Bengal CM Mamata Banerjee Announces 'Khela Hobe' Scheme

West Bengal Chief Minister Mamata Banerjee announced that her government is planning a scheme to provide work to the poor in line with MGNREGA, the funds for which she claimed were stopped by the Centre.
Addressing a rally in Kolkata, Banerjee said the scheme will be named 'Khela Hobe' (Game On) -- the slogan of her party TMC during the 2021 assembly elections.
Despite being the best performing state in the MNREGA scheme, the Centre has stopped funds out of sheer jealousy and vendetta politics.
"We are planning to start our own 100-day job scheme and it will be named 'Khela Hobe'. The West Bengal Government always stands for the poor, and we will create jobs for them," she added.

Cinematograph Amendment Bill 2023 Introduced in Rajya Sabha

Minister of Union Information and Broadcasting, Anurag Thakur introduced the Cinematograph Amendment Bill 2023 in Rajya Sabha which aims to tackle film piracy.
The Indian film industry suffered a loss of about Rs.18k crore in 2019 due to piracy. To address this issue of piracy, the Government of India has introduced the Cinematograph Amendment Bill 2023 in Rajya Sabha. The bill seeks to amend the Cinematograph Bill 1952, which regulates the certification and exhibition of films in India.
Piracy is considered to be an unauthorised copying, distribution or exhibition of films without the consent of the rights holders. The Indian film industry is facing the challenge of piracy, which affects its revenues and quality.

Rajasthan Government Tables Bill for Minimum Income, Employment, Pension

The Ashok Gehlot-led Rajasthan government tabled the Rajasthan Minimum Guaranteed Income Bill, 2023, with an aim to provide entitlement-based social security to support the individuals or households with an additional minimum guaranteed income in the form of a guaranteed wage or social security pension,
The Bill has three broad components - Right to Minimum Guaranteed Income, Right to Guaranteed Employment and Right to Guaranteed Social Security Pension, and the government anticipates an additional expenditure of Rs. 2,500 crore per year due to the scheme, which may increase with time.
The Mahatma Gandhi Minimum Guaranteed Income Yojana (MGMGIY), as the scheme brought under this Act will be called, states that the state shall provide to all eligible people a minimum guaranteed income by providing employment in urban areas through the Indira Gandhi Urban Employment Guarantee Scheme (IGUEGS), and in rural areas through Chief Minister Rural Employment Guarantee Scheme (CMREGS) or by providing pension to an eligible category of old age/specially abled/widow/single woman.
Under the Right to Guaranteed Social Security Pension, every eligible person falling in the category of old, specially abled, widow or single woman is entitled to a pension. An important component of the pension would be an automatic increase of 15 per cent annually on the base rate in two instalments, i.e. 5 per cent in July and 10 per cent in January of each financial year, starting from financial year 2024-2025.

Gruha Lakshmi Scheme in Karnataka

Registration for Gruha Lakshmi started from July 19, 2023, an effective scheme launched by the Karnataka Government to provide financial assistance to women head of a household.
In less than two months after assuming power, the government of Karnataka made its promise of launching Gruha Lakshmi Scheme.
Gruha Lakshmi Scheme is an effective scheme launched to provide the financial assistance of Rs. 2000 per month to the women head of a household.
The beneficiaries will get the amount under the scheme from August 15-20 and the registration will continue for a year.
The scheme will benefit over 1,11,00,000 women and the amount set aside by the government is Rs.18,000 crore.
Gruha Lakshmi Scheme has been launched by the Karnataka Government under the Ministry of Women and Child Development.

DGFT Implements the Advance Authorisation Scheme

Directorate General of Foreign Trade (DGFT) implemented the Advance Authorisation Scheme under the Foreign Trade Policy, which allows duty-free import of inputs for export purposes. The eligibility of inputs is determined by Sector-specific Norms Committees based on input-output norms.
To make the norms fixation process more efficient, the DGFT created a user-friendly and searchable database of Ad-hoc Norms fixed in the previous years. These norms can be used by any exporter without requiring a Norms Committee review as outlined in the Foreign Trade Policy 2023. The database is hosted on the DGFT Website and allows users to search using Export or Import Item Description, Technical Characteristics, or Indian Tariff Classification ITC (HS) codes.

Telangana Eunuchs Act of 1919 Struck Down

The Telangana High Court struck down the Telangana Eunuchs Act of 1919, terming it unconstitutional and an intrusion into the private sphere of transgender people, as well as an assault on their dignity.
A Bench of Chief Justice Ujjal Bhuyan and Justice C. V. Bhaskar Reddy said that the Act violated the transgender community's right to equality (under Article 14 of the Constitution) and their right to privacy and dignity (under Article 21).
Previously called the Andhra Pradesh (Telangana Area) Eunuchs Act, it was first enacted in 1919 in the Hyderabad Nizam's dominions and was applicable to eunuchs. It defined eunuchs as all persons of the male sex who admit to be impotent or who clearly appear to be impotent on medical inspection.

Nod for Changes in Jan Vishwas Bill to Decriminalise Minor Offences

The Union Cabinet gave its nod to the Jan Vishwas (Amendment of Provisions) Bill, 2022, that proposes to amend 183 provisions in 42 laws administered by 19 ministries, including those minor ones that invite jail term.
The Bill proposes to amend almost 113 imprisonment clauses in various pieces of legislation, governing matters pertaining to the ministries of Finance, Food and Public Distribution, Financial Services, Agriculture, Commerce, Environment, Road Transport and Highways, Posts, Electronics and Information Technology.
The Jan Vishwas (Amendment of Provisions) Bill was introduced by Commerce and Industry Minister Piyush Goyal in the Lok Sabha on December 2022. After that, the Bill was referred to a joint committee of Parliament headed by BJP MP PP Chaudhary. The panel had submitted its report in the Lok Sabha on the proposed legislation in March 2023 during the Budget session.
Besides seeking decriminalisation of minor offences, the Bill, as suggested by the panel, also envisages rationalisation of monetary penalties, depending on the gravity of the offence, to bolster trust-based governance.
