Himachal Pradesh Govt. Starts New Scheme "HIMCAD" to Help Farmers
The government of Himachal Pradesh started a new scheme named 'HIMCAD', to provide irrigation facilities to farmers. According to the latest data, about 80% of the agricultural area of Himachal Pradesh is rain-fed. The scheme would provide end-to-end connectivity of farmers' fields for better water conservation, crop diversification and integrated farming.
Under the scheme, it is planned to provide command area development activities to 23,344 hectares of cultivable command area by March 2024, and the State Technical Advisory Committee has approved 379 minor irrigation schemes worth Rs 305.70 crore. About 80 per cent of the agricultural area of the state is rain-fed.

Cabinet Approves Rs. 6,600 crore Scheme 'PM-DevINE' for North-Eastern States
Prime Minister's Development Initiative for North East Region (PM-DevINE), a Rs. 6,600 crore scheme to support infrastructure, industries and other livelihood projects in the North-eastern states, was approved by the Union Cabinet, chaired by Prime Minister Narendra Modi.
The new scheme, to be implemented during the remaining four years of the 15th Finance Commission from 2022-23 to 2025-26, is a 100 per cent Central government-funded plan and would be administered by the Ministry of Development of North Eastern Region (DoNER).
The PM-DevINE will lead to the creation of infrastructure, support industries, social development projects and create livelihood activities for youth and women, thus leading to employment generation.
The objectives of the PM-DevINE are to: fund infrastructure convergently, in the spirit of PM Gati Shakti, support social development projects based on the needs of the NE region, enable livelihood activities for youth and women and fill the development gaps in various sectors.

DPIIT Notifies Establishment of Credit Guarantee Scheme for Start-ups
The Department for Promotion of Industry and Internal Trade (DPIIT) notified the establishment of the Credit Guarantee Scheme for Start-ups (CGSS) to provide credit guarantees to loans extended by banks, non-banking financial companies and SEBI-registered alternative investment funds (AIFs).
The credit guarantee provided under the CGSS, which is aimed at providing credit a guarantee of up to a specified limit against loans extended by member institutions (MIs) to finance eligible borrowers viz start-ups, would be transaction-based and umbrella-based. The exposure to individual cases would be capped at Rs. 10 crore per case or the actual outstanding credit amount, whichever is less.

Chhattisgarh Govt. Launches Scheme to Develop Rural Industrial Parks
Chhattisgarh Chief Minister Bhupesh Baghel launched a new scheme to develop 'gauthans' (cow shelters) as rural industrial parks for livelihood generation.
As per reports, around 300 gauthan cum industrial parks would be set up under the scheme named Mahatma Gandhi Rural Industrial Parks (MGRIP). A total budget of Rs. 600 crore has been pooled in the current financial year's budget.
The state government has set up gauthans in over 8,000 villages under its flagship scheme Suraji Gaon Yojna (village good governance scheme).
Under MGRIP, selected gauthans are now being developed as rural industrial parks where apart from producing vermicompost, activities like poultry farming, fisheries, food processing will also be carried out. Each development block in the state would have two rural industrial parks in the first phase.
