Chhattisgarh Govt. Clear 2 Amendment Bills on Quota

  • The Chhattisgarh cabinet chaired by Chief Minister Bhupesh Baghel approved the draft of two amendment bills related to reservation in admissions and government jobs in proportion to the population of different categories in the state.
  • These bills, which if passed could take the overall quota to 76 per cent, will be tabled in the Assembly during its special session scheduled in December.
  • As per report, the bills provide 32 per cent reservation to Scheduled Tribes (ST), 27 per cent to Other Backward Classes (OBC) and 13 per cent to Scheduled Caste (SC), as announced in 2019 by the state government.
  • The quantum of quota proposed for Economically Weaker Section (EWS) provisioned in the bills was not disclosed by officials, though some local outlets said that it could be 4 per cent.

Government Approves Continuation of Interest Subvention Scheme for Short-term Crop Loans

  • The government approved the continuation of interest subvention scheme for short-term loans of up to Rs. 3 lakh for agriculture and allied activities availed through Kisan Credit Card (KCC) during the current and the next fiscals.
  • In order to provide short-term crop loans for agriculture and allied activities, including animal husbandry, dairy, fisheries, and bee keeping, up to an overall limit of Rs. 3 lakh to farmers through KCC at concessional interest rate, the government provides subsidy to banks.
  • Under the scheme, farmers get loan at a concessional interest rate of 7 per cent. An additional interest subvention of 3 per cent per annum is provided to farmers who repay loans in time.
  • The Reserve Bank said that the rate of interest subvention to lending institutions will be 1.5 per cent for the years 2022-23 and 2023-24.

No More Air Suvidha Form for International Arrivals from November 22

  • International travellers entering India will no longer be required to fill up the self-declaration form, called Air Suvidha, for COVID-19 related screening of passengers. Neither will passengers be required to submit a negative COVID-19 RT-PCR report.
  • These relaxations come into effect from November 22, and are part of the revised guidelines for international arrivals issued by the Ministry of Health and Family Welfare on Monday.
  • "All travellers should preferably be fully vaccinated as per the approved primary schedule of vaccination against COVID-19 in their country", as per the guidelines.
  • However, flight crew will still be required to make in-flight announcements about the various COVID-19 protocols, including masking and physical distancing during air travel. Passengers will undergo thermal screening on arrival, and those who show COVID-19 symptoms will be shifted to an isolation facility for follow-up treatment.

Maharashtra Government Doubles Pension of Freedom Fighters

  • The Maharashtra Government decided to double the pension of freedom fighters from Rs. 10,000 to Rs. 20,000 per month. Accordingly, freedom fighters associated with India's freedom struggle, Marathwada Mukti Sangram and Goa Liberation Movement will benefit from this decision.
  • The state government is likely to incur an additional expense of Rs. 74.75 crore due to this decision, which was approved by the state cabinet in November 2022.

Odisha CM Announces Chief Minister's Award and Scholarship

  • Odisha Chief Minister Naveen Patnaik in November 2022 announced "Mukhyamantri Siksha Purashkar Yojna" an award and scholarship programme to encourage healthy competition between different state schools and to recognise excellence in education.
  • Speaking on the closing ceremony of State Level children's day celebration, Patnaik stated, "Under the programme, annual awards to the tune of Rs. 100 crore per year will be given to the school students, educational institutions and principals, teachers, school management committee for achieving excellence in education and alumni for their contribution under the programme."
  • The award will be given to 50,000 students, 1,500 Principals, school management committees, alumni, Gram Panchayats and district administrations.

Jharkhand Passes Bill to Raise Reservations for Categories to 77%

  • A bill was passed in the Jharkhand assembly to raise the total reservation offered to different categories to 77 per cent.
  • In a special session, the assembly passed an amendment to the Jharkhand Reservation of Vacancies in Posts and Services Act, 2001, raising the reservations for STs, SCs, EBCs, OBCs and Economically Weaker Sections (EWS) in government jobs from the present 60 per cent.
  • The bill proposes that the state will urge the Centre for changes in the Ninth Schedule of Constitution.

Odisha Government's Jaga Mission

  • The Odisha Government and TATA Steel Foundation signed a Memorandum of Understanding (MoU) to implement the Jaga Mission across 5 municipal corporations in the state.
  • The state government of Odisha launched the Jaga Mission in 2017. Also known as the Odisha Liveable Habitat Mission, it is the world's largest slum titling and upgradation initiative. It is implemented based on the "The Odisha Land Rights to Slum Dwellers Act, 2017". It is a unique land titling project under which land rights will be provided to eligible slum residents. It also includes upgradation of physical infrastructure in slums like roads, drains, streetlights, sanitation and clean water supply. It aims to transform slum areas into liveable habitats called "Adarsh Colonies".
