Lok Sabha Passes Historic Women's Reservation Bill

  • Twenty-seven years after the women's reservation Bill was first introduced in Parliament, the Lok Sabha passed a Bill with near unanimity to amend the Constitution and provide one-third reservation to women in the Lok Sabha and State Assemblies.
  • The Bill will now be taken by the Rajya Sabha for passage in the remaining two days of the Special Session of Parliament, and might require approval from half of the States.

Government Introduces Women's Reservation Bill

  • The Women's Reservation Bill that seeks to provide 33 per cent quota for women in Lok Sabha and state assemblies was introduced in the Lok Sabha in the ongoing special session of Parliament. Calling September 19 a historic day, Prime Minister Narendra Modi urged the Opposition to unanimously pass the Bill - 'Nari Shakti Vandan Adhiniyam' - that has been hanging for nearly three decades.
  • Women account for almost half of the country's 950 million registered voters but make for only 15% of parliament and about 10% of state legislatures.
  • Women's Reservation Bill
  • The, Constitution (One Hundred and Twenty Eighth Amendment) Bill, 2023, seeks to introduce three new articles and one new clause in the Constitution.
  • 1. New clause in 239AA: Seats shall be reserved for women in the Delhi Legislative Assembly, 1/3rd of the seats reserved for SCs shall be reserved for women, 1/3rd of total number of seats to be filled by direct elections shall be reserved for women through law determined by parliament.
  • 2. New Article - 330A: Reservation for women in Lok Sabha - 1/3rd of seats reserved for SCs and STs shall be reserved for women, 1/3rd of total seats to be filled by direct elections to the Lok Sabha shall be reserved for women.
  • 3. New Article - 332A: Reserved seats for women in every state Legislative Assembly, 1/3rd of seats reserved for SCs and STs shall be reserved for women, 1/3rd of total seats to be filled by direct elections to the LA shall be reserved for women.
  • 4. New article - 334A: Reservation shall come into effect after the delimitation is undertaken after the relevant figures for the first census have been published. Rotation of seats for women shall take effect after each subsequent exercise of delimitation.

Arunachal Pradesh CM Pema Khandu Announces Rollout of 'Mukhya Mantri Shramik Kalyan Yojana'

  • Arunachal Pradesh Chief Minister Pema Khandu announced the rollout of a new scheme titled 'Mukhya Mantri Shramik Kalyan Yojana' for the welfare of the labour force of the state. He made this announcement while addressing a function in Itanagar. Khandu said that incentives for workers registered with the Arunachal Pradesh Building and other Construction Workers Welfare Board were revised in this scheme.
  • Under the scheme, maternity benefit for families of workers was enhanced from Rs. 1,000 to Rs. 6,000; natural death compensation from Rs. 50,000 to Rs. 2 lakh and accidental death compensation from Rs. 1 lakh to Rs. 4 lakh.

Odisha Approves Scheme Titled 'Location Accessible Multi-modal Initiative'

  • The Odisha government approved a new public transport network programme which would establish connectivity between gram panchayats and capital city.
  • The State Cabinet chaired by Chief Minister Naveen Patnaik approved the Scheme titled 'Location Accessible Multi-modal Initiative' (LAccMI) to establish a seamless public transport network across the state from GP level to the state capital.
  • The project cost is estimated to be approximately Rs. 3,178 crore in the first three years of bus operation from 2023-24 to 2025-26. Buses will connect all gram panchayats, block headquarters, district headquarters, major cities and economic hubs across the state.
  • The LAccMI Scheme would be implemented in a phased manner. About 1000 buses would be deployed under the scheme. The tenure of the scheme would be 10 years extendable by 2 years.

Modi Launches PM Vishwakarma Scheme, Inaugurates Mega Convention Centre 'Yashobhoomi'

  • Prime Minister Narendra Modi launched the Rs. 13,000-crore PM Vishwakarma Yojana (scheme) for traditional artisans and craftsmen, and inaugurated the Rs. 5,400-crore first phase of state-of-the art India International Convention and Expo Centre (IICC) -- 'Yashobhoomi' -- at Dwarka.
  • He also unveiled 18 customised stamp sheets covering the 18 traditional trades whose workers are covered under the scheme, along with a toolkit e-booklet on the occasion of the launch of the Vishwakarma scheme.
  • The goal of the Vishwakarma scheme is to enhance the accessibility and quality of products and services offered by traditional artisans and craftsmen.
  • The scheme offers collateral-free enterprise development loans of Rs. 1 lakh (first tranche for 18 months repayment) and Rs. 2 lakh (second tranche for 30 months repayment).
  • A concessional rate of interest of 5 per cent will be charged from the beneficiary with interest subvention cap of 8 per cent to be paid by the Ministry of Micro Small and Medium Enterprises. The credit guarantee fees will be borne by the central government.

Telangana CM KCR Inaugurates PRLIS with 2.4 TMC Capacity

  • Telangana Chief Minister K. Chandrashekhar Rao (KCR) inaugurated the Palamuru-Rangareddy Lift Irrigation Scheme (PRLIS).
  • The PRLIS scheme has increased Telangana's water storage capacity in the Krishna basin from 8 TMC to 75.94 TMC. The PRLIS, with its 67.97 TMC capacity, alongside 146 TMC from the Kaleshwaram Lift Irrigation Scheme is expected to take care of the various water-related requirements of the state.
