J&K Approves Rehabilitation Policy for Children in Street Situation
The Jammu and Kashmir Administrative Council which met under the chairmanship of Lieutenant Governor Manoj Sinha, accorded its approval to the Rehabilitation Policy for Children in Street Situation (CiSS) to safeguard them from different hazards.
As per the canons of the Juvenile Justice Act, Children in Street Situation fall in the category of children in need of care and protection. The Act empowers the government to frame a policy for the rehabilitation of such children in distress.
Earlier the Social Welfare Department through MD, ICPS (now Mission Vatsalya) carried out an exercise for identification of such CiSS and so far 687 such children have been identified.

Lok Sabha Passes Anti-maritime Piracy Bill to Promote Trade Security
The Lok Sabha passed the Anti-maritime Piracy Bill, 2019 that seeks to provide an effective legal instrument to combat piracy not only in territorial waters and the exclusive economic zone (EEZ) but also on the high seas.
The Lok Sabha had taken up the Bill for consideration on December 7. Notably, the Bill will empower Indian authorities to deal with piracy on the high seas beyond the exclusive economic zone which is 200 nautical miles from the country's coastline.
Jaishankar had earlier informed the Lok Sabha that most of the recommendations of the standing committee were incorporated in the bill. He said that India does not have a specific law or legal provision in the IPC or the CrPC on piracy.

Lok Sabha Clears Bill to Give ST Status to Himachal's Hattee Community
The Constitution (Scheduled Tribes) Order (Third Amendment) Bill, 2022, aimed at inclusion of the Hattee community of Trans Giri area in Himachal Pradesh's Sirmaur district in the Scheduled Tribes list, was passed by Lok Sabha.
Tribal Affairs Minister Arjun Munda said that the Bill seeks to provide justice and facilities to those who have been deprived for years. The Bill, introduced in Lok Sabha was passed by a voice vote.
The government's move to introduce the Bill came after the Himachal Pradesh government requested the Centre to include the Hattee community in the ST list.

The Ministry of Minority Affairs notified that the Pradhan Mantri Kaushal Ko Kaam Karyakram (PMKKK) was now named as Pradhan Mantri Virasat Ka Samvardhan (PM VIKAS) Scheme. The integrated scheme converges five erstwhile schemes of the Ministry viz. Seekho aur Kamao, USTTAD, Hamari Dharohar, Nai Roshni and Nai Manzil. The scheme was approved by the Cabinet for the period of the 15th Finance Commission.
The PM VIKAS aims to improve the livelihoods of minorities, particularly the artisan communities, using the components of skill development, education, women leadership & entrepreneurship. These components complement each other in the ultimate objective of the scheme to increase the incomes of the beneficiaries and provide support by facilitating credit and market linkages.

LS Passes Bill to Grant ST Status to Narikoravan, Kurivikkaran Communities
Lok Sabha passed the Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2022, which seeks to grant Scheduled Tribe status to Narikoravan and Kurivikkaran communities in Tamil Nadu.
Piloting the Bill, Union Minister for Tribal Affairs Arjun Munda said that the proposed legislation seeks to provide justice to tribal communities of Tamil Nadu.
The Bill follows the suggestion of the Tamil Nadu government that Narikoravan and Kurivikkaran communities be included in the list of Scheduled Tribes (ST) in the state.
Once the Bill is approved by Parliament and the rules are framed, the members of Narikoravan and Kurivikkaran communities will be entitled to all benefits which are provided to those belonging to the ST category, especially reservation in educational institutions and government jobs.
