Congress Launches Nation-wide Membership Drive

  • The Congress launched its membership drive across the country that will culminate in organisational elections, including electing a new president.
  • Heads of Congress State units launched the drive along with an online membership campaign "JoinCongressSaveIndia" to urge people to join the party in order to protect the country from forces that is "trying to destroy constitutional values".
  • The membership drive will continue till March 31, 2022 and will be followed by organisational elections. It includes election of State unit presidents, vice-presidents, treasurers, executives and AICC members by the Pradesh Congress Committee general body. It will be held between July 21 and August 20, 2022.
  • The election for the new Congress president will be held between August 21 and September 20 next year.

Mumbai-Karnataka Region to be Renamed as Kittur Karnataka

  • Bengaluru Karnataka Chief Minister Basavaraj Bommai reiterated that the state government would rename Mumbai-Karnataka region as 'Kittur-Karnataka', saying that the former title holds no meaning since there were no ties between the two after the restructuring of states in 1956.
  • While Karnataka celebrates Kannada Rajyotsava on November 1, the Maharashtra Ekikaran Samiti (MES), a group of native Marathi speakers, observe a black day as they claim to have been forcibly separated from their parent state 66 years ago during the reorganization exercise. The renaming has two benefits- one is to shrug off any ties to Mumbai and Maharashtra as well as naming the region after 19th century ruler, Kittur Rani Chennamma, the followers of whom are now the Panchamasalis, the largest subsect within the Lingayats.

Justice Ashok Bhushan is New NCLAT Chairperson

  • Over 19 months after the post was left vacant by the retirement of the then chairperson, Justice S. J. Mukhopadhaya, in March 2020, the Centre appointed retired Supreme Court Judge, Justice Ashok Bhushan, as the full-time chairperson of the National Company Law Appellate Tribunal (NCLAT).
  • Justice Bhushan, who retired from the Supreme Court in July 2021, was appointed for a period of four years, or "till he attains the age of 70 years, or until further orders.
  • The government also appointed retired Chief Justice of the Manipur High Court, Justice Ramalingam Sudhakar, as the chairperson of the National Company Law Tribunal (NCLT), for a period of five years, or till he attains the age of 67 years, or until further orders. His appointment as the full-time chairperson of NCLT comes nearly 21 months after its first chairperson, Justice M. M. Kumar, retired in January 2020.

Centre Invites Applications for SEBI Chair Post

  • The government has invited applications for the chairperson position of market regulator Securities and Exchange Board of India (SEBI). The tenure of the current chair Ajay Tyagi ends in February 2022.
  • The chairman shall hold office for such a period not exceeding 5 years and shall not hold office beyond 65 years of age, whichever is earlier, and will be eligible for re-appointment.
  • In February 2020, Tyagi was given a six-month extension. Later in August 2020, the government had granted an 18-month extension amid the outbreak of the covid-19 pandemic.
  • Tyagi took over as SEBI chief in 2017 for a three-year term.

Leander Paes Joins TMC in Presence of Mamata Banerjee in Goa

  • Ahead of the state assembly elections in Goa next year, renowned tennis player Leander Paes joined the Trinamool Congress in the presence of party supremo and West Bengal Mamata Banerjee.
  • Earlier in the day, Bollywood actress Nafisa Ali and Mrinalini Deshprabhu also joined the TMC in the presence of the party chief.

RBI Governor Shaktikanta Das to Remain in Office for Three more Years

  • The government extended the tenure of Reserve Bank of India (RBI) governor Shaktikanta Das by three years, with effect from December 10 this year.
  • He was appointed as RBI governor in December 2018 for three years, replacing Urjit Patel.
  • Shaktikanta Das, a 1980-batch retired IAS officer, has held key positions in the Finance Ministry. He has worked as secretary in the department of revenue (DOR) and the department of economic affairs (DEA).

PM Economic Advisory Council Reconstituted

  • The government of India reconstituted the seven-member Economic Advisory Council (EAC) to the prime minister in October 2021.
  • New EAC was constituted after its tenure ended in the month of September 2021.
  • It has been reconstituted for a period of two years.
  • Former RBI deputy governor Rakesh Mohan, NCAER director-general Poonam Gupta and IIM-Ahmedabad professor TT Ram Mohan were appointed as new part-time members. Other part-time members are Debroy, Neelkanth Mishra, Sajid Chenoy and Neelkanth Mishra.
  • Bibek Debroy will continue to be the chairman of council.

CEC Sushil Chandra Oversees Uzbekistan's Elections as International Observer

  • India's Chief Election Commissioner (CEC) Sushil Chandra led a three-member delegation to Uzbekistan to oversee the country's presidential election, held in October, as an international observer.
  • CEC Sushil Chandra and Uzbekistan's election commission, led by Zainiddin Nizamkhodjaev, held a meeting on electoral cooperation during the visit.

Kerala, Tamil Nadu, Telangana Emerge Toppers in Governance Performance

  • Kerala, Tamil Nadu and Telangana have taken the top three slots, emerging winners among the 18 large states in governance performance, Public Affairs Centre (PAC), a Bengaluru-based nonprofit think tank, announced.
  • Public Affairs Index (PAI 2021), as the study is called, prepared the list based on scores secured by the states in governance performance across the pillars of equity, growth and sustainability.
  • The study is an annual assessment of the adequacy and quality of governance in states, and it has also assessed the states on the basis of their implementation of the centrally sponsored-programmes of rural employment guarantee scheme, national health mission, integrated child development service, Samagra Siksha Abhiyan and mid-day meal scheme.
  • While Sikkim, Goa and Mizoram have emerged winners among the small states, Puducherry, Jammu & Kashmir and Chandigarh are the toppers among the union territories.
  • In the overall rankings, Kerala continues to be at the top and Tamil Nadu has retained its second place. Telangana replaced Andhra Pradesh at the third spot compared to last year's ranking.

Amarinder Announces his Party Will Contest all 117 Punjab Assembly Seats

  • Former Chief Minister Captain Amarinder Singh said that his newly announced political party will contest the upcoming elections from all 117 assembly seats in Punjab.
  • The name of the party will be announced once the Election Commission clears it, along with the symbol.
  • He resigned as CM of Punjab in 2021.

Rajasthan Ranks 2nd after Karnataka on State Energy Efficiency Index 2020

  • Rajasthan has ranked second after Karnataka in the country in terms of energy efficiency. The state has been ranked second at the State Energy Efficiency Index (SEEI) 2020 released by the Ministry of Power.
  • In the recent report, Rajasthan has registered 61 points, which is a tremendous rise from the score of 18.5 at the previous year index, SEEI 2019.
  • This year Rajasthan became the second state after Karnataka to be included in the category.

Sitharaman Attends G-20 Joint Finance, Health Ministers Meet in Rome

  • Finance Minister Nirmala Sitharaman attended the G-20 joint Finance and Health Ministers meeting in Rome, which among other things discussed COVID pandemic prevention and response.
  • Finance and Health Ministers discussed how to keep momentum on response to pandemic and build on further coordination arrangements between health and finance ministries.
  • The meeting was co-chaired by Daniele Franco, Italian Minister of Economy and Finance and Roberto Speranza, Italian Minister of Health.
