PM Inaugurates National Conference of Environment Ministers in Gujarat

  • Prime Minister Narendra Modi inaugurated the National Conference of Environment Ministers at Ekta Nagar in the Narmada district of Gujarat via video conference.
  • This two-day conference on September 23 and 24 aimed at creating further synergy among the central and state governments on various issues, such as climate change, tackling plastic waste, wildlife and forest management, among others.

Congress Issues Notification for Party President's Poll

  • The Congress' central election authority issued a notification for the party presidential election, setting in motion a process to elect successor to the party's longest-serving leader, Sonia Gandhi.
  • Election authority chairman Madhusudan Mistry issued the notification, which said that the process of filing nominations will be held from September 24 to 30.
  • The date of scrutiny of nomination papers would be October 1. The last date for the withdrawal of nominations would be October 8.
  • If there is more than one candidate, the election will take place on October 17. The counting of votes and declaration of results will be on October 19.

Sarbananda Sonowal Inaugurates Conference on Consciousness

  • An international conference -- Exploring consciousness non-duality to non-locality: A man-machine debate -- was inaugurated at the National Institute of Mental Health and Neurosciences (NIMHANS). The conference's vision is to exchange ideas and debate information in the domain and understand its importance in the scientific community.
  • It was inaugurated by Union Minister of Ayush, Sarbananda Sonowal, in presence of NIMHANS director Dr. Pratima Murty. Many national and international speakers from physics, biology, neuroscience, AI, allied fields and Indian spiritual schools discussed and debated on various topics. International experts like Dr. Terrence Deacon, professor, University of Berkeley; Dr. George Northoff, Royals Institute of Mental Health Research, Canada, and others were present.

Nagaland Prison Department Introduces Mobile Attendance Application

  • Nagaland Prison Department went digital by introducing the mobile attendance application for Prison staff. Advisor for Prisons, Printing & Stationery, H. Haiying launched the Prison staff Attendance App at the District Jail, Kohima. The mobile app was initiated by the State Prison Department in collaboration with Excellogics Technology Solution Private Limited.
  • The Prison Staff Attendance is a mobile app along with an admin portal that aims to provide a comprehensive attendance management system that can make processes hassle-free and provide a seamlessly integrated system for monitoring and tracking the employee's attendance.

Dharmendra Pradhan Introduces SCALE app to Advance Leather Industry Skills

  • The SCALE (Skill Certification Assessment for Leather Employees) app was unveiled by Minister of Education and Skill Development Dharmendra Pradhan at the Council of Scientific & Industrial Research (CSIR)-Central Leather Research Institute (CLRI) in Chennai. This app provides a one-stop solution for the education, testing, and employment requirements of the leather sector.
  • The Leather Skill Sector Council built the SCALE android app to revolutionise how skill development programmes are planned and delivered to trainees in the leather industry.

Centre Appoints Retired Gujarat IFoS Officer Bharat Lal as Director General NCGG

  • The Union Government appointed senior bureaucrat and retired Gujarat cadre IFoS officer, Bharat Lal as the Director General, National Centre for Good Governance (NCGG).
  • The Appointments Committee of the Cabinet led by Prime Minister Narendra Modi cleared the appointment on contract basis, initially for a period of one year.
  • Bharat Lal had served as Gujarat government's resident commissioner in Delhi and has been known to be close to Prime Minister Narendra Modi, the then Chief Minister of the state.
  • Earlier, during December 2021, Lal was appointed as the Secretary to the Lokpal.
  • The National Centre for Good Governance (NCGG) is an autonomous institute under the aegis of Department of Administrative Reforms and Public Grievances, Government of India. Its head office is at New Delhi and the branch office at Mussoorie.

Maharashtra Government to Establish a NITI Aayog-like Body

  • Deputy Chief Minister Devendra Fadnavis said that an institute on the lines of NITI Aayog would be set up in Maharashtra for comprehensive data analysis and to make studied decisions on various sectors.
  • Fadnavis said that the institute would be named Maharashtra Institution for Transformation (MITRA), "which would be another milestone in the journey of fostering cooperative federalism under the leadership of Prime Minister Narendra Modi.
  • NITI Aayog has also carried out an extensive study on similar issues and developed a tool, where inter-related data from various departments is collectively analysed for a better decision-making process.

Bru Agreement

  • The Central Government agreed to extend the deadline for the resettlement of Bru while reviewing the implementation of the Bru agreement.
  • Union Home Minister Amit Shah reviewed the implementation of the Bru agreement with Tripura Chief Minister Manik Saha.
  • They found significant progress being made in the resettlement process of Bru people, who were displaced from Mizoram, in Tripura.
  • Under the agreement, the Bru community currently living in temporary relief camps in Tripura will be settled in the state.
  • The Bru, who returned to Mizoram in the eight phases of repatriation since 2009, cannot return to Tripura under this agreement.

Kerala Governor Arif Mohammed Signs 5 'Non-controversial' Bills

  • Amidst escalating tussle with the Kerala government, Governor Arif Mohammed Khan signed five Bills passed by the Assembly, but left out the contentious ones, including the Lok Ayukta (Amendment) Bill.
  • As per reports, the files which Khan signed were "non-controversial" ones.
  • He did not give his nod to the University Laws Amendment Bill, which aims at curtailing the powers of Governor as the Chancellor of universities.
  • After the conclusion of the Assembly session, a total of 11 Bills, including the contentious Lok Ayukta (Amendment) Bill and University Laws (Amendment) Bill, were sent for the Governor's assent.

Footballer Bhaichung Bhutia Becomes New President of Hamro Sikkim Party

  • Legendary footballer Bhaichung Bhutia was elected as the new president of the Hamro Sikkim Party (HSP).
  • The former India captain was elected unanimously by party leaders and members at a national conference.
  • The HSP is confident that Bhutia will now carry the mantle of leading the fight to rid Sikkim of the present corrupt misrule and provide a transparent and responsive government to the people if elected to power in the future.

V.K. Singh Assumes Charge as Ex-Servicemen Welfare Secretary

  • Senior bureaucrat Vijoy Kumar Singh assumed charge as Ex-Servicemen Welfare Secretary.
  • Singh, a 1990-batch IAS officer of Punjab cadre, has an experience of more than 32 years in administration.
  • Singh served as special secretary in Ministry of Textiles. Prior to this appointment, he had served as joint secretary in Department of Personnel & Training.

Ratan Tata, Former SC Judge among Newly Appointed Trustees of PM CARES Fund

  • Eminent personalities, including industrialist Ratan Tata, former Supreme Court Judge K.T. Thomas, and former deputy Lok Sabha speaker Kariya Munda were nominated as trustees of the PM CARES Fund.
  • The announcement came a day after Prime Minister Narendra Modi chaired the board of trustees meeting that was attended by the newly appointed members, along with Union Home Minister Amit Shah and Finance Minister Nirmala Sitharman.
  • Former Comptroller and Auditor General Rajiv Mehrishi, former Infosys Foundation chairperson Sudha Murthy and Teach for India co-founder Anand Shah were nominated into the advisory board of the Fund.
  • The PM CARES Fund was created as part of emergency relief measures during the Covid-19 pandemic that broke out in 2020. The Prime Minister is the ex-officio chairperson and all contributions are fully exempt from income tax.
