Abhijit Gangopadhyay Resigns as Calcutta HC Judge

  • Hours after resigning as a judge at the Calcutta High Court, Abhijit Gangopadhyay announced that he will be joining the Bharatiya Janata Party (BJP), which is fighting against the corruption of the TMC in Bengal.
  • Gangopadhyay sent his resignation letter to President Droupadi Murmu. A copy of the same was also sent to CJI D. Y. Chandrachud and the Chief Justice of the Calcutta HC T. S. Sivagnanam.
  • Abhijit Gangopadhyay was scheduled to retire in July. The HC judge has faced criticism from the ruling Trinamool Congress (TMC) party for some of his judgements in the past. Gangopadhay joined the HC as an additional judge in 2018. He became a permanent judge two years later in July 2020.

Indo-American Chamber of Commerce Hosts First Ever India-US Legal Services Summit in New Delhi

  • The first ever India-US Legal Services Summit organised by the Indo-American Chamber of Commerce (IACC) was held in New Delhi.
  • The summit was an initiative dedicated to fostering collaboration on corporate and legal issues between the two nations.
  • Attorney General (AG) for India R. Venkataramani and Solicitor General (SG) of India Tushar Mehta were among those present at the inaugural session of the summit.

New Press and Registration of Periodicals Act Comes into Force

  • The new Press and Registration of Periodicals Act, 2023, came into force and the old Press and Registration of Books Act, 1867, now stands repealed.
  • The registration of newspapers and periodicals was moved online in the Press Sewa Portal, while the Registrar of Newspapers for India (RNI) was renamed as the Press Registrar General of India (PRGI), said the Union Information and Broadcasting Ministry.
  • In tune with the ethos of Digital India, the new Act provides for an online system for facilitating the registration of newspapers and other periodicals in the country. The new system replaced the existing manual, cumbersome processes involving multiple steps and approvals at various stages which were causing unnecessary hardships to the publishers.

SC Seeks to Incentivise Super Performer Judges

  • Chief Justice of India D. Y. Chandrachud stated the Supreme Court is devising an objective framework to recognise 'super performer' trial court judges across India. This aims to motivate those efficiently clearing massive case backlogs through additional incentives amidst a growing pileup.
  • Trial courts in India currently grapple with staggering pendency exceeding 4.5 crore cases. Against over 19 lakh fresh case filings per month, an estimated 20,000 judges dispose nearly 13 lakh cases.
  • The Supreme Court realised that differentiated incentives are vital to motivate proactive judges who strive for higher disposal rates and case clearance compared to their peers. Continued equal treatment despite individual variations in effort, approach and productivity disincentivises star performers.
  • During a recent nationwide district judiciary conference, CJI Chandrachud stressed superlative judges cannot be equated to modest or underperforming ones when tackling pendency. Reward frameworks recognizing efforts could inspire more judges to emulate the stars among them.
  • While details remain pending, parameters under consideration for identifying star performers is likely to include:
  • Disposal rates and backlog reduction metrics
  • Judgment quality on legal soundness, clarity, analysis depth etc.
  • Courtroom administration like timeliness, decorum, transparency
  • Initiative taking, work ethic and diligence
  • Handling complex, sensitive and bold cases amidst external pressures

Former Supreme Court Judge Justice A. M. Khanwilkar Appointed Lokpal Chairperson

  • President of India Draupadi Murmu appointed former Supreme Court judge Justice A. M. Khanwilkar as the new Lokpal chairperson as well as six other members to the anti-corruption body.
  • The judicial members appointed are as follows: Justice Lingappa Narayana Swamy, Justice Sanjay Yadav and Justice Ritu Raj Awasthi.
  • The other members are Sushil Chandra, Pankaj Kumar and Ajay Tirkey.
  • The decision to appoint Justice Khanwilkar as the new Lokpal of India was made following a meeting by a high-level committee consisting of Prime Minister Narendra Modi, Chief Justice of India DY Chandrachud and Congress leader Adhir Ranjan Chowdhury.
  • Khanwilkar served as CJ of the Himachal Pradesh HC and Madhya Pradesh HC, before being elevated to the SC.
  • The Lokpal was established under the Lokpal and Lokayuktas Act 2013. The Lokpal is tasked with inquiring and investigating allegations of corruption against public functionaries falling within the scope and ambit of the Lokpal Act.

Supreme Court Middle Income Group Legal Aid Society Appoints Two New Members to Executive Committee

  • The Supreme Court Middle Income Group Legal Aid Society underwent a shift in its leadership with the appointment of advocates-on-record Vanshaja Shukla and Ravi Raghunath to its Executive Committee.
  • This move has been approved by Chief Justice D. Y. Chandrachud in consultation with Justice Dipankar Datta, the president of the MIG society.
  • This decision follows the resignation of senior advocates AK Sanghi and Raju Ramachandran.
  • The Supreme Court Middle Income Group Legal Aid Society operates under the framework of Rule 8(vi) of its Rules and Regulations, aiming to provide legal services to citizens falling within the middle-income group bracket. This includes individuals whose gross income does not exceed Rs. 60,000 per month or Rs. 7,50,000 annually. The society's mission revolves around ensuring that legal aid is accessible and affordable to those who might otherwise struggle to afford legal representation.
