world. The G20 logo, created with the four colours of India's national flag, comprises of earth sitting atop a lotus. The seven petals in the logo signify the seven seas and the coming together of seven continents at G20 India 2023. The earth reflects India's pro-planet approach to life and from this, it derives the theme of G20 India 2023 – Vasudhaiva Kutumbakam: One Earth, One Family, One Future.
"India's G20 presidency is coming at a time of crisis and chaos in the world. The world is going through the aftereffects of disruptive once-in-a-century pandemic, conflicts and lot of economic uncertainty," he said. The symbol of lotus in the G20 logo is a representation of hope in these times.

Aadhaar Mitra', the New Chatbot from UIDAI
The Unique Identification Authority of India (UIDAI) unveiled the new AI/ML chatbot "Aadhaar Mitra" to help residents use the services effectively.
It is a chat platform called UIDAI Chatbot that provides quick and automatic responses about Aadhaar and related features. It is accessible at the main page of the UIDAI website and resident portal. Using the blue "Ask Aadhaar" icon, users can begin chatting with the chatbot.
Aadhaar Chatbot is well trained on all Aadhaar related topics, features and services. Resident can simply type the query in chatbot and get the desired answers immediately.
The chatbot is available in Hindi and English. It also provides the feature of watching related videos on some topics for educating the users.
Ujjain to Get World's First Vedic Clock
Madhya Pradesh's Ujjain, the city of Mahakal will soon boast the world's first Vedic clock which will be synced with the position of the Sun. After laying the foundation stone at the 300-year-old Jiwaji Observatory in Ujjain, the state Higher Education Minister Mohan Yadav said that through this project, people will become familiar with the Vedic time calculation. The state government has allocated Rs 1.62 crore for this mega project as it is working to restore the ancient glory of Ujjain. The minister said the (Vikramaditya) Vedic clock will be divided into 24 muhurats (hours).
This clock will be fixed on the basis of the principles of Vedic time calculation. Changes in the sunrise and sunset at different times in different places in the country and the world will also be synchronised.
Giriraj Singh Unveils Panchayati Raj's Rural Development Agenda Booklet
Union Minister for Rural Development and Panchayati Raj, Giriraj Singh unveiled the booklet 'Agenda for Members of Panchayati Raj Institutions for Rural Development'. The 'Agenda for Members of Panchayati Raj Institutions for Rural Development" booklet will provide information about all the schemes such as MGNREGA, Deen Dayal Antyodaya Yojna- National Rural Livelihood Mission, PM Awas Yojna- Grameen, PM Gram Sadak Yojna, etc. will be available to the representative and the general public.
The 'Agenda for Members of Panchayati Raj Institutions for Rural Development' book will be brought in regional languages soon.
The Minister said that the booklet will be made available at each Gram Panchayat in the country.
The book can form the basis for an informed discussion on the different schemes of the Ministry of Rural Development among members of the Gram Panchayats.
This book will help everyone including the elected members of Gram Panchayats in understanding the schemes and their eligibility, which will further strengthen transparency and public participation.
CM Yogi Adityanath Unveils Statue of Former PM Chandra Shekhar in Ballia
Uttar Pradesh Chief Minister Yogi Adityanath unveiled the statue of former Prime Minister late Chandra Shekhar in Ballia district and inaugurated and laid foundation stones of development projects worth Rs. 80 crore.
CM Yogi said that very little of Ballia's potential has been exploited so far, urging Farmer Producer Organisations (FPOs) to come forward to take the agricultural products of the district to the international market.
Paying his tributes to former PM Chandra Shekhar, CM Yogi said, "He was a 'Jan Nayak', a leader in independent India, who rose above party lines to do value-based politics and was popular not only within India but also abroad, including Nepal, Pakistan and Bangladesh."
