Non-Compliance of Ambulance Rule Will Entail Fines up to Rs. 1 Lakh

  • Ambulance deployment agencies on highways will be fined for their failure to provide ambulance service to shift accident victims to nearest hospitals within the "golden hour", reports Dipak Dash. 
  • The 'golden hour' is the period immediately after an injury during which there is maximum likelihood that prompt medical attention and surgical intervention will prevent death of the victim.
  • The National Highways Authority of India (NHAI) on Wednesday issued an order to enforce these provisions in its bid to "strengthen incident management and enforcement system". 
  • According to the circular, ambulances deployed by the civil contractor or concessionaire must transport accident victims to the nearest medical care centre for treatment without any delay.

Saras Food Festival 2022 Inaugurated by the Union Minister Faggan Singh Kulaste

  • The Union Minister of State for Rural Development and Steel, Faggan Singh Kulaste inaugurated the "Saras Food Festival 2022" in New Delhi on 28 October, 2022. 
  • The Food Festival has been organided by the Union Rural Development Ministry from 28th October to 10th November, 2022 in New Delhi. 
  • Women from self-help groups (SHG), formed under the flagship program 'National Rural Livelihoods Mission' of the Union Ministry of Rural Development are participating in this festival. The festival intends to have at least 25% of all sales by women self-help groups through e-commerce portals annually. 
  • The Ministry has already signed agreements with e-commerce giants like Amazon, and Flipkart and there have been efforts by States/Union Territories in getting SHGs products registered on e-commerce platforms. e.g, Flipkart, Amazon and Meesho etc.

Govt. Notifies Rules for Social Media Grievance Appellate Committees

  • The government on, October 28, notified rules under which it will set up appellate panels to redress grievances that users may have against decisions of social media platforms like Twitter and Facebook on hosting contentious content.
  • The three-member Grievance Appellate Committee(s) will be set in three months, according to a gazette notification issued by MeitY (Ministry of Electronics and Information Technology).  
  • The government has, in the new rules, added objectionable religious content (with intent to incite violence) alongside trademark infringements, fake information and something that could be a threat to sovereignty of the nation that users can flag to social media platforms. Their decisions on such flaggings can be challenged in the grievance committees.

Election Commission of India to Host Two-Day International Conference on 'Role, Framework & Capac...

  • The Election Commission (EC) will host a two-day international conference on the 'Role, Framework & Capacity of Election Management Bodies (EMBs)' in the capital starting Monday.
  • The EC leads the Cohort on Election Integrity, established following the 'Summit for Democracy' held in December last year; the two-day conference to be held on Monday and Tuesday will be inaugurated by Chief Election Commissioner of India Rajiv Kumar and its concluding session will be chaired by Election Commissioner Anup Chandra Pandey.

Lakshmir Bhandar Scheme by West Bengal Bags SKOCH Award

  • The West Bengal government's Lakshmir Bhandar scheme has bagged the SKOCH award in the women and child development category. 
  • The award is a recognition for the government as well as the nearly two crore women of the state who have been empowered by the scheme, chief minister Mamata Banerjee said on Saturday.
  • The West Bengal government had launched the scheme in August 2021 to provide financial support to a woman head of a family in the age group of 25-60 years. 
  • Under the scheme, Rs. 500 is given every month to women in the general caste category and around Rs. 1,000 per month to women in the SC and ST categories.
  • Instituted in 2003, the SKOCH Award is given for good governance, inclusive growth, excellence in technology and applications, change management, corporate leadership, corporate governance, citizen services delivery, capacity building and empowerment among others.

Former Prime Minister Deve Gowda Set for another Term as JD(S) Supremo

  • Former Prime Minister H. D. Deve Gowda is set to get re-elected as the Janata Dal (Secular) supremo during the two-day national executive meet of his party.
  • The national executive meet and national council meet of the JD(S) was held at the JP Bhavan, the party headquarters.
  • Around 150 to 200 delegates from 13 states took part in the event.
  • The party will pass a set of resolutions pertaining to price rise, agriculture, problems faced by farmers, labourers, Dalits and women.

All States to Have NIA Offices by 2024 to Counter Terrorism

  • Union Home Minister Amit Shah announced all states in the country will have National Investigation Agency (NIA) offices by 2024 as a strategy to counter terrorism.
  • Speaking at the two-day 'Chintan Shivir' (brainstorming session) in Faridabad, Haryana, Shah said that it is the collective responsibility of states and the Centre to effectively tackle trans-border crimes.
  • The Chief Ministers of eight states and Home Ministers and Deputy Chief Ministers of 16 states gathered in Faridabad for the two-day event, which was chaired by Amit Shah. Prime Minister Narendra Modi addressed the session through video-conferencing.
  • The 'Chintan Shivir' was organised with the objective to prepare an action plan for the implementation of 'Vision 2047' and 'Panch Pran' announced in Prime Minister Narendra Modi's Independence Day speech.

AP Cabinet Recommends Removal of APPSC Members

  • Arunachal Pradesh Chief Minister Pema Khandu handed over to Governor B.D. Mishra the state cabinet's recommendation to invoke provisions of Article 317 in order to remove members of the Arunachal Pradesh Public Service Commission (APPSC).
  • The state cabinet had met earlier and decided to submit the recommendation to the Governor.
  • The decision to seek the removal of the members was taken as they did not resign on their own, despite several organisations, including the Arunachal Indigenous Tribes Forum, the AAPSU and the ANSU, seeking their removal.
  • Recently, Nipo Nabam resigned as the APPSC chairman after the question paper of the assistant engineer examination had been leaked. In a late development, retired major general Ganesh Singh Bisht and retired major general Jarken Gamlin also tendered their resignation.

Amritanandamayi Appointed Chair of Civil Society of G20 Summit

  • Spiritual leader Mata Amritanandamayi Devi (Amma) was appointed the Chair of the country's Civil 20 (C20), an official engagement group of the Group of 20 (G20), by the Union Government.
  • The G20 is the premier inter-governmental forum for the world's developed and emerging economies to address financial stability on a global basis. The C20 is its platform for civil-society organisations (CSOs) to bring forth non-government and non-business voices to the G20 leaders.
  • India will assume the Presidency of the G20 for one year from December 1, 2022 to November 30, 2023. The pinnacle of events is September 9-10, 2023 when the G20 Leaders' Summit will take place in New Delhi at the level of Heads of State and Government, it said. But in advance, India will host more than 200 meetings across the country, an endeavour that involves intense work by ministerial meetings, working groups, and engagement groups.

Gujarat Declared As 100% 'Har Ghar Jal' State

  • Gujarat was declared a 'Har Ghar Jal' state, meaning all households in rural areas have access to safe drinking water through taps, ensuring that 'No One is Left Out'. As per the government data, all 91,73,378 houses in the state now have water connections.
  • Water Supply Department, Govt. of Gujarat said that it is a marvelous day in the history of Gujarat as it became 100% tap water connected. Every rural household is now connected with individual FHTC that provides safe, adequate and regular drinking water.
  • Jal Jeevan Mission is a flagship programme of Government of India which was announced from the ramparts of Red Fort by Prime Minister on August 15, 2019. The mission aims to make provision of potable tap water supply in adequate quantity, of prescribed quality and on regular and long-term basis to every rural household of the country by 2024.

MoS Muraleedharan Underscores Policy to Deepen Engagement with Africa

  • Minister of State for External Affairs, V. Muraleedharan underscored India's policy to intensify and deepen its engagement with Africa at the Dakar Forum held in Senegal.
  • Muraleedharan had paid an official visit to Senegal and participated in the 8th edition of the Dakar International Forum on Peace and Security in Africa.
  • The Dakar Forum was attended by Presidents of Senegal, Angola and Cabo Verde, along with over 15 Ministers and high-level dignitaries from 29 countries.
  • The Forum has become a key event for policy discussions on Africa. This is the first time that India participated at a Ministerial level.

Odisha CM Launches 'SAFAL' Common Credit Portal for Farmers

  • Odisha Chief Minister Naveen Patnaik launched a common credit portal SAFAL' (Simplified Application for Agricultural Loans) for the welfare of farmers.
  • As per the Chief Minister, the facility would enable farmers and agri-entrepreneurs to access more than 300 term loan products of over 40 banks.
  • It has also been integrated with Krushak Odisha and would have access to 70-plus model project reports.
  • The application can revolutionise credit provisions for farmers and agri-entrepreneurs.
  • The application is a one-stop solution for farmers and agri-entrepreneurs to avail formal sector credit from public and private sector banks, Regional Rural Banks, State Cooperative Banks, and Small Finance Banks.
  • The portal will ease the loan application process benefiting both the farmers and banks significantly.
