Odisha Launches Gramodaya Scheme for Welfare Programs in LWE Hit Villages

  • The Odisha government launched Gramodaya, a new scheme to ensure that welfare programmes reach the people living in the Left Wing Extremism (LWE)-affected districts.
  • This initiative covers 583 villages spread across 10 LWE-affected districts of the state.
  • The initiative is to be implemented in the districts of Bargarh, Balangir, Boudh, Kalahandi, Kandhamal, Koraput, Malkangiri, Nabarangpur, Nuapada and Rayagada.
  • The objective of the programme is to converge all the departments of the state government which will work together to ensure effective development of the LWE hit areas. However, there is no special budgetary allocation for the initiative as funds would come from departments earmarked for different schemes.

Assam Government Launches 'Nijut Moina' Scheme for Girl Child to Eradicate Dropouts and Child Mar...

  • To eradicate the dropped out of girl students due to financial constraints, job applications, or marriage the Assam govt. launched a new scheme 'Nijut Moina' by Chief Minister Dr Himant Biswa Sarma.
  • Speaking during the auspicious occasion of Navratri, Sarma highlighted the launch of the monthly financial assistance scheme, Nijut Moina, which is designed to support girls in their educational pursuits that will help to eradicate child marriage by 2026 through out the state too.
  • Sarma announced that the government would provide monthly stipends to girl students from Class 11 to post-graduation. "Students in Classes 11 and 12 will receive a monthly stipend of Rs. 1,000, degree students will receive Rs. 1,250, and post-graduate students will receive Rs. 2,500," he announced.
  • The stipends will be deposited into students' bank accounts on the 11th of every month at 11 am, except during summer and winter breaks. The first instalment was distributed through bank drafts from the concerned college principals.

UGC to Award Ten 'PhD Excellence Citations' for Outstanding Doctoral Research

  • The University Grants Commission (UGC) is set to award ten 'PhD Excellence Citations' every year, in an effort to recognise 'high quality PhD work among young research scholars'.
  • The citations will be given from next year onwards, and they are set to recognise 'outstanding doctoral research', according to UGC Chairman M. Jagadesh Kumar.
  • They will be awarded for theses across five disciplines – Sciences including Agricultural Sciences and Medical Sciences; Engineering and Technology; Social Sciences including Education and Humanities; Indian Languages; Commerce and Management.
  • Research scholars who have obtained PhD degrees through a convocation from January 1 to December 31 in a year will be eligible for the citation in the following year. Those who have obtained their PhDs from state, central, private, and deemed to be universities are eligible for the citation.

Meghalaya CM Unveils GREEN Meghalaya Plus Scheme

  • Conrad K. Sangma, Meghalaya Chief Minister launched the GREEN (Grassroot level Response Towards Ecosystem Enhancement and Nurturing) Meghalaya Plus (GMP) Scheme. The main purpose for the launching of the scheme is for conservation and enhancement of forest cover.
  • The GREEN Meghalaya Plus initiative is part of the state government's Payment for Ecosystem Services (PES) program, which was launched in 2022.

Govt. Rolls Out Internship Scheme on Pilot Basis

  • The government rolled out the internship programme on a pilot basis that will provide a total annual financial assistance of Rs. 66,000 to those in the age group of 21-24 years, and aim to cover one crore youth over five years.
  • Under the pilot project, which is estimated to cost around Rs. 800 crore, the internship will start on December 2 and expects to cover 1.25 lakh candidates in the current financial year ending March 2025.
  • Announced in the Union Budget 2024, the Prime Minister's Internship Scheme in Top Companies will also provide insurance coverage to interns.
  • The scheme will be implemented through the online portal 'www.pminternship.mca.gov.in' developed by the corporate affairs ministry.

Cabinet Approves the PM Rashtriya Krishi Vikas Yojana (PM-RKVY)

  • The Union Cabinet approved a proposal to rationalise all Centrally Sponsored Schemes (CSS) operating under Ministry of Agriculture and Farmer's into two-umbrella schemes, with total investment of Rs. 1,01,321 crore, aimed to increase farmers' income and food security.
  • The two schemes are PM Rashtriya Krishi Vikas Yojana (PM-RKVY) that will promote sustainable agriculture and Krishonnati Yojana (KY), which will achieve food security for self-sufficiency.
  • All components shall leverage technology to ensure efficient and effective implementation of the various components. These Schemes are implemented through the State Governments.
  • Under PM-RKVY, states have been given flexibility to reallocate funds from one component to another based on their specific requirement.
  • The rationalisation of the schemes was done for the following reasons:
  • To avoid duplication, ensure convergence and give flexibility to states.
  • Focus on upcoming challenges of agriculture - nutrition security, sustainability, climate resilience, value chain development and private sector participation.
  • State governments will be able to draw a comprehensive strategic plan suiting their requirements for agriculture sector.
  • Annual Action Plan (AAP) of States can be approved in one go rather approving individual scheme-wise AAPs.
  • The two umbrealla schemes will be tailored to the needs of different states, and will be implemented in coordination and cost sharing with states.

Dharti Aaba Janjatiya Gram Utkarsh Abhiyan Scheme Launched by PM

  • Prime Minister Shri Narendra Modi launched the Dharti Aaba Janjatiya Gram Utkarsh Abhiyan (DAJGUA), on the occasion of the birth anniversary of Mahatma Gandhi, from Hazaribagh, Jharkhand  The scheme has a total outlay of Rs. 79,156 crores with the contribution from Central government is Rs. 56,333 crore and State government is Rs. 22,823 crore.
  • Dharti Aaba Janjatiya Gram Utkarsh Abhiyan envisions saturation of critical gaps in social infrastructure, health, education, livelihood, through 25 interventions implemented by 17-line ministries of Govt of India by convergence and outreach; and ensures holistic and sustainable development of tribal areas and communities.
