Rajasthan Governor Mishra Returns Private University Bills Passed by State Assembly

  • Rajasthan Governor Kalraj Mishra returned separate Bills of three proposed private universities passed by the state assembly, saying that the varsities are being established without following the prescribed rules.
  • The three proposed private universities are Dunes University, Jodhpur; Vyas Vidya Peeth University, Jodhpur; and Saurabh University, Hindaun City, Karauli.
  • Mishra returned the Bills in pursuance of Article 200 of the Constitution and its provisions.

Power Min Launches Scheme to Procure 4,500 MW Electricity Supply for Five Years

  • Ministry of Power launched a scheme for procurement of aggregate power of 4500 MW for five years under SHAKTI Policy. The Ministry said that the scheme will help states that are facing power shortage and help generation plants to increase their capacities.
  • PFC Consulting Limited was designated as the nodal agency. It has invited bids for the supply of 4,500 MW electricity. The supply will commence from April next year (2023).
  • The utilities that have shown interest for the scheme are Gujarat Urja Vikas Nigam Ltd, Maharashtra State Electricity Distribution Company Ltd, Madhya Pradesh Power Management Company Ltd, New Delhi Municipal Corporation and Tamil Nadu Generation and Distribution Corporation Ltd.
  • It is for the first time that bidding is being carried out under B(v) of SHAKTI scheme.
  • SHAKTI, or Scheme for Harnessing and Allocating Koyala Transparently in India, was launched in 2018 to provide coal to stressed power units which lack coal supply.

Rajasthan Approves Rural Tourism Scheme, Homeless Upliftment Policy

  • The cabinet approved the Rajasthan Rural Tourism Scheme-2022 aiming to generate employment opportunities in the state.
  • With this, the establishment of tourism units and rural guest houses, agricultural tourism units, camping sites, and caravan parks to be established in rural areas will generate employment in villages and rural handicrafts will be protected. At the same time, domestic and foreign tourists will be able to get acquainted with the rural culture of Rajasthan.
  • The Rajasthan Cabinet also approved Homeless Upliftment and Rehabilitation Policy 2022.
  • Under the policy, provisions have been made to provide terrace with a minimum space of 50 square feet per person, to provide proper privacy and security to special categories of people like women, the mentally retarded and the sick.
  • Along with this, there are various provisions in the policy including providing basic necessities like drinking water, medical facilities, adequate fire safety measures and running shelters for homeless persons. With this decision, the homeless will be empowered by providing them with education, skills and employment.

Har Ghar Gangajal Scheme

  • The Bihar Government is set to launch the Har Ghar Gangajal project to deliver water from Ganga River to the dry areas in the state that do not lie along the course of the river.
  • Under the Har Ghar Gangajal scheme, the surplus water from the Ganga River will be collected during the monsoon season to be treated, stored and piped to Rajgir, Gaya, and Bodhgaya – the regions that have long relied on tankers from nearby districts for drinking water source during the dry season.
  • It will be launched as part of the state government's Jal, Jeevan, Hariyali scheme.
  • The first phase of the project will be implemented with an outlay of Rs.4,000 crore.
  • Under this phase, large pumps will lift Ganga water from Hathidah, close to Mokama, to supply water for to some 7.5 lakh homes in Rajgir, Bodhgaya, and Gaya.
  • The collected water will initially be stored in reservoirs in Rajgir and Gaya, which will then be channelled to three treatment-and-purification plants.
  • The treated water will be supplied to the public via pipes from Hathidah.
  • The project will make use of existing, renovated and new water connections to reach every beneficiary household.

Chhattisgarh Govt. Clear 2 Amendment Bills on Quota

  • The Chhattisgarh cabinet chaired by Chief Minister Bhupesh Baghel approved the draft of two amendment bills related to reservation in admissions and government jobs in proportion to the population of different categories in the state.
  • These bills, which if passed could take the overall quota to 76 per cent, will be tabled in the Assembly during its special session scheduled in December.
  • As per report, the bills provide 32 per cent reservation to Scheduled Tribes (ST), 27 per cent to Other Backward Classes (OBC) and 13 per cent to Scheduled Caste (SC), as announced in 2019 by the state government.
  • The quantum of quota proposed for Economically Weaker Section (EWS) provisioned in the bills was not disclosed by officials, though some local outlets said that it could be 4 per cent.

Government Approves Continuation of Interest Subvention Scheme for Short-term Crop Loans

  • The government approved the continuation of interest subvention scheme for short-term loans of up to Rs. 3 lakh for agriculture and allied activities availed through Kisan Credit Card (KCC) during the current and the next fiscals.
  • In order to provide short-term crop loans for agriculture and allied activities, including animal husbandry, dairy, fisheries, and bee keeping, up to an overall limit of Rs. 3 lakh to farmers through KCC at concessional interest rate, the government provides subsidy to banks.
  • Under the scheme, farmers get loan at a concessional interest rate of 7 per cent. An additional interest subvention of 3 per cent per annum is provided to farmers who repay loans in time.
  • The Reserve Bank said that the rate of interest subvention to lending institutions will be 1.5 per cent for the years 2022-23 and 2023-24.

No More Air Suvidha Form for International Arrivals from November 22

  • International travellers entering India will no longer be required to fill up the self-declaration form, called Air Suvidha, for COVID-19 related screening of passengers. Neither will passengers be required to submit a negative COVID-19 RT-PCR report.
  • These relaxations come into effect from November 22, and are part of the revised guidelines for international arrivals issued by the Ministry of Health and Family Welfare on Monday.
  • "All travellers should preferably be fully vaccinated as per the approved primary schedule of vaccination against COVID-19 in their country", as per the guidelines.
  • However, flight crew will still be required to make in-flight announcements about the various COVID-19 protocols, including masking and physical distancing during air travel. Passengers will undergo thermal screening on arrival, and those who show COVID-19 symptoms will be shifted to an isolation facility for follow-up treatment.

Maharashtra Government Doubles Pension of Freedom Fighters

  • The Maharashtra Government decided to double the pension of freedom fighters from Rs. 10,000 to Rs. 20,000 per month. Accordingly, freedom fighters associated with India's freedom struggle, Marathwada Mukti Sangram and Goa Liberation Movement will benefit from this decision.
  • The state government is likely to incur an additional expense of Rs. 74.75 crore due to this decision, which was approved by the state cabinet in November 2022.

Odisha CM Announces Chief Minister's Award and Scholarship

  • Odisha Chief Minister Naveen Patnaik in November 2022 announced "Mukhyamantri Siksha Purashkar Yojna" an award and scholarship programme to encourage healthy competition between different state schools and to recognise excellence in education.
  • Speaking on the closing ceremony of State Level children's day celebration, Patnaik stated, "Under the programme, annual awards to the tune of Rs. 100 crore per year will be given to the school students, educational institutions and principals, teachers, school management committee for achieving excellence in education and alumni for their contribution under the programme."
  • The award will be given to 50,000 students, 1,500 Principals, school management committees, alumni, Gram Panchayats and district administrations.
