Uttarakhand to Launch Self-employment Scheme for Single Women

  • Uttarakhand will soon roll out a self-employment scheme for single women, Chief Minister Pushkar Singh Dhami said.
  • At the conclusion of Women Empowerment and Security Week, he said that women have proven themselves in every field and are working shoulder to shoulder with men.

Data Protection Bill Gets IT Panel Thumbs-up

  • The parliamentary standing committee on communications and information technology (IT) gave a "big thumbs-up" to the draft Digital Personal Data Protection (DPDP) Bill, 2022, as it will soon be tabled in Parliament.
  • The Bill, which seeks to enforce the fundamental right to privacy of citizens, has the provision of penalties ranging up to Rs. 250 crore for data fiduciaries on account of failing to take safeguards to prevent personal data breaches. It also requires fiduciaries to take clear and informed consent from the user before collecting any personal data.
  • In August 2022, the government withdrew the previous draft titled PDP Bill, 2019, from Parliament, after a joint parliamentary committee recommended 81 amendments to a Bill of 99 sections, along with 12 recommendations.

Gujarat Passes Bill to Extend Period for Filing Applications to Regularise Illegal Constructions

  • The Gujarat Assembly passed a bill to amend an Act to regularise unauthorised constructions in urban areas by collecting "impact fee" from owners, which also empowered the government to extend the period for filing applications to regularise unauthorised constructions.
  • Although the Aam Aadmi Party, which has five MLAs in the 182-member House, supported the "Gujarat Regularisation of Unauthorised Development (Amendment) Bill, 2023", it was passed by a majority vote of BJP legislators as the opposition Congress refused to extend support.

Gujarat Assembly Passed Bill to Curb Paper Leak in Recruitment Exams

  • The Gujarat Legislative Assembly unanimously approved a Bill that calls for up to 10 years in prison for malpractices in order to stop paper leaks in government recruitment examinations.
  • According to the bill's terms, the offender would also be responsible for paying a fine that cannot be less than Rs. 10 lakh or greater than Rs. 1 crore.
  • The Gujarat Public Examination (Prevention of Unfair Methods) Bill, 2023, introduced by Minister of State for the Home Harsh Sanghavi, was approved with support from members of the opposition Congress and Aam Aadmi Party (AAP).
  • The bill aims to stop "unfair means," which include leaking or attempting to leak a question paper, obtaining a question paper illegally, and solving a question paper illegally.
  • Aiding an examinee during an examination in exchange for money is another kind of unfair means.
  • Any person who hinders or threatens a member of the inspection team or a person the examination authority has selected to do their duties may be penalised with up to three years in prison and a fine of at least Rs. 1 lakh.
  • The bill stated that every offence committed under the Act must be looked into by a police official with at least the level of police inspector, preferably a deputy superintendent of police.

Rajasthan Increases Workdays to 125 under its Job Guarantee Scheme

  • Rajasthan Chief Minister Ashok Gehlot approved a proposal to increase the number of workdays from 100 to 125 under the Indira Gandhi Urban Employment Guarantee Scheme.
  • The scheme, started on the lines of central government's Mahatma Gandhi NREGA, is proving helpful for the jobless in the cities.
  • This amendment will be effective from April 1, 2023. An expenditure of about Rs 1,100 crore is likely to be incurred for providing additional 25 days' work to the urban unemployed.
  • Under the scheme, people can get work through a job card, which they can be issued by producing Jan Aadhaar card and fulfilling other formalities.
  • The scheme provides work in several fields such as environment protection, water conservation, heritage protection, cleanliness, public service, convergence, and prevention of property distortion.
