Parliament Nod Awaited for Valuers Bill

According to Institution of Value (IOV), the profession of valuers would be standardised once the draft Valuers Bill is enacted by the Parliament.
The Bill is in circulation to get suggestions and opinions from the stakeholders and general public after which it would be placed before both Houses of Parliament.
On the basis of a committee's recommendation formed by the Ministry of Corporate Affairs, the Bill is exploring to establish a National Institute of Valuers (NIV).
The NIV would serve the purpose of developing the profession of valuers and regulating the market of valuation service, he said at the sidelines of the two-day 51st Indian Valuers Conference 2020.

Ministry Issues Indian Ports Bill, 2020 Draft Set to Replace Indian Ports Act, 1908

Ministry of Ports, Shipping and Waterways circulated the draft of Indian Ports Bill 2020 for public consultation which will repeal and replace the Indian Ports Act, 1908.
The draft Indian Ports Bill, 2020, seeks to, inter alia, enable the structured growth and sustainable development of ports to attract investments in the port sector for optimum utilisation of the Indian coastline by effective administration and management of ports.
The proposed Bill will provide measures to facilitate conservation of ports, taking into account the prevalent situation with respect to the high number of non-operational ports. It shall further ensure greater investment in the Indian maritime and ports sector through the creation of improved, comprehensive regulatory frameworks for the creation of new ports and management of existing ports.

Maharashtra Cabinet Clears Draft Bill for 'Shakti Act'

The Maharashtra Cabinet approved the introduction of two draft bills pertaining to the prevention of incidents of violence and atrocities against women and children in the state. The bills, to be introduced in the assembly session, were approved by a State Cabinet meeting presided by Maharashtra Chief Minister Uddhav Thackeray.
The "Maharashtra Shakti Criminal Law (Maharashtra Amendment) Bill, 2020" has been drafted along the lines of the Andhra Pradesh Disha Act Criminal Law (AP Amendment) Act, 2019. Once passed by the state legislature it will be called the "Shakti Act".
The second draft bill, which is meant for the implementation of the Shakti legislation, has been named as Special Court and Machinery for Implementation of Maharashtra Criminal Law, 2020.

BJP's Karnataka Land Reforms Amendment Act Passed in Legislative Council with JD(S) Support

In a great relief to the ruling BJP government in Karnataka, the state legislative council passed the crucial land reforms bill. The nod of the Upper House to the crucial amendment to the law puts an end to the uncertainties over the bill.
The council had voted out the bill in September, showing the B. S. Yediyurappa government in poor light for its tardy management skills on the floor of the House. The Karnataka assembly has already cleared the bill.
The changes will help investors and industries buy farmland directly from farmers in Karnataka. The amendments remove restrictions on buying and selling agricultural plots by non-agriculturists. Officials said the changes would help unlock the true market potential of the farmland. Farmers can now freely buy and sell land without any fear of getting into issues with the revenue officials.

Assam Government to Launch Orundoi Scheme

The scheme is to be launched by the Assam government in 29 districts across the state. Through this scheme, the government seeks to empower women by transferring a minimum amount of Rs. 830 each month directly to the bank accounts of the nominated female head of the household. More than 18 lakh beneficiaries have already been selected by the government under this scheme. This number is expected to reach 22 lakh after the inclusion of districts in the Bodoland Territorial Area.
The scheme was announced during the state budget 2020-21. It is to be implemented at an annual budget of Rs. 2400 crore. The scheme is first of its kind in the country. According to the state government of Assam the scheme will suffice the basic requirement of Health and nutrition of a household.
The household owning tractor, four wheelers, fridge or TV are not eligible under the scheme. The amount to the beneficiaries under the scheme is to be directly transferred from the eKuber system of Reserve Bank of India.
