Justice Aparesh Kumar Singh New Chief Justice of Tripura HC
Justice Aparesh Kumar Singh was appointed as the new Chief Justice of the Tripura High Court, replacing Justice Jaswant Singh who retired. The Department of Justice in the Law Ministry issued a notification stating that President, under the powers conferred by Article 217 of the Constitution of India, appointed Justice Aparesh Kumar Singh, who is a judge at the Jharkhand High Court, to assume the position of the Chief Justice of the Tripura High Court.
On January 25, the collegium approved the nomination of Justice Jaswant Singh, a judge of the Orissa High Court, as Chief Justice of the Tripura High Court. However, a week after Justice Singh's appointment, on February 19, 2023, Justice Singh announced his retirement from the service. The collegium then recommended that Justice Aparesh Kumar Singh be appointed Chief Justice of the Tripura High Court.
Since 1990, Singh has worked as a lawyer in the High Courts of Patna and Jharkhand. Later, in 2012, he was elevated to the position of additional judge in the Jharkhand High Court. From December 22, 2017 to February 19, 2018, he also served as the High Court's interim Chief Justice.

Supreme Court Reprimands National Green Tribunal for Hearing Cases Beyond Territorial Jurisdiction
The Supreme Court came down heavily on the Principal Bench of the National Green Tribunal for hearing cases pertaining to the western zone, even after the Apex Court had directed that the same would be heard by the Tribunal's Western Zone Bench at Pune.
The Bench of Justice B. R. Gavai and Justice Aravind Kumar observed that despite there being a specific mandamus by this court that all matters pertaining to the western zone would be heard by the Pune bench, the NGT Principal Bench was allegedly continuing to hear cases, in which it had taken suo motu cognisance.
Calling it a 'serious' issue, the Apex Court said that it has consistently held that tribunals were even subordinate to the High Courts, when it came to territorial jurisdiction.
The Tribunal had moved the Apex Court against the Bombay High Court, which quashed administrative notices by the Registrar General of NGT transferring cases from the western zone bench at Pune to special benches at the principal seat in the national capital.

T.N. Governor grants assent to Bill banning online gambling
A senior official at the State Secretariat said the Raj Bhavan had confirmed the Governor's decision to the government.
The Bill, was first passed by the Tamil Nadu Legislative Assembly in October 2022. According to the Statement of Objects and Reasons of the Bill, online gambling and online games are addictive in nature and increase the threat to public order manifold, while posing difficulties in terms of designing appropriate regulation
India releases first edition of Dogri version of Indian Constitution
"Understanding law is essential in accessing justice by a common person," said Union Minister of Law Kiren Rijiju while releasing the Dogri version of the Constitution of India. The first edition of the Dogri version was released at the University of Jammu on 8th April 2023. Addressing the gathering, the Law Minister said that understanding the law is essential in accessing justice by a common person and it can't be done better than having it codified in one's mother tongue. He called the translated document very significant in the dispensation of justice to common people.

Karnataka High Court Directs Election Commission of India to Decide on AAP Plea Seeking National ...
The Karnataka High Court instructed the Election Commission of India (ECI) to decide the representation by Aam Aadmi Party (AAP) seeking the status of 'national party' on or before April 13.
The directions were passed by Justice M. Nagaprasanna after AAP moved to the High Court stating that it was not getting the due reply by ECI on its representation seeking national party status.
At present, AAP has government in Delhi and Punjab along with securing about 6% vote share in Goa and Gujarat assembly elections.
As per Section 6(b) of the Election Symbols (Reservation and Allotment) Orders of 1968, any party with over 6% vote share in more than four states should be declared a national party.

Supreme Court Directs Centre, States to Implement Second National Judicial Pay Commission
The Supreme Court rejected the review petitions filed by the Union of India and three state governments against the implementation of enhanced pay scale for judicial officers as per the recommendation of the Second National Judicial Pay Commission (SNJPC).
The Bench of Chief Justice of India (CJI) D.Y. Chandrachud, Justice Krishna Murari and Justice Hima Kohli, while upholding its July 27 verdict of 2023, observed that there was no apparent error on the face of the record and reiterated the directions issued in its 2022 judgment.
The Apex Court further directed the Union government and the states of Haryana, Manipur and Uttar Pradesh to pay the arrears to the officers in three instalments.
