Maharashtra Government Approves Logistics Policy 2024

The Maharashtra government approved the Logistics Policy 2024, aimed at revolutionising the state's logistics infrastructure and generating approximately 500,000 job opportunities. The policy includes the development of over 200 logistics parks, complexes, and truck terminals equipped with advanced facilities.
The Maharashtra policy incorporates the 'Integrated Logistics Master Plan', which focuses on optimum utilisation of existing and upcoming logistics networks, strengthening logistics infrastructure and multi-modal connectivity. Under it, dedicated logistics infrastructure will be developed on more than 10,000 acres in the state by 2029.
The projects include an international mega logistics hub to be developed in the Navi Mumbai-Pune region on 2,000 acres of land, which will also be connected to the new international airport at Panvel. This will help in making the area a major international trade and industry centre due to its proximity to various industrial estates. A budget of Rs. 1,500 crore will be allocated for this development.
Key Objectives:
Infrastructure Development: Establish more than 10,000 acres of dedicated logistics infrastructure.
Logistics Hubs: Create 25 district logistics nodes, five regional logistics hubs, five state logistics hubs, one national logistics hub, and one international logistics hub.
Technological Integration: Promote high-tech logistics through Artificial Intelligence (AI), Blockchain technology, robotics, automation, IoT, digitisation, drones, and fintech to create tech-savvy jobs.

Lok Sabha Passes Finance Bill, Amends LTCG Tax Provision on Immovable Properties

The Lok Sabha passed the Finance Bill 2024 after the Central government relaxed the freshly-introduced new capital gains tax on real estate, allowing taxpayers an option to switch to a new lower tax rate or stay with the old regime that had higher rate with indexation benefit.
Finance Minister Nirmala Sitharaman, in her Budget for 2024–25, proposed to lower the long-term capital gains tax on real estate to 12.5 percent from 20 percent, but without the indexation benefit, moved an amendment to the bill to give the option.
Indexation benefit allows taxpayers to arrive at the cost price of the property after adjusting for inflation.
The amendment came after the new provision was criticised for raising tax incidence and disincentivising investments in real estate.
The major amendment in the Bill relates to the restoration of the indexation benefit on sale of properties bought prior to July 23, 2024.

Andhra Scraps 2-Child Policy for Individuals to Contest Local Body Polls

The Andhra Pradesh government decided to scrap the two-child norm for contesting local body elections in view of the declining fertility rate in the state. The decision was taken at the meeting of the state Cabinet, chaired by Chief Minister N. Chandrababu Naidu.
The Cabinet gave its approval to repeal the amendments made in 1994 to the Andhra Pradesh Municipal Corporation Act 1955 and the Andhra Pradesh Municipalities Act 1965, barring individuals with more than two children from contesting the polls. Individuals with more than two children were barred from contesting in urban local body elections. Although the restriction for Panchayat Raj elections was removed in 2019, it continued to apply to other local bodies.
The Cabinet noted that while the national fertility rate is 2.1 per cent, the same in Andhra Pradesh is only 1.5 per cent.

Jharkhand Launches Mukhyamantri Maiya Samman Yojana

The government of Jharkhand, led by Chief Minister Hemant Soren, unveiled, the Mukhyamantri Maiya Samman Yojana, a welfare initiative aimed at empowering women in the state. This represents a major step towards providing financial assistance to eligible women across Jharkhand.
The announcement of this scheme came at a crucial time in Jharkhand's political calendar. With the 81-member Jharkhand Legislative Assembly scheduled for elections in November/December 2024, and the current assembly's tenure ending on January 5, 2025, the Mukhyamantri Maiya Samman Yojana is being viewed by many as a pre-election initiative by the Hemant Soren government.
The Mukhyamantri Maiya Samman Yojana is not entirely new but rather an evolution of an existing program. It was previously known as the Jharkhand Behan Beti Swavalamban Protsahan Yojana. The rebranding and enhancement of this scheme demonstrate the government's renewed focus on women's welfare in the state.

Schemes Implemented by the Ministry of Women and Child Development Clubbed into Three Verticals

For better implementation and efficient monitoring, all schemes implemented by the Ministry of Women and Child Development for the betterment of children were clubbed into three verticals, Saksham Anganwadi Poshan 2.0 (for improving nutrition and health indicators in the country), Mission Shakti (for safety, protection and empowerment of women) and Mission Vatsalya (for protection, care and welfare of children in difficult circumstances).as details of the schemes given therein:
Saksham Anganwadi & Poshan 2.0 (Mission Poshan 2.0): Under this programme, Anganwadi Services Scheme, POSHAN Abhiyaan and Scheme for Adolescent Girls have been reorganized into 3 primary sub-verticals: (i) Nutrition Support for POSHAN and for Adolescent Girls (ii) Early Childhood Care and Education [3-6 years] and (iii) Anganwadi Infrastructure including modern, upgraded Saksham Anganwadis.
Mission Shakti: Mission Shakti comprises of two sub-verticals, i.e., 'Sambal' for safety and security of women and 'Samarthya' for empowerment of women. The existing schemes of One Stop Centres (OSC), Women Helpline (181-WHL) and Beti Bachao Beti Padhao (BBBP) have been made part of Sambal sub-vertical; while the existing schemes of Pradhan Mantri Matru Vandana Yojana (PMMVY), Ujjwala, Swadhar Greh (renamed as Shakti Sadan) and Working Women Hostel (renamed as Sakhi Niwas), National Hub for Empowerment of Women (NHEW) and National Creche Scheme (renamed as Palna) have been subsumed in the 'Samarthya' sub-vertical.
Mission Vatsalya: Mission Vatsalya has subsumed the Integrated Child Protection Scheme (ICPS) for better outreach and protection for children in need and care in a mission mode with the objective to: (i) Support and sustain Children in difficult circumstances. (ii) Develop context-based solutions for holistic development of children from varied backgrounds. (iii) Provide scope for green field projects for encouraging innovative solutions. (iv) Cement convergent action by gap funding, if required.

Centre To Start Cashless Treatment Scheme for Road Crash Victims

The government formulated a scheme to provide cashless treatment to victims of road accidents caused by the use of motor vehicle and initiated implementation on a pilot basis in Chandigarh and Assam, Parliament was informed.
Union Minister Nitin Gadkari said that under the scheme, the eligible victims are administered health benefit packages relating to trauma and polytrauma care at empanelled hospitals under Ayushman Bharat Pradhan Mantri-Jan Arogya Yojana (ABPM-JAY), up to a maximum of Rs. 1.5 lakh for a maximum period of seven days from the date of accident.
