The Uttar Pradesh Assembly witnessed noisy scenes minutes before it was adjourned sine die on Thursday as the opposition questioned the government over the tabling of a bill to repeal enactments which have ceased to be in force or have become obsolete.
The opposition Samajwadi Party, Bahujan Samaj Party and Congress staged a walkout over what they called "procedural non-compliance" and alleged that democratic traditions were shattered.
Amidst the din, the House passed the Uttar Pradesh Repealing Bill, 2021. In all, 61 laws were repealed through the bill.
The Uttar Pradesh Repealing Bill, 2021 is "one of those periodical measures by which enactments, which have ceased to be in force or have become obsolete, are repealed. On recommendation of the State Law Commission, it has been decided to repeal enactments, which have become redundant or the retention whereof separate Acts is unnecessary."

Arunachal Assembly Passes Key Bills
The Arunachal Pradesh Assembly passed four key bills, including ones that make amendments in GST clauses and facilitate a business-friendly environment for investors.
The bills passed by the assembly are the Arunachal Pradesh Civil Courts Bill, the Arunachal Pradesh Goods and Service Tax (Amendment) Bill, the Arunachal Pradesh Ease of Doing Business Bill and the Arunachal Pradesh Municipal Corporation (Amendment) Bill.
Deputy Chief Minister Chowna Mein, who had introduced the Arunachal Pradesh Goods and Service Tax (Amendment) Bill, said to the assembly that amendments in various clauses have been made keeping in view the present situation.
Mein, who also holds the finance, planning and investment portfolios, said that the objectives of the Arunachal Pradesh Ease of Doing Business Bill is to bring about regulatory reforms, create an investment-friendly ecosystem, and make it easier to obtain permits online.
Karnataka Launches Engineering Research and Development Policy

Uttarakhand CM Launches "Gharoki Pechan, Chelik Naam" Scheme
Uttarakhand Chief Minister Trivendra Singh Rawat launched "Gharoki Paachan, Chelik Naam" (daughter's name is a home's identity) programme and development schemes worth Rs. 42 crore in Nainital. Initially, the scheme has been launched in Nainital and later is set to be extended to the entire Uttarakhand.
The government is working towards women empowerment and 32,000 women groups of the state are being linked with self-employment to make them self-reliant. The state government is also set to implement many public welfare schemes for the benefit of the youth.
Haryana Governor Approves Bill Allowing 75% Reservation in Private Jobs
Haryana Governor Satyadeo Narain Arya has given assent to the Bill providing 75 per cent reservation in the private sector to job seekers from the state.
The Haryana Assembly had late last year passed the Bill, a key poll promise made by the ruling alliance partner Jannayak Janta Party.
The Haryana State Employment of Local Candidates Bill, 2020 provides quota for local people in private sector jobs that offer a salary of less than Rs. 50,000 a month.
The quota will initially apply for 10 years, according to the Bill.
Gujarat Assembly Passes 3 Bills
The Gujarat Assembly unanimously passed three Bills amending the Gujarat Fire Prevention and Life Safety Measures Act, 2013, the Gujarat Fiscal Responsibility Act, 2005 and the Pandit Deendayal Petroleum University Act, 2007.
The Gujarat Fire Prevention and Life Safety Measures Act has been amended to facilitate appointments of qualified engineering and fire safety graduates as Fire Safety Officers in the state for effective compliance of the fire safety norms in different kinds of buildings in the state. In January, the Gujarat government had promulgated an ordinance to bring in the amended provisions into force. With passage of the Bill, the ordinance stands repealed.
The House also passed a Bill to amend The Gujarat Fiscal Responsibility Act, 2005 to allow state government to raise additional resources. The Bill states, "The Covid-19 pandemic has adversely affected the resources of the States and the Centre. In view of this, to raise additional resources, the Central Government has allowed an additional borrowing limit of 2 per cent of the Gross State Domestic Product (GSDP) to the State Governments for the financial year 2020-21."
The third Bill amends Pandit Deendayal Petroleum University Act while renaming the university from Pandit Deendayal Petroleum University to Pandit Deendayal Energy University (PDEU).

Govt. to Decriminalise 12 Offences under LLP Act
The corporate affairs ministry plans to decriminalise 12 offences as well as omit a provision entailing criminal liability under the Limited Liability Partnership (LLP) Act, 2008, for greater ease of doing business for law-abiding LLPs.
The objective of the de-criminalisation exercise is to remove criminality of offences from business laws where no malafide intentions are involved. An exercise was undertaken to identify those provisions of the LLP Act, violations of which do not result in injury to the public interest but are presently criminal in nature with fine as well as punishment after conviction being provided for in the Act.
Offences that relate to minor/ less serious compliance issues, involving predominantly objective determinations, are proposed to be shifted to the In-House Adjudication Mechanism (IAM) framework instead of being treated as criminal offences.
Further, offences that are more appropriate to be dealt with under other laws are proposed to be omitted from the LLP Act.
Uttar Pradesh Passes Bill for Recovery of Damages from Protesters
The Uttar Pradesh Assembly passed two bills including one that relates to recovery of damages to public and private properties from protesters, amid opposition demands that it be referred to a select committee.
According to the Uttar Pradesh Recovery of Damages to Public and Private Property Bill, 2021, protesters found guilty of damaging government or private properties will face imprisonment of one year or a fine ranging from Rs. 5,000 to Rs. 1 lakh.
The House also passed the Uttar Pradesh Goonda Control (Amendment) Bill, 2021 to empower joint and deputy commissioners of police to act under the legislation.
The Goonda Act allows police to keep habitual offenders under preventive detention for a year. According to the law, a "goonda" is a person who, either by himself or as a member or leader of a gang, habitually commits or attempts to commit or abets the commission of offences.

E-Daakhil Portal for Consumer Grievance Redressal Operational in 15 States, UTs
As per the government, the 'E-Daakhil' portal for consumer grievance redressal is now operational in 15 states and Union Territories (UTs). The Consumer Protection Act, 2019, which came into force from July 20, 2020, has a provision for e-filing of consumer complaints in the consumer commissions and online payment of the fees for filing a complaint, according to an official statement.
A web application for e-filing of consumer complaints named 'edaakhil.nic.in' has been developed by NIC for the purpose.
The government said the portal is now operational in 15 states and UTs. "The Department of Consumer Affairs is now proactively following up with the states to launch e-filing portal at their ends."
E-filing was launched by the National Consumer Disputes Redressal Commission (NCDRC) on September 7, 2020.
Delhi was the first state to implement it on September 8, 2020.
