Lok Sabha Clears Finance Bill Amendment

  • Lok Sabha passed the Finance Bill 2023 with 64 official amendments, including the one that seeks withdrawal of long-term tax benefits on certain categories of debt mutual funds and another for setting up the GST Appelate Tribunal.
  • Among the amendments is the governments' move to tax investments in debt mutual funds as short-term capital gains.
  • The Finance Bill that gives effect to tax proposals for fiscal year starting April 1 was passed without a discussion amidst ruckus by opposition members demanding a JPC (Joint Parliamentary Committee) probe into the allegations against the Adani Group of companies.

Lok Sabha Passes Appropriation Bill

  • The Lok Sabha passed the Appropriation Bill 2023 through voice vote, before the House was adjourned for the day.
  • The Appropriation Bill entails expenditure worth around Rs. 144 lakh crore for 2023-24.
  • With the passage of the bill, the government has got the authority to withdraw the said amount from the Consolidated Fund of India for meeting the expenses for 2023-24.
  • As per norms, the Appropriation Bill was introduced in the Lok Sabha after discussions on budget proposals and voting on demand for grants.

Atal Innovation Mission Launches ATL Sarthi

  • Atal Innovation Mission – NITI Aayog launched ATL Sarthi, a comprehensive self-monitoring framework to strengthen the ecosystem of Atal Tinkering Labs. NITI Aayog has said that Atal Innovation Mission is establishing Atal Tinkering Laboratories in schools across the country to foster curiosity, creativity, and imagination in young minds. Atal Tinkering Labs Sarthi is a charioteer and it will enable the Atal Tinkering Labs to be efficient and effective.
  • Mission Director Atal Innovation Mission, NITI Aayog Dr. Chintan Vaishnav said that Atal Innovation Mission aims to foster millions of young innovators in India by setting up Atal Tinkering Labs in schools. He said, to further improve their performance, Atal Innovation Mission has launched ATL Sarthi. He said, it will provide a monitoring and evaluation framework to enhance the performance of Atal Tinkering Labs.

Uttarakhand First State to Start Insurance Scheme for Sericulturists

  • Uttarakhand became the first state in the country to start 'Resham Keet Bima' scheme for protecting its sericulturists.
  • Under the pilot project, which started from Uttarakhand, in the first phase, 200 sericulturists from five blocks of four districts, Dehradun, Haridwar, Udham Singh Nagar and Nainital, were insured from the ill effects of climate change, scarcity of water and other hazards.

Odisha Announces Livelihood Scheme for Tribals

  • The Odisha government announced a new livelihood and income-generating scheme for the tribal people with an outlay of Rs. 500 crore.
  • The ST & SC Development, Minorities & Backward Classes Welfare department will implement the livelihood cluster development initiative under Mukhya Mantri Janajati Jeebika Mission.
  • The state-funded scheme will be implemented in 119 tribal sub-plan (TSP) blocks of the state through 22 integrated tribal development agencies (ITDAs) over a period of three years (2023-24 to 2025-26).
  • This new initiative will supplement the Odisha government's vision of improving the lives and livelihoods of the tribal communities in the state by enhancing their economic power and strengthening their sources of livelihood.
