Telangana Eunuchs Act of 1919 Struck Down

  • The Telangana High Court struck down the Telangana Eunuchs Act of 1919, terming it unconstitutional and an intrusion into the private sphere of transgender people, as well as an assault on their dignity.
  • A Bench of Chief Justice Ujjal Bhuyan and Justice C. V. Bhaskar Reddy said that the Act violated the transgender community's right to equality (under Article 14 of the Constitution) and their right to privacy and dignity (under Article 21).
  • Previously called the Andhra Pradesh (Telangana Area) Eunuchs Act, it was first enacted in 1919 in the Hyderabad Nizam's dominions and was applicable to eunuchs. It defined eunuchs as all persons of the male sex who admit to be impotent or who clearly appear to be impotent on medical inspection.

Nod for Changes in Jan Vishwas Bill to Decriminalise Minor Offences

  • The Union Cabinet gave its nod to the Jan Vishwas (Amendment of Provisions) Bill, 2022, that proposes to amend 183 provisions in 42 laws administered by 19 ministries, including those minor ones that invite jail term.
  • The Bill proposes to amend almost 113 imprisonment clauses in various pieces of legislation, governing matters pertaining to the ministries of Finance, Food and Public Distribution, Financial Services, Agriculture, Commerce, Environment, Road Transport and Highways, Posts, Electronics and Information Technology.
  • The Jan Vishwas (Amendment of Provisions) Bill was introduced by Commerce and Industry Minister Piyush Goyal in the Lok Sabha on December 2022. After that, the Bill was referred to a joint committee of Parliament headed by BJP MP PP Chaudhary. The panel had submitted its report in the Lok Sabha on the proposed legislation in March 2023 during the Budget session.
  • Besides seeking decriminalisation of minor offences, the Bill, as suggested by the panel, also envisages rationalisation of monetary penalties, depending on the gravity of the offence, to bolster trust-based governance.

Gujarat CM Launches Pilot Project of 'Antyodaya Shramik Suraksha Yojana' in State

  • Gujarat CM Bhupendra Patel and Union Minister of State for Communications Devusinh Chauhan launched the 'Antyodaya Shramik Suraksha Yojna' an accident insurance scheme, from Nadia of Kheda district in Gujarat.
  • Antyodaya Shramik Suraksha Scheme is an accident insurance scheme which will provide the financial assistance to the labourers and their family in case of any accident happen to them at the work place.
  • Due to the implementation of Antyodaya Shramik Suraksha Scheme Gujarat became the first state in India to launch a scheme for the welfare of the labourers.
  • Antyodaya Shramik Suraksha Scheme is implemented through the Indian Postal Department, the Indian Post Payment Banks and the Ministry of Labour and Employment.
  • The objective of the Antyodaya Shramik Suraksha Scheme is to give priority to the welfare and safety of labourers so that they can get financial security in case of an accident happen to them at the work place.
  • Its aim is to remember the contribution and dedication to the labourers in India's development and provide them with necessary social security.

Tamil Nadu Issues Guidelines for 'Kalaignar Magalir Urimai Thogai' Scheme

  • Women with an annual family income of less than Rs. 2.5 lakh; family land holding not exceeding 5 acres (wetland) and 10 acres (dryland); and annual household electricity consumption below 3,600 units would be eligible to avail themselves of a monthly aid of Rs. 1,000 in Tamil Nadu.
  • These form the crux of the operational guidelines released by the State government for the implementation of 'Kalaignar Magalir Urimai Thogai', a major Assembly poll promise of the ruling DMK.
  • The scheme has been touted as the first-of-its-kind programme in the country, and named after former Chief Minister Karunanidhi.
  • Women, who have completed 21 years of age (born before September 15, 2002) are eligible to apply for the scheme.

CM Naveen Launches 'Ama Pokhari' to Rejuvenate Water Bodies

  • Chief Minister Naveen Patnaik launched 'Ama Pokhari' Yojana to rejuvenate around 2,000 large water bodies in all 115 urban local bodies of the state. Around Rs. 120 crore will be spent on the implementation of the initiative.
  • Launching the project, the Chief Minister said that the project will be implemented using natural and organic methodology to improve the climate of surrounding areas. The water bodies will also be developed for recreation of citizens and their surroundings will get an aesthetic facelift.
  • The renovation and maintenance of the water bodies will be done in collaboration with members of Mission Shakti. This will help in developing healthy public spaces for recreation and strengthen the ecological fabric of cities.

Cabinet Clears Draft Data Protection Bill

  • The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the draft Digital Personal Data Protection (DPDP) Bill, 2023, and will now be tabled in the upcoming monsoon session of Parliament for approval.
  • The draft bill — put out in the public domain for consultations in November 2022, proposes a hefty increase in penalty amount of up to Rs. 500 crore for violating the provisions, while also easing rules on cross-border data flows, among other things.
  • As per the Ministry of Electronics and Information Technology, the government received about 21,666 comments on the draft bill and each and everyone was considered and included in the final bill, wherever possible.
  • The bill proposes six types of penalties for non-compliance, including up to Rs. 250 crore for failure to take reasonable security safeguards, up to Rs. 200 crore for failure to notify the Board and affected users in the event of a personal data breach, and up to Rs. 200 crore for non-fulfilment of additional obligations related to children.

Govt. Launches Scheme for Modernisation of Fire Services in States

  • The Centre launched a scheme for the modernisation of fire services in all states with a total outlay of Rs. 5,000 crore under the National Disaster Response Fund.
  • A letter in this regard was sent to the chief secretaries and heads of fire services of the states.
  • To seek funds under the scheme, the state governments shall have to contribute 25 per cent (except for North-eastern and Himalayan states which shall contribute 10 per cent) of the total cost of the projects from their budgetary resources.
  • Union Home Minister Amit Shah announced the scheme while chairing a meeting with the Ministers of Disaster Management of states and Union Territories.
