The Gujarat government announced the new solar power policy, 2021. According to the policy any developer or person or industry can set up a solar project in Gujarat. The policy mainly aims to reduce the power cost of industrial units by around 50%. This is to be achieved by removing capacity ceiling for setting up a solar project in Gujarat.
The policy allows the power consumers to set up solar projects on the rooftop and backyards. The consumers can also offer their space to the third parties for power generation and utilisation.
The security deposit provided to the power companies has been reduced to five lakh rupees per megawatt. Earlier it was twenty-five lakh rupees per megawatt.
The policy aims to increase the presence of "Made in Gujarat" brand in global market.
The policy allows a group of consumers to set up solar projects as a collective ownership project for self-consumption.
In order to encourage small scale solar projects, power discoms, the new policy is to purchase power at 20 paise per unit from them. The small-scale solar projects are those projects that produce power up to 4 megawatts.
Under the policy the state government will purchase the surplus power. The surplus power limit is to be set by the project proprietor. For MSMEs and residential consumers the state government of Gujarat is to purchase a surplus Tower at 2.25 rupees per unit.

Assam Government Tables Bill to Abolish All State-run Madrassas
The Assam Government tabled a bill that will abolish all the state-run Madrassas and will convert them into schools from April 1, 2021. The bill is called Assam Repealing Bill, 2020.
The bill will abolish two existing acts namely,
The Assam Madrassa Education (Provincialisation) Act, 1995.
Assam Madrassa Education (Provincialisation of Services of Employees and Reorganisation of Madrassa Educational Institutions) Act, 2018.
There will be no change in allowances, change of status or service conditions of the teaching and non-teaching staff.
There are 610 state run Madrassas in Assam. According to the survey conducted by a Guwahati University Professor found that the parents and guardians of most of the students of Madrassas are not aware that the children are not taught regular subjects in Madrassas. Rather they are imparted lessons of theology. Therefore, it is essential to convert the Madrassas into regular schools that provide primary and secondary education.

Hardeep Singh Puri Launches E-Sampada Web Portal
Housing and Urban Affairs Minister, Hardeep Singh Puri has launched E-Sampada, a new web portal and mobile app on Good Governance Day. The new application provides a single-window for all the services including an allotment for over one lakh government residential accommodations, office space allotment to government organisations in 45 office complexes in 28 cities and booking of 1,176-holiday homerooms.
The portal provides online facility to users across India to lodge complaints, submit documents and appear for the virtual hearing.
This is a significant step towards the promotion of e-governance to enhance transparency and accountability in providing various estate services like allotment, retention, regularisation and no dues certificate.
The real-time information on utilisation of assets and delivery of service will facilitate optimum utilisation of resources.

Madhya Pradesh Cabinet Gives Nod to Religious Freedom Bill
The Madhya Pradesh cabinet approved the Religious Freedom Bill 2020, which provides for prison term of up to 10 years and fine of Rs. 1 lakh for conversion through marriage or by any other fraudulent means.
Once enforced, this will be the most stringent law in the country against religious conversion carried out by fraudulent means, allurement or threat.
After the approval by the cabinet, the bill will now be presented in the state Assembly.
This bill will replace the Religious Freedom Act of 1968 (after the approval by the state Assembly).
Any marriage solemnized only for the purpose of converting a person will be considered null and void under the provisions of this proposed legislation, he said.
A provision is also being made that those willing to convert need to apply before the district administration two months prior, Mishra said.
Himachal Pradesh Integrated Drug Prevention Policy
The Himachal Pradesh government will frame an integrated drug prevention policy for the state, which would include the policy of drug prevention, treatment, management and rehabilitation/ social/ integration programme.
This was stated by Chief Minister Jai Ram Thakur while presiding over the first meeting of the HP Nasha Nivaran Board.
The Chief Minister said that better coordination between the Police, media and the Nasha Nivaran Board is vital for curbing the menace of drug abuse in the state. He said that numerous drug peddlers were from the neighbouring states.

SEHAT Scheme for Jammu and Kashmir
Prime Minister Narendra Modi is to launch the SEHAT Scheme on December 26 for the Union Territory of Jammu and Kashmir. SEHAT is Social Endeavour for Health and Telemedicine.
The scheme will provide free cashless treatment for the inhabitants of Jammu and Kashmir up to Rs. 5 lakh of health cover.
The beneficiaries of the scheme are to be provided with a card.
The Common Service Centres are to be effectively used in the implementation of the scheme.
The scheme will include all the Indoor Patient Department cases of Pradhan Mantri Jan Arogya Yojana.
The scheme will also use the help of Arogya Mitras to cover maximum number of people.
The Jammu and Kashmir Medical Supplies Corporation is to provide the medical supplies for the hospitals under the scheme.
