Govt. Introduces Bill in Lok Sabha to Abolish 5 Tribunals

  • Minister of State for Finance Anurag Singh Thakur introduced a bill in Lok Sabha to abolish some tribunals where public at large is not litigant. The bill proposes to 'provide a mechanism for filing an appeal directly to the commercial court or the High Court, as the case may be', instead of the tribunals.
  • The government proposes to wind up five tribunals, including Airport Appellate Tribunal, Authority for Advance Rulings and Intellectual Property Appellate Board, reported PTI. Besides, Appellate Tribunal under the Cinematograph Act and Plant Varieties Protection Appellate Tribunal will be abolished.
  • The proposed Bill seeks to amend the Cinematograph Act, 1952, the Customs Act, 1962, the Airports Authority of India Act, 1994, the Trade Marks Act, 1999 and the Protection of Plant Varieties and Farmers' Rights Act, 2001 and certain other Acts.

Rajya Sabha Passes Bill to Regularise Unauthorised Colonies in Delhi

  • The Upper House of Parliament passed the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Bill, 2021 to regularise unauthorized colonies in Delhi.
  • The Bill replaces the National Capital Territory of Delhi Laws (Special Provisions) Second (Amendment) Ordinance, 2020 which was promulgated by President Ram Nath Kovind in December 2020.

Parliament Passes Bill to Provide Greater Autonomy to Major Ports

  • Allaying fears that the Major Ports Authority Bill, 2020 aims at privatisation of the country's top 12 major ports, Ports, Shipping and Waterways Minister Mansukh Mandaviya said that it seeks to provide autonomy to these ports and boost their decision-making powers in order to compete with private ports.
  • The Major Ports Authority Bill, 2020 was passed through ballot votes in the Rajya Sabha with 84 votes in its favour and 44 against it. The Lok Sabha had passed the bill on September 23 last year.

MP Launches 'SAANS' Campaign to Reduce Infant Mortality

  • The health department in Madhya Pradesh launched the Social Awareness and Action to Neutralise Pneumonia Successfully ('SAANS') campaign. The main purpose of the campaign is to reduce the death rate due to pneumonia among infants. A strategy is being chalked out under the Social awareness campaign in which medical staff is being trained.
  • Training will be imparted at the community and primary health centres.
  • Around 4,000 Health and Wellness Centres have been set up in Madhya Pradesh for this purpose.
  • The State government has also developed training modules in partnership with PGIMER, Chandigarh, and UNICEF, which will be used to enhance the skills of health workers, including doctors and paramedical staff.

Rajya Sabha Passes Jammu and Kashmir Reorganisation (Amendment) Bill

  • The Rajya Sabha cleared The Jammu and Kashmir Reorganisation (Amendment) Bill, 2021 that seeks to replace the ordinance to merge the Jammu and Kashmir (J&K) cadre of civil services officer with the Arunachal Pradesh, Goa, Mizoram Union Territory (AGMUT) cadre. The bill was introduced in the Rajya Sabha of Parliament last week.
  • Minister of State for Home Affairs G Kishan Reddy said that the Constitution of India is now fully applicable on Jammu and Kashmir, and that the bill will enable the availability of officers in Jammu and Kashmir who have experience of running union territory administration.
  • As per reports, around 170 central laws are being implemented in Jammu and Kashmir. He said the bill will increase the strength of officers in the union territories of Jammu and Kashmir and Leh.
