Lt Gen Manoj Pande Takes Charge of Eastern Command
In a change of guard at several top positions in the armed forces, new commanders have taken over at the Eastern Command of the Indian Army and at the Tri-services command at Andaman and Nicobar Islands, while the Navy has new Deputy Chief, who is incharge of all maritime operations.
Lt Gen Manoj Pande took charge as the new commander of the operationally crucial Eastern Army Command at a time India has been maintaining a high state of combat readiness along the LAC with China.
Lt Gen Pande was earlier Commander-in-Chief of the Andaman & Nicobar Command (CINCAN). Lt Gen Ajai Singh, who is an alumnus of Lawrence School, Sanawar, is the new CINCAN.
The Navy got a new Deputy Chief, Vice Admiral Ravneet Singh. Hailing from Jalandhar, Admiral Singh will be responsible for gamut of operations at sea. The Assam Rifles too got a new Chief — Lt Gen Pradeep Chandran Nair took over as the 21st Director General of the Assam Rifles. In the Navy, Vice Admiral Sandeep Naithani has assumed charge as the Chief of Material and Vice Admiral Kiran Deshmukh took over as Controller Warship production.

Lt Gen Pradeep Chandran Nair Takes over as DG of Assam Rifles
Lieutenant General Pradeep Chandran Nair took over as the Director General of Assam Rifles, India's oldest paramilitary force.
Assam Rifles provides security to the northeastern region and has a diversified role ranging from security to providing welfare, and developmental assistance to the people.
Lt Gen Nair who was earlier the Director General Recruiting of the Indian Army, is the 21st DG of the Assam Rifles, popularly known as Sentinels of the North-East.
Lt Gen Nair has a rich experience with Assam Rifles and the North East, having been an Inspector General and also Company Commander in Assam Rifles (AR) and commanding AR battalions as a Brigade Commander.

India Set to Expand Negative List for Defence Imports
India is set to expand its negative list for defence imports to include new age weapons such as loitering munitions, counter drone systems and a range of small arms and ammunition. The first list, drawn in December last year, is set to be expanded as part of an exercise to bring more business to the Indian industry and cut down reliance on foreign suppliers.
Major platforms that are likely to make it to the list include all light single engine helicopters, next generation corvettes for the Indian Navy and armoured recovery and reconnaissance vehicles. The final list is expected to be cleared in a meeting, with each system being designated a particular deadline for indigenous procurement.
NSA Commissions Vessel Sajag
National Security Advisor (NSA), Ajit Doval, commissioned Indian Coast Guard Offshore Patrol Vessel Sajag. It was dedicated to the nation to safeguard maritime interests.
Offshore Patrol Vessel, Sajag has been constructed by Goa Shipyard Limited, which was commended by NSA for indigenously developing ships for Maritime Armed forces with state-of-the-art machinery, latest technology sensors and equipment.
It is a small naval vessel designed for coastal defence, immigration law-enforcement, border protection, search and rescue duties. They can be operated by navy, coast guard, police force or customs and can be commissioned for marine or estuarine or river environments. They are commonly used in border protection roles such as ant-piracy, anti-smuggling, fisheries patrols, and immigration law enforcement.

DG NCC Mobile Training App 2.0 Launched
Defence Secretary, Dr Ajay Kumar, launched the "DG NCC Mobile Training App 2.0" to provide basis information and training material to NCC Cadet.
App will assist in conducting online training to NCC cadets amid COVID-19 pandemic. It aims to provide basic information related to NCC and entire training material including, Syllabus, Training Videos etc on single platform. Cadets can attend online training and appear in certificate exams through this app which in turn help to prevent their academic year. App was developed in line with 'Digital India' vision.
NCC is the youth wing of Indian Armed Forces, headquartered in New Delhi. School and college students can join on voluntary basis. It is a Tri-Services Organization comprising of Army, Navy and Air Wing. NCC groom the youth of country into disciplined and patriotic citizens.
NCC was created by the Act of 1950. It was established on the line of 'University Corps' created under Indian Defence Act 1917, to fill the shortage in Army.

Croatia to Buy Second-hand Rafale F3-R Fighter Jets
Croatia's government has made a decision to buy 12 second-hand Rafale F3-R fighter jets from France for the country's Air Force.
The purchase of the multirole fighter aircraft will strengthen Croatia's position as a member of NATO and a partner within the European Union.
The deal is to be worth some €999 million (U.S. $1.2 billion) and, in addition to the aircraft, it will cover weapon systems, spare parts, logistics and training. Following the cabinet's decision, Zagreb will proceed to negotiate the contract's details with Paris.
Under the plan, France is to deliver the first six twin-engine aircraft in 2024, and the remaining six Rafales will be supplied the following year. The delivered aircraft will include 10 single-seater and two twin-seater fighter jets.
US-Russia Open Skies Treaty
The US administration led by Biden, does not seek to re-join the Open Skies Treaty.
The treaty is a key arms control agreement that allowed US and Russia to fly surveillance aircraft over their military facilities
According to US administration, US does not seek to renter the pact because of Russia's failure to comply with it.
Now, "New START treaty" is the only major arms control pact between both the countries which was extended for five years recently by US.
The Open Skies Treaty was signed by United States on March 24, 1992. It came into effect in 2002. The Treaty allows both member countries to fly surveillance aircraft over military facilities. The treaty was signed to promote transparency among member countries.
Former President of US, Donald Trump, announced its withdrawal in November 2020 while, Russia announced to withdraw in January 2021.
Proposal for aerial surveillance was first proposed by Former US President Dwight Eisenhower in July 1995. However, Russia then rejected proposal on ground of spying. In 1989, the proposal was again introduced by former President US, George Bush, following a conference between NATO (North Atlantic Treaty Organisation) and Warsaw Pact countries. Finally, in 1992, treaty was signed and came into force in 2002.
