Madrid Readies for Partial Lockdown, Files Legal Challenge
Madrid set to go into partial lockdown, complying with an order from the Spanish government but determined to fight it in the courts.

Under the national order, travelers will need to prove that they are going to or from work, to see a doctor or to conduct essential administrative or legal errands in order to leave Madrid or the town where they live.
Nigeria Submits its Formal Adoption of Doha Amendment to the Kyoto Protocol
A few hours to deadline Nigeria submitted its formal adoption the Doha Amendment to the Kyoto Protocol to the UN; becoming the 144 th country to so thereby ensuring its entry into force. With this emission reduction targets for 37 developed countries agreed to in 2012 will have legal validity. The Doha Amendment will enter into force on December 31, that is also when its mandate comes to an end.
The entry into force of the Doha Amendment is important as it underscores the importance of multilateralism, provides a strong foundation for next phase of global climate action under the Paris Agreement and serves as a reminder of the cost that low ambition to tackle climate change can exact.
In December 2012 at the 18 th annual UN sponsored climate talks in Doha, Qatar 192 countries agreed to extend the mandate of the Kyoto Protocol for a second period of eight years. The Kyoto Protocol, 1997 climate law, required developed countries, referred to the UN climate parlance as Annexe 1 parties, to take on legally binding quantified emission reduction targets. The US, at the time the biggest emitter of greenhouse gases and now the second biggest, never ratified the Kyoto Protocol therefore did not take on a legally binding reduction either in the first or second period. Japan, Canada, and Russia did not sign on to the second commitment period. Only 37 developed countries—the European Union with its 28 member states accounted for the majority—signed on for the second period under the Kyoto Protocol. These 37 countries were collectively required to reduce their emissions by 18 per cent from 1990 levels by 2020.
Red Panda Photographed for First Time at Arunchal's Chug Valley
Wildlife activists are thrilled about the fresh spotting of a red panda in the forests of Arunachal Pradesh's Chug Valley. What is more, the furry creature has been photographed too. This happens to be the first time a red panda has been photographed in this particular area of the border state.
A WWF official said that last time a Red Panda was visually captured in Arunachal Pradesh was back in 2012.
India Post Payment Bank Achieves 3.6 crore Custombers
The India Post Payment Bank, even amid COVID-19 pandemic, has attained 3.6 crores of customers. Till September 15, 2020, the bank had completed 38,500 crores of financial transactions.
In August 2019, it had crossed the milestone of one crore customers. This has been achieved by the bank in just two years of launch. The main reason behind the success of the bank is Aadhaar Enabled Payment System Service (AEPS). The AEPS helped to extend the banking and financial services to millions of unbanked and poor.
The top three circles that performed well in AEPS transactions were UP, Bihar and Gujarat. UP recorded 61.7 lakh transactions. Bihar and Gujarat recorded 20 lakh and 16.9 lakh transactions respectively.
The AEPS transactions helped to provide door step banking to old age pensioners, sick and elderly and Divyangs.
The IPPB platform through AEPS transferred the DBT benefits of Pradhan Mantri Garib Kalyan Yojana to local post offices.
The IPPB was launched by PM Modi on September 1, 2018. IT aimed to avail banking services at people's door step. It is a payment bank that works through network of post offices. The banks are operated by the Indian Postal Department. It aims to build most affordable, accessible and trusted bank for common man. Also, it focuses to achieve financial inclusion for under banked populace. The bank is governed by Reserve Bank of India.
Exports Rise, Trade Deficit Narrows
According to data released by the commerce ministry, after contracting for six months in a row, the country's exports grew by 5.27% year-on-year to $27.4 billion in September, while imports slipped by 19.6% to $30.31 billion.
The trade deficit during the month under review narrowed to $2.91 billion as against $11.67 billion in the same period of 2019. The exports in September last year stood at $26.02 billion.
Exports during April-September this fiscal dipped by 21.43% to $125.06 billion. Imports during the period stood at $148.69 billion, recording a negative growth of 40.06%. Commodities that registered positive growth in exports in September include iron ore, rice, oil meals, carpet, pharmaceuticals, meat, dairy and poultry products, cotton yarn/fabrics/made-ups, handloom products, tobacco, spices, petroleum products, engineering goods, chemicals and coffee.
The ministry said that in September 2020, oil imports fell 35.92% to $5.82 billion. During April-September 2020-21, it contracted 51.14% to $31.85 billion.
Non-oil imports in September too declined by 14.41% to $24.48 billion. The imports during the first half of the current fiscal declined 36.12% to $116.83 billion.
Tesla Reports Record Vehicle Deliveries in Q3 Despite Pandemic
Electric-car maker Tesla has delivered a record 1,39,300 vehicles in the third quarter, beating the earlier estimates of 1,34,720 vehicles.
The company produced 1,28,044 Model 3 and Model Y vehicles and delivered 1,24,100 of those.
As for the Model S and Model X, it produced 16,992 of the vehicles and delivered 15,200.
The company is expecting to deliver 5,00,000 vehicles in 2020, or a 36 per cent increase over 2019.
So far the EV maker has only sent out 3,18,350 cars to customers, meaning it would need to make 1,81,650 deliveries to meet that goal.
NASA launched a commercial spacecraft named after Indian Origin deceased NASA Astronaut "Kalpana Chawla". The spacecraft carried 4 tonnes of cargo including refined radishes for the International Space Station.
The spacecraft was built by a Virginia based company Northrop Grunman. It currently holds space station resupply contract with NASA. It is an aerospace and defence technology company. The company has named the space craft after Indian born astronaut Kalpana Chawla who died along with six other astronauts in 2003 Columbia Space Shuttle tragedy.
The spacecraft carried a new space toilet called the Universal Waste Management System. The 23 million USD commode is to be tested for future use in the International Space Station. It is 65% smaller and 40% lighter than the current toilet at the International Space Station. It also carried a radish-growing experiment to learn about survival and feasibility of growing plants in space.
The space craft has also carried cancer treatment technique requisites to test cancer drugs in micro gravity conditions.
Chawla was the first India-born woman to enter space. She also flew in 1997 as a primary robotic arm operator and also as a mission specialist. The Columbia spacecraft disintegrated during its return to earth that led to the death of the crew. The hot plasma entered the wing of the aircraft resulting in loss of control.
Chawla is regarded as the National Hero of India.
She was born in Haryana and moved to the US in 1982 to obtain a Master of Science degree in Aerospace Engineering.
The Government of Karnataka instituted Kalpana Chawla Award in 2004 to recognise young women scientists. An Eoan asteroid in the outer Asteroid belt of solar system has been named after Chawla.
Serena Williams` search for a record-equalling 24th Grand Slam title will extend into another year after an achilles tendon injury forced her to withdraw from the French Open.
The American had been due to play Bulgarian Tsvetana Pironkova in the second round later but after a warm-up decided the injury was too severe.
Williams had suffered the problem during her semi-final loss to Victoria Azarenka in the U.S. Open this month and said ahead of her Roland Garros campaign that she was not at 100% physically but had recovered sufficiently to play.
Williams had also pulled out of the French Open in 2018 with an abdominal injury before a last-16 clash with Maria Sharapova.
AYUISH Grid to Integrate with National Digital Mission
The AYUSH Grid emerging as the IT backbone of AYUSH Sector is to be integrated with National Digital Health Mission. This will help the public in availing varied options for their health needs. Also, it will accelerate the mainstreaming of AYUSH disciplines of health care.
The AYUSH Grid project was initiated by the Ministry of AYUSH in 2018 to create an IT backbone for AYUSH. The project aims to bring all facilities of AYUSH such as Ayurveda, Naturopathy, Yoga, Sidha, Unani and Honeopathy onboard. The Ministry of Electronics and Information Technology and Ministry of AYUSH have collaborated to digitalise the AYUSH sector under the project.
The AYUSH Health Management Information System (AHMIS) is the most significant part of AYUSH Grid. It aims to improve patient care, improve work efficiency, improve research, effective documentation, and eliminate chances of errors in AYUSH hospitals and to collect data on National AYUSH morbidities.
The AHMIS captures data in real time. It integrates all the AYUSH systems. Also, it has inbuilt standards such as National AYUSH Morbidity Code. It is highly secured and integrates all AYUSH systems. It is based on THERAN. THERAN is THE Research Application Nexus.
The AHMIS provides effective clinical documentation and data management including retrieval of medical data. It supports full range of Data Management functions.
It was introduced by PM Modi while he addressed at the celebrations of the 74th independence day. It was a part of three digital announcements of the PM. The other two are optical fibre connectivity and cyber security policy.
The Mission was launched with four key features namely Digi Doctor, Health ID, Personal health records and health facility registry. The mission is to include telemedicine services and e-pharmacy at later stages.
The mission is implemented by National Health Authority which is also implementing Ayushman Bharat.
Atal Tunnel which reduces the travel time between Manali to Leh by four to five hours, was inaugurated by Prime Minister Narendra Modi. The world's longest highway tunnel by altitude connects Manali to Lahaul-Spiti valley throughout the year. The valley was earlier cut off for about six months every year due to heavy snowfall. The decision to construct the tunnel was taken by Atal Bihari Vajpayee-led government back in June of 2000. It was previously referred to as Rohtang Tunnel. The Narendra Modi-led government later decided to name it Atal Tunnel in memory of the former Prime Minister Atal Bihari Vajpayee.
The 9.02-kilometre long tunnel is built with ultra-modern specifications in the Pir Panjal Range of Himalayas at an altitude of 3,000 metres from the Mean Sea Level (MSL).
The tunnel, built at a cost of about Rs. 3,300 crore, is extremely significant from the point of view of the country's defence. The most difficult stretch was the 587-metre Seri Nalah Fault Zone. The breakthrough from both ends was achieved on October 15, 2017.
Data Governance Quality Index: Department of Fertilizers Ranked 2nd amongst the 16 Economic Ministries
A Survey was conducted by the Development Monitoring and Evaluation Office (DMEO), NITI Ayog in order to assess performance of different Ministries or Departments' on the implementation of Central Sector Schemes (CS) and Centrally Sponsored Schemes (CSS).
Department of Fertilizers under the Ministry of Chemicals and Fertilizers has been ranked 2nd amongst the 16 Economic Ministries or Departments and
It has also been ranked 3rd out of the 65 Ministries or Departments.
The total score of the department was 4.11 on a scale of 5 in the Data Governance Quality Index (DGQI),
The DMEO, Niti Aayog has undertaken DGQI exercise "Self-assessment based review of data preparedness levels" to produce a DGQI score card.
Survey was initiated with an objective to assess data preparedness of Ministries or Departments on a standardised framework.
The survey was also meant to drive healthy competition among them and promote a cooperative peer learning from best practices.
For the survey, an online questionnaire was prepared under six major themes of DGQI:
1. Data Generation;
2. Data Quality;
3. Use of Technology;
4. Data Analysis, Use and Dissemination;
5. Data Security and
6. HR Capacity and Case Studies.
Development Monitoring And Evaluation Office (DMEO) office was constituted in September 2015 by merging the Program Evaluation Office (PEO) and the Independent Evaluation Office (IEO). It is an office under NITI Aayog. DMEO's vision is to improve the sustainable outcomes and impacts of the government. It is aimed at enabling the high-quality monitoring and evaluation of government programs in order to improve effectiveness, efficiency, sustainability and equity of the service delivery, outcomes and impacts.
Bongosagar India -Bangladeshto Hold Three-day Mega Military Exercice
India and Bangladesh are to hold a mega military exercise in Bay of Bengal. The exercise is to be followed by a two-day patrolling called CORPAT.
The annual maritime exercise, called "Bongosagar" that is to be held in Bay of Bengal was begun in 2019. The Indian Navy is to deploy guided missile corvette Khukri and anti-submarine warfare corvette Kiltan. The Bangladeshi Navy is to be represented by guided missile corvette Prottoy and guided missile frigate Abu Bakr.
Apart from these, a number of helicopters from both Indian and Bangladesh Navy will also participate in the exercise.
The first edition of CORPAT began in 2018. This exercise helps to develop mutual sharing practices and also develop mutual communication between the two navies.

Sampriti is an annual military exercise that is held between India and Bangladesh. The exercise was begun in 2010 and has been conducted annually since then.
Alpha Design Wins Rs. 591 Crore Contract to Upgrade Soviet-era Pechora Missile System
In a major fillip for Government's push for indigenous defence manufacturing, the Ministry of Defence (MoD) has roped in private sector players Alpha Design Technologies Limited (ADTL) to upgrade the soviet era Pechora surface to air systems.
ADTL will be upgrading and digitising 16 of the Pechora missile and radar systems which are presently in operation under a contract worth Rs. 591 crore. Also, the contract has an options clause, under which the number of systems to be upgraded and digitised could be taken up to a total of 24 in the coming years.
The project would lead to the adoption of a host of indigenously developed technologies in the Pechora missile systems, like radar transmitter, thermal imager based electro-optical system and communication equipment.
The entire contract is to be executed within four years and the contract. For the contract, ADTL has partnered with Russian entities to upgrade the missile systems which have been in service for over 30 years. It should be noted that as per ADTL's chairman and managing director Col HS Shankar (retd), the upgradation of the existing systems will cost less than the procurement of fresh new systems.
The contract also gains significance, as ADTL beat public sector majors like Bharat Electronics Limited (BEL) to win it.
Air Marshal Vikram Singh was appointed as the Senior Air Staff Officer (SASO), Headquarters Western Air Command.
Commissioned into the fighter stream in December 1984, he flew the MiG-21 and Mirage-2000 aircraft before undergoing the Flying Instructor's Course, Experimental Flight Test Course and Staff Course at Pretoria, South Africa.
He has performed flight test duties at the National Flight Test Centre, commanded an Air Force Station, served in various staff appointments in air headquarters and has been posted as the Air Attache at Moscow. He has also served at the Integrated Defence Staff Headquarters and was the Assistant Chief of the Air Staff (Plans) at air headquarters before taking over the present appointment.
Prime Minister Narendra Modi inaugurated VAIBHAV Summit. VAIBHAV is Vaishvik Bhartiya Vaigyanik. The summit is to be held between October 2, 2020 and October 31, 2020.

PM Modi to Inaugurate Global Summit on AI- "RAISE 2020"
As per the ministry of electronics and information technology, Prime Minister Narendra Modi will inaugurate a global virtual summit on Artificial Intelligence (AI) named RAISE 2020 – 'Responsible AI for Social Empowerment 2020' on October 5.
The summit is scheduled to be held from October 5 to 9, 2020.
It is being organised by the ministry of electronics and information technology (MeitY) and NITI Aayog
The inauguration will take place in the presence of minister of electronics & IT, communications and law & justice, Ravi Shankar Prasad, eminent global AI expert Professor Raj Reddy, , IBM CEO Arvind Krishna and Reliance Industries Ltd chairman Mukesh Ambani.
Professor Raj Reddy will also hold a session on October 6, 2020 about developing voice-enabled AI that removes linguistic barriers.
Former Infosys CFO Mohandas Pai, and Brad Smith, president & legal head, Microsoft Global will also participate in the session.
Responsible AI for Social Empowerment (RAISE) 2020 is a virtual global summit on Artificial Intelligence (AI). German Unity Day
The German Unity Day is the National Day of Germany, celebrated on 3rd October as a public holiday. It commemorates the anniversary of German reunification in 1990 when the Federal Republic of Germany (West Germany) and the German Democratic Republic (East Germany) were unified, so that for the first time since 1945 there existed a single German state. The German Unity Day on 3rd October has been the German National Holiday since 1990, when the reunification was formally completed.
An alternative choice to commemorate the reunification could have been the day the Berlin Wall came down: 9 November 1989, which coincided with the anniversary of the proclamation of the German Republic in 1918, and the defeat of Hitler's first coup in 1923. However, 9 November was also the anniversary of the first large-scale Nazi-led pogroms against Jews in 1938, so the day was considered inappropriate as a national holiday. Therefore, 3rd October 1990, the day of the formal reunification, was chosen instead and replaced the "Day of German Unity" on 17th June, the national holiday of the Federal Republic of Germany from 1954.
The Union Jal Shakti Minister Gajendra Singh Skekhawat presented the Swachh Bharat Awards, 2020. The awards were given under cleanliness categories and drinking water category.
The awards were presented under three categories namely Swachh Sundar Samudayik Shouchalaya, Gandagi Mukth Bharat and Samudayik Shouchalaya Abhiyan.

The Union Minister of Jal Shakti Gajendra Singh launched 100-days of campaign to provide piped water supply to schools and anganwadi centres. The mission was launched as a part of celebrations of 151st birth anniversary of Mahatma Gandhi.
During the campaign, the States and Union Territories will ensure that Gram Sabhas are convened at the earliest to pass resolution to provide safe water in schools and Anganwadi centres. These facilities are to be operated by Gram Panchayats.
On September 29, 2020, PM Modi released "Margdarshika" for Gram Panchayats and Paani Samitis to implement Jal Jeevan Mission. Margdarshika is operational guidelines for Jal Jeevan Mission.
The mission aims to provide tap connections to every household by 2024. The mission was launched as 81.67% of households in India are yet to receive tap connections. The scheme is implemented at four levels namely National, State, District and Gram Panchayat.
The rural water supply programme in India began in 1972 with the launch of Accelerated Rural Water Supply Programme. It was then renamed as National Rural Drinking Water Programme in 2009.
The Pani Samiti is a statutory committee of Gram Panchayat. The committee will take care of community participation, ownership and contribution with respect to decisions pertaining to water supply systems.
Reliance Life Sciences has developed an real-time reverse transcription-polymerase chain reaction (RT-PCR) kit. It claims to diagnose COVID-19 infection in about 2 hours. Presently, COVID-19 RT-PCR test takes up to 24 hours to give a diagnosis.
The kit has been developed by Computational biologists at Reliance Life Sciences a subsidiary of Reliance Industries Ltd.
This kit is indigenous development of the R&D scientists working at the firm.
They analysed more than 100 genomes of SARS-CoV-2 sequenced in India in order to design RT-PCR primers for developing quantitative-Real Time PCR kit.
The kit has been technically validated by ICMR for satisfactory performance. It does not approve or disapprove the kit design as well as it does not certify user-friendliness.
The kit can detect the presence of E-gene, R-gene, RdRp gene of SARS COV2 virus with Actin as an internal control. According to the ICMR results, the kit is 98.7 % sensitive and 98.8 % specific. The diagnosis time of the kit is approximately 2 hours.
Marathi Compulsory in All Schools in Maharashtra
The state school education and sports department announced the formation of a committee to draft rules regarding the implementation of The Maharashtra Compulsory Teaching and Learning of Marathi Language in Schools Act, 2020.
The Act mandates compulsory teaching and learning of Marathi in all schools — government and private — from Class 1 to X across all mediums and boards in Maharashtra.
As per Section 16 (1) of the Act, which allows the state to frame rules for the law that came into being on April 1, the department has formed an eight-member committee to be headed by State Council of Educational Research and Training (SCERT) Director Dinkar Patil.
For 2020-21 academic year, Class I and Class VI students will be mandated to study Marathi, followed by Class II and Class VII in 2021-22, Class III and Class VIII in 2022-23, Class IV and Class IX in 2023-24 and Class V and Class X in 2024-25.
