Govt. Releases Foreign Trade Policy 2023

  • The Centre came out with Foreign Trade Policy (FTP) 2023 seeking to boost the country's exports amid slowing global trade. The Centre outlined the vision to take India's goods and services export to $2 trillion by 2030 by shifting from incentives to remission and entitlement-based regime.
  • The Minister for Commerce and Industry Piyush Goyal unveiled FTP 2023 which came into effect from April 1, 2023.
  • As per Santosh Sarangi, director general of foreign trade (DGFT), unlike the earlier practice of announcing five-year FTP, the latest policy has no end date and will be updated as and when needed.
  • The last five-year policy came into force on April 1, 2015. However, it was extended several times in the wake of the coronavirus outbreak and subsequent disruptions in economic activities globally. The last extension was given in September till March 31, 2023.
  • The new FTP identifies four new Towns of Export Excellence (TEE) namely Faridabad, Moradabad, Mirzapur and Varanasi. This is in addition to the already existing 39 TEEs.
  • The FTP benefits have been extended to e-commerce exports.

Government Launches a New Centrally Sponsored Scheme, 'New India Literacy Programme'

  • Government launched a new Centrally Sponsored Scheme namely, 'New India Literacy Programme' (NILP) for implementation during five years from the FYs 2022-23 to 2026-27 with financial outlay of Rs.1037.90 crore out of which Rs.700.00 crore is Central share and Rs.337.90 crore is State share. The scheme aims to cover a target of 5.00 crore non-literates in the age group of 15 years and above. The Scheme has five components: (i) Foundational Literacy and Numeracy, (ii) Critical Life Skills, (iii) Vocational Skills Development, (iv) Basic Education and (v) Continuing Education.
  • The scheme is based on technology and implemented predominantly through online mode. The teaching learning material and resources have been made available on DIKSHA platform of NCERT and can be accessed through the mobile-apps. Further, other modes like TV, Radio, Samajik Chetna Kendra etc. are also to be used for dissemination of Foundational Literacy and Numeracy. All the non-literate above 15 years of age can avail the benefits of the scheme.

Lok Sabha Passes Competition Amendment Bill 2022

  • The Lok Sabha passed the Competition Amendment Bill 2022 without discussion amid vociferous protests by Congress-led opposition.
  • The bill proposes to expand the scope of cartel prosecution by bringing hybrid anti-competitive agreements (such as hub and spoke cartels) within its ambit to enable the Competition Commission of India to treat cartel facilitators (who actively participated) at par with the cartel participants.
  • It also proposes to further expand the scope of cartel prosecution to include non-participants who had 'intended to participate' in the cartel.
  • Another bill, the Biological Diversity Amendment Bill 2022 was referred to a joint committee of Parliament.

Mamata Banerjee to Launch Scheme for Development of Rural Roads in Bengal

  • West Bengal Chief Minister Mamata Banerjee launched a scheme for development of rural roads at Singur in Hooghly district.
  • Under the 'Pathashree-Rastashree' scheme around 12,000 km of roads would be constructed or reconstructed in 29,475 villages of the state.
  • Twenty two districts will benefit from this project as 8,767 roads were approved under this scheme.

Lok Sabha Clears Finance Bill Amendment

  • Lok Sabha passed the Finance Bill 2023 with 64 official amendments, including the one that seeks withdrawal of long-term tax benefits on certain categories of debt mutual funds and another for setting up the GST Appelate Tribunal.
  • Among the amendments is the governments' move to tax investments in debt mutual funds as short-term capital gains.
  • The Finance Bill that gives effect to tax proposals for fiscal year starting April 1 was passed without a discussion amidst ruckus by opposition members demanding a JPC (Joint Parliamentary Committee) probe into the allegations against the Adani Group of companies.
