Philippine President Duterte Announces Retirement from Politics

  • Philippine President Rodrigo Duterte said he is retiring from politics and will not stand in elections next year.
  • The leader said last month that he would run for the vice-presidency in 2022. The country's constitution only permits presidents to serve a single six-year term.
  • But he now says he will withdraw, as "the overwhelming sentiment of the Filipinos is that I am not qualified".
  • The move comes amid speculation that his daughter could run for president.
  • Mr. Duterte, a controversial "strongman" figure, came to power in 2016 promising to reduce crime and fix the country's drug crisis.
  • But critics say that during his five years in power, Mr. Duterte has encouraged police to carry out thousands of extrajudicial killings of suspects in what he has called his "war on drugs".

Algeria Recalls Ambassador over Macron 'Insults'

  • Algeria has recalled its ambassador from Paris, accusing France of unacceptable interference in its affairs.
  • Algeria said it was responding to comments attributed to President Emmanuel Macron by French newspaper Le Monde.
  • He was quoted as saying the former French colony was ruled by a "political-military system" with an official history that was based not on truth, but on hatred of France.
  • The diplomatic spat comes days after France cut the number of visas it issues for citizens of Algeria and other North African countries.
  • Mr Macron, who once described France's colonisation of the North African country as a "crime against humanity", has sought to repair relations with Algeria since taking office in 2017.

Guinea Coup Leader Sworn in as President

  • Mamady Doumbouya was sworn in as Guinea's interim President after leading a coup which saw the overthrow of Alpha Condé.
  • The former French legionnaire became Africa's second-youngest leader, after Mali's Assimi Goïta, who also had staged a military takeover.
  • Col Doumbouya is barred from contesting future elections under plans to restore civilian rule announced this week.
  • The 5 September coup has been widely condemned.
  • Ecowas and the African Union have suspended Guinea.
  • Ecowas also imposed sanctions against the coup leaders and demanded a return to constitutional order within six months.

IFSCA Constitutes an Expert Panel on Sustainable Finance

  • The International Financial Services Centres Authority (IFSCA) set up an expert panel headed by former Enviornment and Forest Secretary C. K. Mishra to suggest a framework to develop a world-class sustainable finance hub at IFSC.
  • India aspires to be a frontrunner in climate action, which is evident in its commitment towards its intended Nationally Determined Contributions under Paris Agreement.
  • As per the terms of reference, the panel would identify existing and emerging opportunities in Sustainable Finance for GIFT-IFSC to act as a gateway to meet India's requirements and recommend a short, medium, and long-term vision/road map on sustainable finance.
  • IFSCA was established in April last year under the International Financial Services Centres Authority Act, 2019. It is headquartered at GIFT City, Gandhinagar.
  • IFSCA is a unified authority for the development and regulation of financial products, financial services and financial institutions in the International Financial Services Centre (IFSC) in India. At present, GIFT IFSC is the maiden international financial services centre in India.

Tata Asset and Max Life Insurance Get Approval to Set up Pension Funds

  • Tata Asset Management and Max Life Insurance Co have recently received a nod from the pension sector regulator for setting up pension fund managers.
  • The Pension Fund Regulatory and Development Authority (PFRDA) in July had opened 'on tap' registration of pension fund managers.

Tech Mahindra to Acquire Beris Consulting

  • IT company Tech Mahindra will acquire IT consultancy service provider Beris Consulting Gmbh for 7 million euros or about Rs. 60 crore through its German subsidiary.
  • Beris has over 125 employees and the company had revenues of 10.1 million euros for the financial year ended December 31, 2020.
  • The acquisition will help Tech Mahindra unlock the transformational growth in the IT and application space for the automotive industry as a result of EV, sharing and mobility.

ISRO's Commercial Arm NSIL Announces First Demand Driven Satellite Mission

  • ISRO's commercial arm, NewSpace India Limited (NSIL) announced its first "demand-driven" communication satellite mission as part of Space reforms announced by the Government in June last year.
  • NSIL, incorporated in March 2019, got mandated to undertake operational satellite missions on a demand driven model, wherein it has the responsibility to build, launch, own and operate the satellite and provide services to its committed customer.
  • As part of this initiative, NSIL, a Central Public Sector Enterprise (CPSE), under the Department of Space (DOS), is now undertaking its "1st demand driven communication satellite mission named GSAT-24, a four-tonne class Ku- band satellite.
  • NSIL is getting this satellite built by ISRO (Indian Space Research Organisation) and will be launching it using Ariane-5 launcher operated by Arianespace.

Babar Azam Surpasses Chris Gayle and Virat Kohli

  • Pakistan captain Babar Azam on Sunday (October 3) became the fastest batsman to complete 7,000 runs in the T20 format, surpassing the likes of Chris Gayle and Virat Kohli to reach the milestone. Babar achieved the feat during the National T20 Cup match between Southern Punjab and Central Punjab in Rawalpindi.
  • The Pakistan skipper reached the 7k mark in his 187th innings in the format, after crossing the 25-run mark during Central Punjab's chase of 120. Gayle had amassed 7,000 runs in T20 cricket in his 192nd innings while the Indian captain reached the mark in his 212th innings.

India Wins Bronze at Asian TT Championships

  • The Indian men's table tennis team has won bronze medal at the Asian Table Tennis Championships.
  • Indian team won bronze after losing to South Korea by 0-3 in the semi-finals.
  • Team was assured of winning a medal after beating Iran by 3-1 in the quarter-finals.
  • Both the semi-finalists won a bronze medal.
  • Asian TT Championships is a biennial table tennis tournament and is regarded as continental championships by the International Table Tennis Federation (ITTF). The tournament was organized by the Table Tennis Federation of Asia (TTFA) from 1952 to 1972. Asian Table Tennis Union (ATTU) started its own Asian Championships because of conflict between national table tennis associations in Asia.

Professional Boxer Manny Pacquiao Announces Retirement from Boxing

  • After 26 years and 72 professional bouts, former world champion Manny Pacquiao announced his retirement from professional boxing. He made his professional debut in 1995 at age 16. He became the first boxer to win the lineal championship in five different weight classes and is the only boxer to hold world championships across four different decades. He held the welterweight title as recently as 2019 at age 40.

Govt. Forms Panel to Draw Framework for Implementation of Assam Accord

  • The Assam government has set up an eight-member committee to prepare a framework for implementation of all clauses of the 36-year-old Assam Accord, especially the Clause-6 report prepared by a central panel pertaining to protecting the cultural, social and linguistic identity and heritage of the indigenous people.
  • The Commissioner and Secretary of the Implementation of Assam Accord Department, G. D. Tripathi, issued a notification announcing the formation of the sub-committee, which will submit its report within the next three months.
  • The latest panel will also lay emphasis on implementation of Clause 7, 9 and 10 along with update of National Register of Citizens, issues of flood and erosion, rehabilitation of families of martyrs and victims of Assam agitation.

Baghel is AICC's Senior Observer for UP Assembly Polls

  • Ahead of the assembly elections in seven states scheduled to be held next year, Congress appointed Chhattisgarh Chief Minister Bhupesh Baghel as All India Congress Committee (AICC) senior observer for the ensuing polls in Uttar Pradesh.
  • The state of Uttar Pradesh is scheduled to hold an Assembly election in 2022. Previously, in the 2017 Assembly elections in Uttar Pradesh, the Bharatiya Janata Party bagged 312 seats out of the 403-seat Uttar Pradesh Assembly while Samajwadi Party (SP) bagged 47 seats, Bahujan Samajwadi Party (BSP) won 19 and Congress could manage to win only seven seats. The rest of the seats were bagged by other candidates.
  • Notably, the Congress party has been out of power in the state since 1989, that is, for more than 30 years. The last Chief Minister of Uttar Pradesh representing the Congress party was Narayan Dutt Tiwari from June 1988 to December 1989.

Om Birla, Harivansh to Participate in G-20 Speakers Summit in Rome

  • The seventh G-20 Parliamentary Speakers Summit is scheduled to be held on October 7-8 in Rome, the capital of Italy.
  • An eight-member parliamentary delegation from India including Lok Sabha Speaker Om Birla, Rajya Sabha Deputy Chairman Harivansh and Secretary Generals of both Houses of Parliament are set to participate in the summit.
  • Duarte Pacheco President of the Inter-Parliamentary Union (IPU) will address the Summit in the opening session and Prime Minister of Italy, Mario Draghi will be the keynote speaker.
  • "The seventh G-20 Parliamentary Speakers Summit will also discuss, rebooting economic growth in terms of social and economic environmental sustainability and 'Sustainability and food Security after the COVID-19 pandemic'.

India, SL Conduct 12-day Military Exercise

  • India and Sri Lanka kicked off a 12-day mega military exercise with a focus on enhancing counter-terror cooperation.
  • The eighth edition of the 'Mitra Shakti' exercise is being conducted at Combat Training School in Sri Lanka's Ampara from October 4 to 15.
  • The aim of the exercise is to promote close relations between armies of both countries and enhance inter-operability and sharing best practices in counter-insurgency and counter-terrorism operations.
  • The seventh edition of the Mitra Shakti exercise was conducted at Foreign Training Node (FTN) in Pune in 2019.

Air Marshal DK Patnaik Takes Charge as Head of Eastern Air Command

  • Air Marshal Dilip Kumar Patnaik assumed charge as the air officer commanding in-chief of Eastern Air Command of the Indian Air Force.
  • Air Marshal Amit Dev, who had held the post so far, has taken over as the commanding officer in-chief of the Western Command.
  • Patnaik was commissioned into the fighter stream of the Indian Air Force on June 8, 1984. He is an alumnus of the National Defence Academy, Khadakwasla, Defence Services Staff College and College of Air Warfare.

  • The Uttar Pradesh government named actress Kangana Ranaut as the brand ambassador of its ambitious 'one district-one product' programme.
  • The actor met Chief Minister Yogi Adityanath at his official residence in Lucknow.
  • The U.P. government has launched the ODOP programme with the aim to create product-specific traditional industrial hubs across 75 districts of the State.

World Habitat Day

  • World Habitat Day is the UN initiative that is aimed at promoting the basic right to adequate shelter and housing for everyone in a world which is densely populated, and has been affected by the impact of urbanisation. It is observed on the first Monday of every October, annually. This year the event falls on October 4. The theme for World Habitat Day 2021 is 'Accelerating urban action for a carbon-free world'.
  • The United Nations General Assembly (UNGA) in 1985 had announced its decision to celebrate World Habitat Day annually. Following which the first World Habitat Day was observed in 1986 in Nairobi, Kenya based on the theme 'Shelter is my right'.

World Animal Day

  • World Animal Day is observed every year on October 4, the feast day of Francis of Assisi, who was regarded as the patron saint of animals. The day was celebrated for the first time in 1925 by cynologist Heinrich Zimmermann to address the plight of animals and initiate work towards their protection -- both in the wild and domestic world.
  • Zimmermann had organised an event for the first time on March 24, 1925, at the Sport Palace in Berlin. Over 5,000 people had attended the event that was originally scheduled for October 4, to align with the fest day of Saint Francis of Assisi.
  • In 1931, World Animal Day became global during a world protection organisation conference in Florence, Italy. In 2002, the Finnish Association of Animal Protection Associations celebrated the day and even involved school children in its events.

Indian Organisation LIFE Receives 2021 Right Livelihood Award

  • The Delhi-based environmental organisation "Legal Initiative for Forest and Environment (LIFE)" has been felicitated with the 2021 Right Livelihood Award, an international honour, also known as Sweden's alternative Nobel Prize. LIFE has been selected for the award for its "grassroots approach of empowering vulnerable communities to protect their livelihoods and claim their right to a clean environment."
  • Apart from this, other three awardees who were also honoured include:
  • Cameroonian women rights activist Marthe Wandou
  • Russian environmental activist Vladimir Slivyak
  • Canadian Indigenous rights defender Freda Huson
  • The Award was established in 1980 by German-Swedish philanthropist Jakob von Uexkull to "honour and support those who offer a practical and exemplary contribution in such fields as environmental protection, human rights, sustainable development, health, education, which are not included in Nobel Prize list. The Right Livelihood Award comes with a cash prize of 1 million Swedish crowns ($115,000) and long-term support to highlight and expand Laureates'.

  • A novel titled 'Chronicles from the Land of the Happiest People on Earth' authored by Wole Soyinka has been released. Wole Soyinka is Africa's first Nobel laureate in Literature. He wrote his last novel 'Season of Anomy' in 1973. He returns with a new novel after nearly 50 years. His notable plays include 'The Jero Plays', 'The Road', 'The Lion and the Jewel', 'Madmen and Specialists' and 'From Zia, With Love'.

Gandhi Museum Inaugurated at Noakhali in Bangladesh

  • On the occasion of the 152 birth anniversary of Mahatma Gandhi, the renovated Gandhi Museum was inaugurated at the historic Gandhi Ashram Trust at Noakhali in Bangladesh.
  • The inauguration was done by the Foreign Minister of Bangladesh Dr. A. K. Abdul Momen, Law Minister Advocate Anisul Huq and High Commissioner of India to Bangladesh Vikram Doraiswami.
  • Mahatma Gandhi had visited Noakhali in 1946-47. He toured hundreds of villages during his four month stay in Noakhali to estbalish peace in the area which was suffering communal violence in thosse days.Gandhi Ashram Trust was established to propagte the Gandhian ideals of peace, non-violence and communla harm.
