Tamil Nadu Issues Guidelines for 'Kalaignar Magalir Urimai Thogai' Scheme

Women with an annual family income of less than Rs. 2.5 lakh; family land holding not exceeding 5 acres (wetland) and 10 acres (dryland); and annual household electricity consumption below 3,600 units would be eligible to avail themselves of a monthly aid of Rs. 1,000 in Tamil Nadu.
These form the crux of the operational guidelines released by the State government for the implementation of 'Kalaignar Magalir Urimai Thogai', a major Assembly poll promise of the ruling DMK.
The scheme has been touted as the first-of-its-kind programme in the country, and named after former Chief Minister Karunanidhi.
Women, who have completed 21 years of age (born before September 15, 2002) are eligible to apply for the scheme.

CM Naveen Launches 'Ama Pokhari' to Rejuvenate Water Bodies

Chief Minister Naveen Patnaik launched 'Ama Pokhari' Yojana to rejuvenate around 2,000 large water bodies in all 115 urban local bodies of the state. Around Rs. 120 crore will be spent on the implementation of the initiative.
Launching the project, the Chief Minister said that the project will be implemented using natural and organic methodology to improve the climate of surrounding areas. The water bodies will also be developed for recreation of citizens and their surroundings will get an aesthetic facelift.
The renovation and maintenance of the water bodies will be done in collaboration with members of Mission Shakti. This will help in developing healthy public spaces for recreation and strengthen the ecological fabric of cities.

Cabinet Clears Draft Data Protection Bill

The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the draft Digital Personal Data Protection (DPDP) Bill, 2023, and will now be tabled in the upcoming monsoon session of Parliament for approval.
The draft bill — put out in the public domain for consultations in November 2022, proposes a hefty increase in penalty amount of up to Rs. 500 crore for violating the provisions, while also easing rules on cross-border data flows, among other things.
As per the Ministry of Electronics and Information Technology, the government received about 21,666 comments on the draft bill and each and everyone was considered and included in the final bill, wherever possible.
The bill proposes six types of penalties for non-compliance, including up to Rs. 250 crore for failure to take reasonable security safeguards, up to Rs. 200 crore for failure to notify the Board and affected users in the event of a personal data breach, and up to Rs. 200 crore for non-fulfilment of additional obligations related to children.

Govt. Launches Scheme for Modernisation of Fire Services in States

The Centre launched a scheme for the modernisation of fire services in all states with a total outlay of Rs. 5,000 crore under the National Disaster Response Fund.
A letter in this regard was sent to the chief secretaries and heads of fire services of the states.
To seek funds under the scheme, the state governments shall have to contribute 25 per cent (except for North-eastern and Himalayan states which shall contribute 10 per cent) of the total cost of the projects from their budgetary resources.
Union Home Minister Amit Shah announced the scheme while chairing a meeting with the Ministers of Disaster Management of states and Union Territories.

Rajasthan to Bring Bill Provisioning Life Imprisonment to Curb Recruitment Exam Paper Leaks

The Rajasthan government will bring a Bill in the next assembly session to increase the punishment for those involved in recruitment exam paper leaks from the current 10 years to life imprisonment, Chief Minister Ashok Gehlot said.
In March 2022, the assembly passed a Bill providing for imprisonment of up to 10 years and a fine of Rs. 10 crore for offences such as government exam paper leaks and cheating in such recruitment tests. This came a month after the REET level-two examination held in September 2021 was cancelled due to a paper leak.

Central Scheme for Minors Abandoned By Family Due to Pregnancy from Rape

The centre launched a scheme to provide shelter, food and legal aid to minors who have been abandoned by their families due to pregnancy from rape.
Women and Child Development Minister Smriti Irani said that the new scheme, launched under the aegis of the Nirbhaya scheme, is aimed at ensuring both infrastructural and financial support for pregnant minor survivors who have no means to fend for themselves.
Launched in 2021, Mission Vatsalya is focused on the protection and welfare of children.
Irani said that this additional support under the new scheme will be available for girls up to the age of 18 years at the level of child care institutions (CCI) and for women up to 23 years at aftercare facilities.
The new scheme covers minor girls who are victims of penetrative sexual assault and aggravated penetrative sexual assault.
