Nagaland Passes Nagaland Municipal Bill 2023

  • The Nagaland Assembly unanimously passed the bill reserving one-third of seats in the urban local bodies for women.
  • Nagaland Chief Minister Neiphiu Rio moved the Nagaland Municipal Bill 2023 in the House during the emergency session.
  • Chief Minister Neiphiu Rio said that the new law, which the state has now, is not the end but only a beginning and that time has come for women to participate and perform in the administration of the urban local bodies.

Bihar Assembly Approves Raising Caste Quota in Govt. Jobs, Education to 65%

  • The Bihar Assembly unanimously a passed bill to increase the quota for other backward classes (OBC), scheduled caste (SC) and scheduled tribes (STs) to 65 per cent in government jobs and educational institutes. This is well past the 50 per cent cap set by the Supreme Court in 1992.
  • The bill, in its first draft, proposed to increase the reservations in government jobs and educational institutions from the existing 60 per cent (including 10 per cent for economically weaker sections among the upper castes) to 75 per cent.
  • The reservation bill provisions for an 18 per cent quota for other backward classes (OBCs), 25 per cent for extremely backward classes (EBCs), 20 per cent for scheduled castes (SCs) and 2 per cent for scheduled tribes (STs). Earlier, OBCs had 8 per cent and EBCs had 12 per cent quota, while the SCs had 14 per cent and STs 10 per cent.

Jal Diwali -"Water for Women, Women for Water Campaign" Launched

  • The Ministry of Housing and Urban Affairs unveiled a progressive initiative "Women for Water, Water for Women Campaign".
  • Under its flagship scheme - Atal Mission for Rejuvenation and Urban Transformation, in partnership with the Ministry's National Urban Livelihood Mission and Odisha Urban Academy is the knowledge partner.
  • Aim: To provide a platform for inclusion of women in water governance.
  • This campaign celebrates "Jal Diwali" from, November 7 to 9, 2023.

Karnataka govt launches "Dr Puneeth Rajkumar Hrudaya Jyoti Yojana"

  • The Karnataka Health Department has launched Dr Puneeth Rajkumar Hrudaya Jyoti Yojana to treat people suffering from sudden heart attacks and cardiac issues.
  • Health Minister Dinesh Gundu Rao announced the scheme two days after the second death anniversary of popular Kannada actor Puneeth Rajkumar, who died at the age of 46 following a heart attack.
  • Notably, the scheme is also named after the late actor. The scheme seeks to install emergency devices in public places to cater to those suffering from heart attacks within the crucial response time.
  • The programme has been implemented in two ways. Hub and spoke model and installation of automated external defibrillator (AED) devices in public places.
  • Recently, it has been noticed that young people are suffering heart attacks. It is a worrying fact and according to a study, 35 percent of those who suffer heart attacks were in their 40s.
  • The government will also be deploying AI technology that can detect the severity of a patient's condition within four to five minutes, and those in critical heart health will be administered a free injection called Tenecteplase at the spoke centres, which helps in preventing a sudden cardiac arrest.
  • Private hospitals charge ₹30,000 to ₹45,000 for one Tenecteplase injection. However, we have decided to provide this injection free of charge in our government hospitals.

  • Prime Minister Narendra Modi extended the Pradhan Mantri Garib Kalyan Anna Yojana, providing free ration to 80 crore impoverished individuals for five more years. 
  • In a recent public meeting held in Durg, Chhattisgarh, Prime Minister Narendra Modi made a significant announcement regarding the extension of the Pradhan Mantri Garib Kalyan Anna Yojana, a free ration scheme aimed at assisting 80 crore impoverished individuals. The scheme, which was initially introduced during the COVID-19 pandemic in 2020, provides 5 kg of free food grains every month to those in need.
  • Prime Minister Modi declared the extension of this vital initiative for another five years, emphasizing the importance of the people's support and blessings in making such decisions.

  • This campaign, known as "Jal Diwali," is scheduled to kick off on November 7, 2023, and run through November 9, 2023.
