The 23rd Commonwealth Law Conference Concludes in Goa

  • The 23rd Commonwealth Law Conference was inaugurated by Goa Governor P.S. Sreedharan Pillai. The five-day conference, held from March 5-9, 2023, was also attended by Union Minister for Law and Justice Kiren Rijiju and Chief Minister of Goa Pramod Sawant. The Conference had 500 delegates from 52 countries in attendance.
  • During his address, Union Minister Kiren Rijiju emphasized the importance of the conference as a platform for open discussions on critical issues. He stated that the law must be comprehensible to the common man to achieve its desired result. He further highlighted the government's commitment to good governance and the welfare of the people.

EC Hosts 3rd International Conference on Theme 'Inclusive Elections & Elections Integrity'

  • Election Commission hosted the 3rd International Conference on the theme 'Inclusive Elections and Elections Integrity' in the virtual format on March 9.
  • ECI is leading the Cohort on Elections Integrity which was established as a follow-up to the 'Summit for Democracy' held in 2021. Over 46 participants from 25 countries as well as representatives from the international foundation for electoral systems and Civil society organisations participated in the Conference. Chief Election Commissioner Rajiv Kumar and Election Commissioners Anup Chandra Pandey and Arun Goel also addressed the Conference. The participating countries included Angola, Armenia, Australia, Canada, Norway, Philippines, Portugal, Romania, Sweden, Switzerland and Zambia.
  • The first international conference of the Cohort was organized in November 2022 in New Delhi on the topic 'Role, Framework and Capacity of Election Management Bodies. The 2nd Conference on the theme 'Use of Technology and Elections Integrity' was organised by the Election Commission in January 2023.

Neiphiu Rio Sworn In as Chief Minister of Nagaland for Fifth Term

  • Nationalist Democratic Progressive Party (NDPP) leader Neiphiu Rio took oath as the Chief Minister of Nagaland for the fifth term in presence of Prime Minister Narendra Modi.
  • During the oath-taking ceremony, Meghalaya Governor Phagu Chauhan swore in a 12-member Council of Ministers including NPP's Prestone Tynsong and BJP's Alexander Laloo Hek.

RS Chairperson Appoints 8 Personal Staff Members on 20 Committees

  • In an unprecedented move, Rajya Sabha Chairperson Jagdeep Dhankhar appointed eight members of his personal staff on 20 committees under the ambit of the Upper House Secretariat.
  • Eight committees include four department-related parliamentary standing committees and four other parliamentary standing committees. These include committees headed by non-BJP and opposition MPs.

Global Partnership for Financial Inclusion G20 Meet Concludes in Hyderabad

  • The second meeting of the Global Partnership for Financial Inclusion (GPFI) under G20 India Presidency concluded in Hyderabad.
  • The two-day meeting was led by GPFI Co-Chair and G20 India Presidency and saw participation from Ministry of Finance and Central Bank representatives from G20 and non-G20 countries and international organisations.
  • The meeting also witnessed announcement of the selection of the new long-term Co-Chairs of the GPFI. India and Italy were announced as the new GPFI Co-Chairs with support from the whole membership. They were selected for three years and their tenure will commence from 2024.
  • During the plenary, the GPFI members discussed and agreed on the way forward for important deliverables for the year including those on Digital Financial Inclusion, SME Finance.

Conrad Sangma is Meghalaya Chief Minister

  • Sangma, the National People's Party chief took oath of office as Chief Minister for the second time after successfully leading his party to a major victory bagging 26 of the 59 seats in the February 27 election.
  • Prime Minister Modi attended the swearing-in ceremony of the Chief Minister and his cabinet members at the Raj Bhavan.
  • As per Sangma, his party will have eight ministers in the next Meghalaya government headed by him, while its allies will get four ministerial berths.

Mauganj Becomes 53rd District of Madhya Pradesh

  • Mauganj was declared as 53rd district of Madhya Pradesh by Shivraj Singh Chouhan, the Chief Minister of Madhya Pradesh. Mauganj is a tehsil of the Rewa district. The four tehsils which fall in the limits of Rewa district, Mauganj, Hanumana, Naigarhi and Dev Talab were merged to form the new district Mauganj of the state.
  • The Chief Minister had promised in 2013 that Mauganj would be established as a distinct district, residents of Mauganj have been calling for a separate district ever since.

Manik Saha Gets Second Term as Tripura CM

  • Manik Saha was named as the next Chief Minister of the north-eastern state of Tripura at a meeting of the BJP legislative party.
  • Earlier, there was speculation that Saha, who was made the CM last year in a brand renewal exercise replacing Biplab Kumar Deb, may make way for Union Minister Pratima Bhowmik as the Chief Minister of the sensitive border state.
  • In the election held in February, the BJP won 32 seats of the 60-member Assembly while its ally- Indigenous People's Front of Tripura (IPFT) - won one seat.

S. S. Dubey Takes Charge as Controller General of Accounts

  • Civil Accounts Service officer S. S. Dubey took charge as the Controller General of Accounts (CGA).
  • Prior to taking charge as the CGA, a 1989-batch Indian Civil Accounts Service (ICAS) officer Dubey was Additional Controller of Accounts, Public Financial Management System (PFMS).
  • CGA is the principal advisor on accounting matters to the Union Government and is responsible for preparation of the accounts and conduct of internal audits for the central government.
  • Dubey also has international experience of five years in United Nations, where he worked as Head of Procurement and Logistics, United Nations World Food Programme.

Youth Affairs, Sports Minister Anurag Thakur Launches Yuva Utsava - India@2047 from Ropar in Punjab

  • Youth Affairs and Sports and Information and Broadcasting Minister Anurag Singh Thakur launched Yuva Utsava - India@2047 from Ropar in Punjab. He also launched the Dashboard of Yuva Utsav during the event.
  • In his address he said that in the first phase, Yuva Utsav is being organised in 150 districts across the country to promote youth power till March 31, 2023. In the first phase, programmes are being conducted by schools and colleges of the districts. He said, as the country is celebrating Azadi ka Amrit Mahatsav, it is a matter of pride that Yuva utsav has started from Punjab which has immensely contributed to the freedom struggle. He urged the youth of the country to contribute in taking our country's development, heritage and values at higher levels as India has a biggest population who is under 35 years.

Ashwini Vaishnaw Releases 'Go Green, Go Organic' Cover for Sikkim

  • Union Minister Ashwini Vaishnaw and four Sikkim ministers released a unique cover of the Department of Posts, 'Go Green, Go Organic' for Sikkim.
  • Vaishnaw said that the special cover on 'Go Green, Go Organic' was released for world's first organic state Sikkim.
  • The special cover is a testament to the state's achievements in organic farming and progress and a reminder of the importance of sustainable development for the entire country.
  • The union minister thanked Department of Posts for this release and congratulated Sikkim State for its achievements of becoming the first state of the world to get recognized as an Organic state by the World Book of Records (London).

World Bank to Lend $1 Billion to Support India's Health Sector

  • The World Bank is lending up to $1 billion to help India with preparedness for future pandemics as well as to strengthen its health infrastructure. The lending will be divided into two complementary loans of $500 million each.
  • Through this combined financing of $1 billion, the bank will support India's flagship Pradhan Mantri-Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), launched in October 2021, to improve the public healthcare infrastructure across the country. In addition to the national-level interventions, one of the loans will prioritise health service delivery in seven states including Andhra Pradesh, Kerala, Meghalaya, Odisha, Punjab, Tamil Nadu, and Uttar Pradesh.

Amit Shah Launches Bengaluru Safe City Project

  • Union Home Minister Amit Shah flagged off the Bengaluru Safe City project, Hoysala ERSS 112 Fleet and Mobile Command and Control Centre of Bengaluru city police. At the event, Shah said that the project was launched for the safety of women.
  • The government spent Rs. 2,500 crore to implement it in eight cities, and Rs. 670 crore for phase 1 in Bengaluru. In all, 4,100 cameras and eight drone cameras are being set up, while 96 command and control centres are also coming up, of which one is in Bengaluru. Also, 111 Mahila helpdesks are being set up and the moment people press the panic button, police teams will reach the spot. Besides, six mobile forensic units too have been launched.
  • The Safe City project will help policemen deal with tech-savvy criminals better.

National Youth Parliament Festival Fourth Edition

  • The 4th edition of the National Youth Parliament Festival (NYPF) was held in the Central Hall of Parliament, New Delhi. The Youth Parliament has been organised since 2019, with the objective of strengthening democracy and enabling the student community to understand the working of Parliament.
  • Youth Parliament is a powerful dialogue on democracy with the vision to engage and enlighten the youth of the country to understand politics and the functioning of Parliament. It provides a platform to the youth to understand and serve society.
  • The National Youth Parliament Festival's (NYPF) goal is to give young people a platform to express themselves as they choose careers in public service and other fields. On the concept presented by the Prime Minister in his Mann Ki Baat Speech on December 31, 2017, NYPF was founded. The first edition of NYPF 2019 was held with the topic "Be the Voice of New India and Discover Solutions and Contribute to Policy" with the involvement of 88,000 youth in physical mode, drawing inspiration from the concept.

World's First Bamboo Crash Barrier Installed in Maharashtra

  • The world's first 200-metre-long bamboo crash barrier was installed on a highway connecting Chandrapur and Yavatmal districts in Maharashtra.
  • Named 'Bahu Balli', the bamboo crash barrier underwent rigorous testing at various government-run institutions like the National Automotive Test Tracks (NATRAX) in Pithampur, Indore and was rated as class 1 during the Fire Rating Test conducted at the Central Building Research Institute (CBRI) in Roorkee and it was also accredited by the Indian Road Congress, as per a statement from the Nitin Gadkari-led Ministry of Road Transport and Highways.
  • Calling it a "remarkable achievement" for the country and its bamboo sector, Gadkari said that this crash barrier offers a perfect alternative to steel and addresses environmental concerns.

President Murmu Launches 'Catch the Rain-2023' Campaign

  • President Droupadi Murmu launched the 'Catch the Rain-2023' as part of efforts to turn conservation of water into a mass campaign in the run-up to the monsoon season.
  • The theme of the 2023 campaign was 'Source Sustainability for Drinking Water'.
  • During Jal Shakti Abhiyan: Catch the Rain-2023, the significant role that water plays in the empowerment of women was acknowledged with the theme 'Jal Shakti se Nari Shakti'.
  • The President also confered 18 awards under Swachh Bharat Mission – Grameen, Jal Jeevan Mission and National Water Mission under various categories and released a compendium of case stories titled 'Swachh Sujal Shakti Ki Abhivyakti'.

India and Mexico Sign MoU on Research and Technology

  • India and Mexico signed an MoU on research, technology and innovation collaborations in New Delhi. It will specifically focus on several key technology areas including aerospace, electronics, earth and ocean sciences and water, mining, minerals, clean energy, biotech and healthcare. Terming both the countries as Privileged Partners, Science and Technology Minister Jitendra Singh assured Mexican Foreign Minister Marcelo Ebrard that India with the Council of Scientific and Industrial Research (CSIR) and sister Organizations will provide tangible results in the three priority areas of water, lithium and vaccines flagged by the Mexican side.
