Haryana Assembly Passes Land Acquisition Bill

  • A Bill fast tracking land acquisition, especially for the ongoing infrastructure projects, was passed in the Assembly after acrimonious debate and a walk out by the Congress.
  • The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (Haryana Amendment) Bill, 2021, generated debate in the House with the Treasury benches and the Opposition indulging in charges and counter-charges.
  • Leading the Opposition attack, Rohtak MLA BB Batra alleged the amendments to the Bill were not acceptable as they went against the aims and objectives of the 2013 Act passed by Parliament. "It is pro-corporate and anti-farmer, and should be referred to the select committee of the House," said Batra.

Ram Nath Kovind Gives Assent to Amend General Insurance Law, OBC Bill

  • President Ram Nath Kovind has given assent to the General Insurance Business (Nationalisation) Amendment Act, 2021. The Act further amends the General Insurance Business (Nationalisation) Act, 1972. The President has also given his assent to the Constitution (One Hundred and Fifth Amendment) Act, 2021 empowering States to identify socially and educationally backward classes.
  • According to the statement of objects and reasons of the general insurance amendment bill, it seeks to remove the requirement that the central government should hold not less than 51 per cent of the equity capital in a specified insurer.

Govt. Notifies Amendment to Adoption Law

  • The government notified a significant amendment to adoption law mandating parents to intimate the Indian Mission in case they move to another country within two years of adoption of a child. The amendments were earlier cleared by the Cabinet to prevent trafficking.

Karnataka Cabinet Approves Implementation of Mental Healthcare Act for Covid

  • The Karnataka cabinet approved the implementation of the Karnataka State Mental Healthcare Act 2021, which will go a long way in helping the society deeply affected by the Covid-19 pandemic.
  • J. Madhuswamy, Minister for Law, Parliamentary Affairs and Legislation, made the announcement after the cabinet meeting.
  • The legislation helps in providing healthcare and services for persons with mental health issues. It will protect, promote and fulfil the rights of persons in need of treatment for mental health.
  • Under the act, a State Mental Health Authority will be set up. A committee under the chairmanship of the Director of the NIMHANS Institute will be constituted for the drafting of guidelines for the authority. The authority will also maintain a registry and publish a list of clinical psychologists, nurses, social workers and health workers in the field of mental health.
  • The state act is being implemented in tandem with the Central Mental Healthcare Act, 2017.

Vriksharopan Abhiyan - 2021 to be Launched

  • Vriksharopan Abhiyan – 2021 of Coal Ministry was launched. It was launched as part of Azadi Ka Amrit Mahotsav.
  • In this year, coal PSUs of the Ministry of Coal have set an ambitious target to cover 2385 hectares of area under "Go Greening" drive. Areas will be covered under bio-reclamation or plantation.
  • Go Greening drive will be provided the right boost by launching Vriksharopan Abhiyan 2021.
  • Mission was launched by Union Minister of Coal, Mines and Parliamentary Affairs, Pralhad Joshi.

Chhatisgarh Launches 'Rajiv Gandhi Grameen Bhumihin Majdur Nyay Yojana

  • The Chhattisgarh government has launched the 'Rajiv Gandhi Grameen Bhumihin Majdur Nyay Yojana', with the provision of Rs. 200 crores benefiting 12 lakh landless families.
  • The scheme was announced in the state legislature in July 2021, by the Chief Minister of Chattisgarh Bhupesh Baghel. The amount has been included in the supplementary budget of the financial year 2021-2022.
  • The aim of the scheme is to support rural landless labourers with minimum wages so that they can access basic amenities. The beneficiaries are expected to receive their benefits before the end of this financial year, on March 31, 2022.
  • The families of the beneficiaries will each be ensured the amount of Rs. 6,000 annually. There is also in place a mechanism to resolve any discrepancy related to a beneficiary's bank account, within 15 days.

Assam Passes Cattle Preservation Bill

  • Assam Assembly passed the "Assam Cattle Preservation Bill, 2021".
  • Assam Cattle Preservation Bill, 2021 prohibits the sale and purchase of beef in areas inhabited by non-beef-eating communities.
  • It also prohibits the sale and purchase of beef within a radius of 5 km of a temple or a satra (Vaishnavite monastery).
  • This bill will repeal the Assam Cattle Preservation Act, 1950.
  • It was passed with the aim of regulating "slaughter, consumption, illegal transportation" of cattle.
  • It prohibits inter-state transport of cattle to/from and through Assam without any valid documents. This clause was included ostensibly to look after cattle smuggling to Bangladesh.
  • The bill was introduced in the Assembly July 12, citing that, the 1950 Act lacked "sufficient legal provisions" of regulating slaughter, consumption and the transportation of cattle. Thus, the new legislation was the need of the hour.

PM Launches Vehicle Scrappage Policy

  • Prime Minister Narendra Modi launched the National Vehicle Scrappage Policy, the voluntary vehicle-fleet modernisation programme, aimed at modernising India's "vehicular population" and removing unfit vehicles from roads in an environment-friendly and scientific manner.
  • Elaborating on its economic and environmental benefits, the PM said that the policy would play a big role in the modernisation and phasing out the old, polluting vehicles in an environment-friendly manner.

PM Announces Rs. 100 Trillion Gatishakti Scheme

  • Prime Minister Narendra Modi announced a Rs. 100 lakh crore Pradhan Mantri Gatishakti initiative which will create employment opportunities for the country's youth and help in a holistic infrastructure growth.
  • Modi said Gatishakti will help local manufacturers turn globally competitive and also develop possibilities of new future economic zones.
