Ukraine's Zelensky Signs Decree to Rule out Negotiation with Russia's Vladimir Putin as 'Impossible'

  • Ukrainian President Volodymyr Zelensky signed a decree to put into effect the decision of the National Security and Defence Council (NSDC), which rules out holding any negotiations with Russian President Vladimir Putin.
  • The document said that Ukraine's NSDC deemed holding talks with Putin "impossible".
  • With his decree, the Ukrainian President also instructed the government to prepare proposals for the creation of a multi-level security guarantee system designed to boost Ukraine's defence potential.
  • Ukrainian and Russian negotiators held the latest round of face-to-face peace talks in Istanbul, Turkey, in March.

North Korea Missile Flies over Japan; Sparking Panic

  • Nuclear-armed North Korea test-fired a ballistic missile farther than ever before, sending it soaring over Japan, for the first time in five years, and prompting a warning for residents there to take cover. The test led to East Japan Railway suspending operations.
  • It was the first North Korean missile to follow such a trajectory since 2017, and its estimated 4,600 km range was the longest travelled by a North Korean test missile, which are usually 'lofted' high into space to avoid flying over neighbouring countries.
  • In response, US and South Korean warplanes practiced bombing a target in the Yellow Sea and Japan warned its citizens to take cover and suspended some train services while the missile passed over its north before falling into the Pacific Ocean.

T. Rajkumar Re-elected as Chairman of Confederation of Indian Textile Industry

  • Confederation of Indian Textile Industry (CITI), a leading trade body of Indian textile industry, unanimously re-elected T. Rajkumar as Chairman, Rakesh Mehra as Deputy Chairman, CITI and Ashwin Chandran as Vice Chairman of CITI.
  • The organisation held its 64th Annual General Meeting (AGM) with the newly reconstituted Committee electing the top team.
  • T. Rajkumar urged the industry captains to work hard to achieve the target of having a market size of US $ 350 billion, which includes the export target – set by the Union Minister of Textiles for textile and apparel Industry – of US $ 100 billion by 2025-2026.

Four Indian-Americans, Including IndiGo's Gangwal, in Forbes 400 Rich List

  • Indian-Americans Vinod Khosla, Romesh Wadhwani and Rakesh Gangwal made it to the Forbes 2022 list of 400 wealthiest Americans with Zscaler CEO Jay Chaudhry leading the pack with a net worth of $8.2 billion.
  • Overall, Tesla's Elon Musk earned the top spot for the first time, unseating former Amazon CEO Jeff Bezos, who had held the top spot for four consecutive years.
  • As a group, the 400 wealthiest Americans are worth $4 trillion, $500 billion less than last year.

EXIM Bank Extends $100- mn LoC to Maldives for Development Projects

  • Exim Bank extended a line of credit of USD 100 million to the Maldives for financing developmental projects.
  • Exim Bank's overall commitment to the strategically important island nation located in close proximity went to six lines of credit totalling USD 1.43 billion.
  • Projects being funded through the LOCs include Greater Male' Connectivity Project, Water and Sewerage Projects, Addu Development Project, International Cricket Stadium Project, Defence projects, Gulhifalhu Port Project, Hanimaadhoo Airport Project, Gan Airport Project, Fisheries Project, Road Construction Project and Sports Infrastructure.
  • An agreement was signed in Male by Maldives' Minister of Finance Ibrahim Ameer and Exim Bank's general manager Nirmit Ved.
  • With the signing of this LOC agreement, Exim Bank has now 311 lines of credit covering 67 countries in Africa, Asia, Latin America Oceania and the CIS, with credit commitments of around USD 32.31 billion.

Ukraine to Join Spain-Portugal 2030 World Cup Bid

  • Ukraine is set to join Spain and Portugal in a combined bid to host the 2030 World Cup.
  • As per reports, Ukraine is being added to the Spain-Portugal bid. The bid, which has been in the works for more than three years, is scheduled to be announced at UEFA headquarters in Nyon, Switzerland.
  • The addition of Ukraine to the European bid was first reported by British newspaper The Times of London. Ukraine co-hosted the 2012 European Championship in four cities, including Donetsk and Kharkiv.

India Forward Mumtaz Khan Named FIH Women's Rising Star of the Year

  • India forward Mumtaz Khan was named the FIH Women's Rising Star of the Year on the back of her stellar role during the country's campaign at the Junior World Cup in South Africa earlier this year.
  • Mumtaz, who hails from Lucknow, had scored eight goals in six matches, including a hat-trick, during India's fourth-place finishing campaign in Potchefstroom in April.
  • She finished in third place on the list of top scorers in the World Cup. She failed to score in just one game throughout the tournament, against Netherlands.
  • Mumtaz scored both the goals for India in the crucial 2-2 tie in the bronze medal match against England, but the team couldn't get over the line in the ensuing shoot-out to end at fourth place.
  • Timothee Clement of France was voted FIH Men's Rising Star of the Year.

Himachal Pradesh Government Launches App to Aid Police

  • Himachal Pradesh Chief Minister Jai Ram Thakur launched the 'Satya Nishtha' app, the first-of-its-kind application in the state to help police investigation and control criminal activities.
  • The app would help police prepare a database of criminals and also study the various offences that take place under different police stations in the district.
  • With this app, a database of information on migrant labourers, foreigners and suspicious persons can be prepared to help speed up investigation in criminal cases. The data available in the app can be accessed from anywhere and at anytime.

Gujjars, Bakerwals, Pahadis in Jammu & Kashmir to Get Quota Benefits

  • Union Home Minister Amit Shah announced that the Gujjar, Bakerwal and Pahari communities in Jammu and Kashmir would get reservation benefits in accordance with the recommendations of the Justice Sharma Commission which examined the issue of quota.
  • Shah also said that there will be no decline in ST quota of Gujjars and Bakerwals and Paharis and everyone will get their share.
  • The abrogation of Article 370 in 2019 paved the way for providing reservation benefits to the deprived sections of the society in Jammu and Kashmir.
  • The Justice Sharma Commission recommended that Paharis, Bakerwal and Gujjars should be included for ST quota benefits.

Congress Loses Chairmanship of Parliamentary Committee on IT, Home

  • Opposition parties were not been given the chairmanship of any of the four key parliamentary panels, including the committee on Home Affairs and Information Technology, which were with the Congress, in the latest rejig.
  • With this, the chair of six major parliamentary committees, Home, IT, Defence, External Affairs, Finance and Health, all are with the BJP and its allies.
  • The Trinamool Congress, which had the chair of the Parliamentary Panel on Food and Consumer Affairs, was not given the chairmanship of any parliamentary committee after the reshuffle.

Sanjeev Kishore Takes Over as Director General Ordnance

  • 1985-batch officer of the Indian Ordnance Factory Service (IOFS), Sanjeev Kishore, tookn over as the Director General Ordnance (C&S) upon the superannuation of M. K. Grag.
  • Before taking over the charge of DGO (C &S), Kishore was the Additional Director General Ordnance at the Directorate of Ordnance (Coordination & Services), Kolkata.
  • Kishore has held many senior positions, including that of the first CMD of Armoured Vehicles Nigam Ltd (AVNL), one of the seven new DPSUs formed by the Government of India in 2021. He has ensured smooth transition of Armoured group of factories from Government department to a corporation. AVNL recorded profit in its first six months of operation under his leadership.

India, New Zealand Navies Sign Pact on White Shipping Information Exchange

  • Indian Navy signed an agreement with the Royal New Zealand Navy on White Shipping Information Exchange. The agreement was signed between R. Hari Kumar, Navy Chief Admiral, and Rear Admiral David Proctor, Chief of the New Zealand Navy.
  • The agreement was signed to promote greater transparency in the Maritime Domain. CNS Hari Kumar visited New Zealand from September 29 to October 1, 2022. Closer collaboration for enhancing shared Maritime Domain Awareness is in keeping with converge.
  • The White Shipping Information is the exchange of prior information regarding the movement and identity of commercial non-military merchant vessels.
  • Ships are classified into white, black, and grey signifying commercial, illegal, and military vessels respectively.
  • White Shipping Agreement is an information network protocol that permits the navies of two countries to share information about ships in their oceanic territories.

World Teachers' Day

  • World Teachers' Day or International Teachers' Day is observed since 1994 on October 5. The day honours teachers for their contribution towards students.

Former German Chancellor Angela Merkel Wins UN Refugee Prize

  • Former German chancellor Angela Merkel won the United Nations refugee agency's prestigious Nansen Award, receiving praise for her determination to protect asylum seekers while in office.
  • Pointing to the more than 1.2 million refugees and asylum seekers welcomed by Germany in 2015 and 2016, at the height of migrant crisis sparked especially by the war in Syria, the UNHCR selection committee hailed Merkel's "leadership, courage and compassion."
  • The annual Nansen Award was created in 1954 in honour of the first UN High Commissioner for Refugees, Norwegian Arctic explorer and humanitarian Fridtjof Nansen, to mark outstanding work on behalf of refugees.
  • It honours individuals, groups or organisations for going above and beyond the call of duty to protect refugees and other displaced and stateless people.

Nobel Prize 2022: Winners of Physics Awarded for Research in Quantum Tech

  • Alain Aspect, John F. Clauser, and Anton Zeilinger won the 2022 Nobel Prize in Physics for experiments with entangled photons, establishing the violation of Bell inequalities and pioneering quantum information science.
  • The three laureates conducted groundbreaking experiments using entangled quantum states, where two particles behave like a single unit even when they are separated. Their results cleared the way for new technology based on quantum information.
  • The announcement came a day after the Nobel Committee announced the winner in the field of medicine kickstarting a week-long spree of announcements from across the field of science, literature, and economics.

Chhattisgarh Govt. Launches Scheme to Develop Rural Industrial Parks

  • Chhattisgarh Chief Minister Bhupesh Baghel launched a new scheme to develop 'gauthans' (cow shelters) as rural industrial parks for livelihood generation.
  • As per reports, around 300 gauthan cum industrial parks would be set up under the scheme named Mahatma Gandhi Rural Industrial Parks (MGRIP). A total budget of Rs. 600 crore has been pooled in the current financial year's budget.
  • The state government has set up gauthans in over 8,000 villages under its flagship scheme Suraji Gaon Yojna (village good governance scheme).
  • Under MGRIP, selected gauthans are now being developed as rural industrial parks where apart from producing vermicompost, activities like poultry farming, fisheries, food processing will also be carried out. Each development block in the state would have two rural industrial parks in the first phase.

IIT Jodhpur's School of Liberal Arts Launches 'Centre of Excellence on Arts and Digital Immersion'

  • The School of Liberal Arts at Indian Institute of Technology Jodhpur has launched the Centre of Excellence on Arts and Digital Immersion, a first-of-its-kind initiative, which was inaugurated by Padma Bhushan awardee classical vocalist, Pandit Ajoy Chakrabarty, and eminent scientist Shanti Swarup Bhatnagar awardee, Professor Ashutosh Sharma, Professor Santanu Chaudhury, Director and, Professor S.R. A Book Titled 'The Last Heroes' to be Released in November

  • After his immensely successful "Everybody loves a Good Drought", a researched study of poverty in the rural districts of India, award-winning author-journalist P. Sainath would soon come out with a new book on India's freedom struggle.
  • The book, titled "The Last Heroes" and scheduled for release on November 21, celebrates little known fighters — farmers, labourers, homemakers, forest produce gatherers, artisans and others — from India's freedom struggle as it tracks the role of ordinary, everyday people in achieving Independence.
  • Published by Penguin Random House India (PRHI), it is touted to be an attempt to tell these freedom fighter stories, giving them a recognition they truly deserve, but were never granted.

SC Notice to Centre on Rehab of Assaulted Women, Children

  • The Supreme Court asked the government to respond to a plea seeking victim protection protocol for the rescue and rehabilitation of sexually exploited women and children.
  • A Bench led by the Chief Justice of India asked the Centre to respond by October 31 to the plea filed by "Prajwala" after advocate Aparna Bhat submitted on behalf of the NGO that the apex court had in 2015 ordered setting up of the Organised Crime Investigative Agency (OCIA) to deal with the trafficking of women and children.
  • The NGO sought to highlight the fact that due to complete breakdown of all systems owing to the pandemic, trafficking had become rampant and rescue and rehabilitation work had been affected.
