The National Panchayati Raj Day is observed on 24th April every year. The 73rd Constitutional Amendment Act, 1992 came into force from 24 April 1993. Panchayati Raj Day paved the way for the 3 tier Panchayati Raj System in the country i.e. Gram Panchayat at the village level, Panchayat Samiti at Block level, and Zila Parishad at District level.
India is a very vast country and it is called the world's largest democracy. Due to the high population and large area in many states, the person sitting at the highest post (I mean Chief Minister of the state) in the state does not get actual scenario of the problems faced by the people of rural areas. So it was decided that the power of democracy should be decentralised.
In order to fulfill this requirement; a committee was constituted in 1957 under the chairmanship of Balwantrai Mehta. The Committee recommended the democratic decentralisation of power. Hence, the concept of Panchayati Raj was constituted in India for the first time in history.

Spanish Language Day
UN Spanish Language Day is observed annually on 23 April. The event was established by UN's Department of Public Information in 2010 to seeking "to celebrate multilingualism and cultural diversity as well as to promote equal use of all six of its official working languages throughout the organization". The day was firstly observed on 12 October to celebrate the Dia de la Hispanidad in some Spanish-speaking countries for the discovery of American continent. Later the day was changed to 23 April to pay tribute to Spanish writer Miguel de Cervantes Saavedra, who died on the 22 April in 1616.
World Book and Copyright Day
World Book Day also known as World Book and Copyright Day is celebrated by UNESCO on April 23, every year. Books are our best friends, guiders, and philosophers. April 23 is a symbolic date for world literature because on this date in 1616 that Cervantes, Shakespeare, and Inca Garcilaso de la Vega all died. Hence, the day was selected to pay tribute to the great literary figures.
In the preparation for World Book and Copyright Day, UNESCO encouraged people to challenge themselves, to explore new topics, formats, or genres out of their ordinary. Our goal is to engage people in reading, and to have fun doing so! As a celebration of this year's World's Book and Copyright Day, UNESCO has created a 'Bookface' challenge.
Each year, UNESCO and the international organizations representing the three major sectors of the book industry -- publishers, booksellers, and libraries -- select the World Book Capital for a one-year period, through its own initiatives, the impetus of the Day's celebrations, effective April 23 each year.
As per UNESCO, the city of Tbilisi in Georgia was selected as the World Book Capital for 2021.

Earth Day
Earth Day is an annual event on April 22 to demonstrate support for environmental protection. First held on April 22, 1970, it now includes a wide range of events coordinated globally by EARTHDAY.ORG (formerly Earth Day Network) including 1 billion people in more than 193 countries.
In 1969 at a UNESCO Conference in San Francisco, peace activist John McConnell proposed a day to honor the Earth and the concept of peace, to first be observed on March 21, 1970, the first day of spring in the northern hemisphere. This day of nature's equipoise was later sanctioned in a proclamation written by McConnell and signed by Secretary General U Thant at the United Nations. A month later a United States Senator Gaylord Nelson proposed the idea to hold a nationwide environmental teach-in on April 22, 1970.
The Earth Day 2021 theme is Restore Our Earth and features five primary programs: The Canopy Project, Food and Environment, Climate Literacy, the Global Earth Challenge, and The Great Global CleanUp.
Chinese President Xi Jinping to Attend Biden's Climate Summit
Chinese President Xi Jinping will take part in US President Joe Biden's climate summit being organised virtually in which several world leaders, including Prime Minister Narendra Modi, will participate.
Biden has invited 40 world leaders, including Modi, to the two-day conference beginning April 22, which according to a While House statement will underscore the urgency and the economic benefits of stronger climate action.

World Creativity and Innovation Day
World Creativity and Innovation Day is a global UN day celebrated on April 21 to raise awareness around the importance of creativity and innovation in problem solving with respect to advancing the United Nations sustainable development goals, also known as the "global goals". The day was created with UN resolution 71/284 with the support of 80 countries. The first World Creativity and Innovation Day was celebrated on April 21, 2018.
National Civil Services Day
The Government of India celebrates April 21 every year as 'National Civil Services Day' as an occasion for the civil servants to rededicate themselves to the cause of citizen and renew their commitments to public service and excellence in work. This date is chosen to commemorate the day when first Home Minister of Independent India, Sardar Vallabhbhai Patel addressed the probationers of Administrative Services Officers in 1947 at Metcalf House, Delhi, he referred to civil servants as the 'steel frame of India'. The first such function was held in Vigyan Bhawan, New delhi 21 April 2006.

UN Chinese Language Day
UN Chinese Language Day is observed globally on April 20 every year. The day has been chosen to pay tribute to Cangjie, who is a mythical figure who is presumed to have invented Chinese characters about 5,000 years ago.
The first Chinese Language Day was celebrated in 2010 on the 12th of November, but since 2011 the date has been the 20th of April, roughly corresponding to Guyu in the Chinese calendar. Chinese people celebrate Guyu (which usually begins around April 20) in honour of Cangjie, because of a legend that when Cangjie invented Chinese characters, the deities and ghosts cried and it rained millet; the word "Guyu" literally means "rain of millet".
