No Extension for Meghalaya Governor Satya Pal Malik
The tenure of Meghalaya Governor Satya Pal Malik, who was hogging the limelight for his controversial remarks against Prime Minister Narendra Modi's government, was not extended. It came to an end on October 3.
President Droupadi Murmu, in an order, gave the additional charge of the Meghalaya Raj Bhawan to Arunachal Pradesh Governor B.D. Mishra.
Malik served as the Governor of Bihar, Jammu and Kashmir, and Goa before being moved to Meghalaya in August 2020.
Sunil Barthwal Takes Charge as Commerce Secretary
Senior IAS officer Sunil Barthwal assumed charge as the commerce secretary. Barthwal, a 1989-batch officer of the Bihar cadre, previously served as the labour and employment secretary.
Sunil Barthwal replaced Subrahmanyam, a 1987-batch IAS officer of the Chhattisgarh cadre, who was appointed as chairman and managing director, India Trade Promotion Organisation on a contract basis for a period of two years following his superannuation.
Barthwal has held various administrative positions in areas of finance, social security, infrastructure, mines, steel, energy and transport at both Centre and state level.
Ajay Bhadoo Appointed Dy Election Commissioner, Akash Tripathi MyGov's CEO
Senior bureaucrat Ajay Bhadoo was appointed as the Deputy Election Commissioner as part of a senior level bureaucratic reshuffle.
Bhadoo, a 1999 batch Indian Administrative Service (IAS) officer of Gujarat cadre, was appointed to the post up to July 24, 2024.
Akash Tripathi, a 1998 batch IAS officer of Madhya Pradesh cadre, was appointed as the Chief Executive Officer (CEO), MyGov, Ministry of Electronics & Information Technology.
Basant Garg, a 2005 batch IAS officer of Punjab cadre, was named Additional CEO, National Health Authority under the Department of Health & Family Welfare.

Centre Extends AFSPA in Nagaland, Arunachal Pradesh for 6 Months
The Central extended for another six months the application of the "disturbed area" under the Armed Forces (Special Powers) Act — known as AFSPA — in 12 districts of Nagaland and Arunachal Pradesh, and certain parts of five other districts of the two north-eastern states to facilitate the armed forces to continue the anti-insurgency operations.
The notification issued by Home Ministry said that the AFSPA would be extended for six months beginning October 1 in nine districts — Dimapur, Niuland, Chumoukedima, Mon, Kiphire, Noklak, Phek, Peren and Zunheboto — and 16 police stations areas in four other districts — Kohima, Mokokchung, Longleng and Wokha — of Nagaland.
In a separate notification, the Home Ministry said the application of the "disturbed area" under the AFSPA would continue for six more months from Saturday in Tirap, Changlang and Longding districts and the areas falling within the jurisdiction of Namsai and Mahadevpur police stations in Namsai district of Arunachal Pradesh, adjoining Assam.
Lalit Bhasin eleis New IACC National President
Noted lawyer Lalit Bhasin was appointed as the national president of Indian American Chambers of Commerce (IACC).
Bhasin, before being elected to the post, was the executive vice president of IACC.
Bhasin is the 54th national president of IACC, which was set up in October 1968 and is headquartered in Mumbai, having 14 offices all over India, with a large membership from large, medium and small business entities.
Bhasin's 60 years of eminent association with legal practice took him to several leadership positions in the profession. He is closely associated with India's apex business organizations like CII, PHD CCI and served as chairman of its legal committees.

CBI Launches Operation GARUDA to Dismantle Drug Networks with International Linkages
The Central Bureau of Investigation (CBI) launched a multi-phase Operation GARUDA to dismantle drug networks with international linkages. The CBI did this in close coordination with enforcement actions across international jurisdictions through INTERPOL and Narcotics Control Bureau with special focus on Indian Ocean Region.
Operation GARUDA sought to target drug networks with international footprints for action against handlers, operatives, production zones and support elements.
During the operation, searches, seizures and arrests were carried out across multiple states and UTs in the country. Apart from CBI and NCB, eight states and UT Police including Punjab, Himachal Pradesh, Gujarat, Maharashtra, Tamil Nadu, Delhi and Manipur also participated in this operation.

PM Modi Lays Foundation Stone of World's First CNG Terminal in Gujarat
Prime Minister Narendra Modi laid the foundation stone for the "world's first CNG (Compressed Natural Gas) terminal" at Bhavnagar in Gujarat. This is a three-year-old project that is expected to infuse Rs. 4,000 crore in developing the existing port infrastructure at Bhavnagar.
The idea for the project materialised during the January 2019 Vibrant Gujarat summit when a consortium of London-based Foresight Group, Mumbai-based Padmanabh Mafatlal Group and Rotterdam-based Boskalis signed a Memorandum of Understanding (MoU) with Gujarat Maritime Board (GMB) for development of the CNG terminal.

N. S. Rajan, Director of August One Partners LLP was unanimously elected as Advertising Standards Council of India (ASCI)'s Chairman of the Board of Governors. Saugata Gupta, Managing Director & CEO, Marico Limited, was elected Vice-Chairman, while Shashidhar Sinha, Chief Executive Officer at IPG Mediabrands India, was appointed Honorary Treasurer at the board meeting following the 36th Annual General Meeting (AGM) of ASCI.

Cabinet Approves MoU with Bangladesh on Water Withdrawal
The Union Cabinet gave its ex post facto approval to the Memorandum of Understanding (MoU) between India and Bangladesh on withdrawal of up to 153 cusecs of water by both the countries from the border River Kushiyara.
The MoU was signed earlier in September between the Ministry of Jal Shakti and Bangladesh's Ministry of Water Resources on withdrawal of water during the dry season from November 1 to May 31 for their consumptive water requirement.
The MoU would enable Assam to withdraw water from the common stretch of the river.

Union Home Minister Amit Shah attended the 18th Formation Day of the National Disaster Management Authority (NDMA).
The Home Minister was the chief guest at the event held at Vigyan Bhawan where he addressed the gathering of NDMA officers and others. Union Home Secretary Ajay Bhalla was also present at the event.
On December 23, 2005, the Government of India enacted the Disaster Management Act which envisaged the creation of the National Disaster Management Authority (NDMA), headed by the Prime Minister, and State Disaster Management Authorities (SDMAs) headed by respective Chief Ministers, to spearhead and implement a holistic and integrated approach to Disaster Management in India.

Govt. Bans PFI, 8 Associates for Five Years
The Centre banned the Popular Front of India (PFI) for five years under the stringent anti-terror law UAPA, accusing the Islamic outfit of having "links" with global terror groups such as the ISIS and and trying to spread communal hatred in the country.
The PFI's eight associates--Rehab India Foundation, Campus Front of India, All India Imams Council, National Confederation of Human Rights Organisation, National Women's Front, Junior Front, Empower India Foundation and Rehab Foundation, Kerala -- were also placed in the list of the organisations outlawed under the Unlawful Activities (Prevention) Act (UAPA).
The ban for alleged terror activities came after the National Investigating Agency(NIA), the Enforcement Directorate(ED) and various state police forces carried out raids in a massive pan-India crackdown on the PFI twice in the recent days.
R. Venkataramani is as New Attorney General of India
Senior advocate R. Venkataramani was appointed as the new Attorney General (AG) of India by President Droupadi Murmu for a period of three years. Venkataramani succeeded K. K. Venugopal, whose term came to end on September 30.
With over four decades of practice at the Supreme Court, Mr. Venkataramani has specialised in Constitutional law, law of indirect taxes, human rights law, civil and criminal law.
His appointment came just days after senior advocate Mukul Rohatgi declined the government's offer to become the next AG.
Rohtagi had earlier served the post for three years and stepped down in June 2017. K. K. Venugopal had succeeded him and was appointed for a three-year term.
Himachal Congress President Harsh Mahajan Joins BJP Ahead of Assembly Polls
Already battling a leadership crisis, the opposition Congress got a shock in poll-bound Himachal as Harsh Mahajan, a former cabinet minister and currently the state working president, quit the party and joined BJP.
Mahajan, broke off half-a-century old association with Congress, joined the saffron party in Delhi where he was welcomed by BJP national president JP Nadda in presence of Union Commerce and Industry Minister Piyush Goyal.
Mahajan, who inherited politics from his father Des Raj Mahajan, a former Vidhan Sabha speaker and cabinet minister, joined Congress back in 1972.
