CM Baghel Launches Housing Scheme for Homeless Families in Chhattisgarh

Chhattisgarh Chief Minister Bhupesh Baghel launched the 'Mukhyamantri Gramin Awas Nyay Yojana' with the aim of providing assistance for constructing houses to eligible beneficiaries of the scheme across the state.
The scheme includes beneficiaries who need housing but are not eligible for the scheme as per the survey list 2011 as the socio-economic and caste census was conducted by the Union government in 2011.
The Baghel government conduct the Chhattisgarh State Socio-Economic Survey 2023 from April 1, 2023 to April 30, 2023. The survey included 5,979,000 families, out of which 1,076,545 families were found to be houseless and having kutcha houses. In order to provide homes to such families, the Rural Housing Justice Scheme was announced by the Chief Minister in July 2023. He said that the state government will bear 100 per cent cost of the implementation of the scheme.

India Rolls Out Policy to Ensure Dignity in Death for Border Roads Workers

India, on a mission to enhance its infrastructure along the country's remote frontiers, unveiled a groundbreaking policy aimed at dignifying the lives of casual workers employed by the Border Roads Organisation (BRO). Defence Minister Rajnath Singh approved this policy, which not only addresses the preservation and transportation of mortal remains but also raises funeral expenses. This move emphasizes the perilous nature of the work undertaken by these individuals in challenging terrains.
Until now, the facility for preserving and transporting mortal remains at government expense was exclusively available to BRO's General Reserve Engineer Force (GREF) personnel. However, recognizing the invaluable contribution of casual labourers, this policy extends this privilege to them as well.
The Border Roads Organisation (BRO) is a statutory body under the ownership of the Ministry of Defence of the Government of India. BRO develops and maintains road networks in India's border areas and friendly neighbouring countries.
The BRO was formed on May 7, 1960 to secure India's borders and develop infrastructure in remote areas of the north and north-east states of the country.
The Indian Army Pioneer Corps are attached to BRO task forces. BRO is also included in the Order of Battle of the Armed Forces, ensuring their support at any time. The organisations motto is Shramena Sarvam Sadhyam (everything is achievable through hard work).

Assam Govt. Launches Scheme to Give Rs. 2 lakh Each to Two Lakh Youth

Assam Chief Minister Himanta Biswa Sarma launched a new self-employment scheme - 'Mukhyamantri Atmanirbhar Asom Abhijan' - designed to empower the state's youth. The scheme will provide financial assistance with the aim of fostering entrepreneurship, promoting self-sufficiency and self-employment.
According to the Chief Minister, the scheme is divided into two categories based on the educational qualifications of the applicants.
The first category includes unemployed degree holders in fields such as engineering, MBBS, BDS, agriculture, animal husbandry, and fishery. These individuals will receive government assistance of Rs. 5 lakh, half of which will be a subsidy, and the remaining amount will need to be repaid without interest.
The second category comprises unemployed postgraduates, general graduates, ITI, and Polytechnic pass-outs. They will receive government assistance of Rs. 2 lakh, with Rs. 1 lakh being a subsidy and the remaining amount repayable without interest.
However, students from Scheduled Tribes (ST), Scheduled Castes (SC), and Other Backward Classes (OBC) who have a minimum qualification of Class 10 are eligible for the first category assistance.
The age criteria for all applicants is set at 28 years, with the upper limit being 40 years for the general category and 43 for ST, SC, and OBC applicants.

Lok Sabha Passes Historic Women's Reservation Bill

Twenty-seven years after the women's reservation Bill was first introduced in Parliament, the Lok Sabha passed a Bill with near unanimity to amend the Constitution and provide one-third reservation to women in the Lok Sabha and State Assemblies.
The Bill will now be taken by the Rajya Sabha for passage in the remaining two days of the Special Session of Parliament, and might require approval from half of the States.

Government Introduces Women's Reservation Bill

The Women's Reservation Bill that seeks to provide 33 per cent quota for women in Lok Sabha and state assemblies was introduced in the Lok Sabha in the ongoing special session of Parliament. Calling September 19 a historic day, Prime Minister Narendra Modi urged the Opposition to unanimously pass the Bill - 'Nari Shakti Vandan Adhiniyam' - that has been hanging for nearly three decades.
Women account for almost half of the country's 950 million registered voters but make for only 15% of parliament and about 10% of state legislatures.
Women's Reservation Bill
The, Constitution (One Hundred and Twenty Eighth Amendment) Bill, 2023, seeks to introduce three new articles and one new clause in the Constitution.
1. New clause in 239AA: Seats shall be reserved for women in the Delhi Legislative Assembly, 1/3rd of the seats reserved for SCs shall be reserved for women, 1/3rd of total number of seats to be filled by direct elections shall be reserved for women through law determined by parliament.
2. New Article - 330A: Reservation for women in Lok Sabha - 1/3rd of seats reserved for SCs and STs shall be reserved for women, 1/3rd of total seats to be filled by direct elections to the Lok Sabha shall be reserved for women.
3. New Article - 332A: Reserved seats for women in every state Legislative Assembly, 1/3rd of seats reserved for SCs and STs shall be reserved for women, 1/3rd of total seats to be filled by direct elections to the LA shall be reserved for women.
4. New article - 334A: Reservation shall come into effect after the delimitation is undertaken after the relevant figures for the first census have been published. Rotation of seats for women shall take effect after each subsequent exercise of delimitation.
A bill to provide reservation for women in Parliament and assemblies were first introduced in the Lok Sabha in 1996 by the Deve Gowda-led United Front government. It failed to get the approval of the House

Arunachal Pradesh CM Pema Khandu Announces Rollout of 'Mukhya Mantri Shramik Kalyan Yojana'

Arunachal Pradesh Chief Minister Pema Khandu announced the rollout of a new scheme titled 'Mukhya Mantri Shramik Kalyan Yojana' for the welfare of the labour force of the state. He made this announcement while addressing a function in Itanagar. Khandu said that incentives for workers registered with the Arunachal Pradesh Building and other Construction Workers Welfare Board were revised in this scheme.
Under the scheme, maternity benefit for families of workers was enhanced from Rs. 1,000 to Rs. 6,000; natural death compensation from Rs. 50,000 to Rs. 2 lakh and accidental death compensation from Rs. 1 lakh to Rs. 4 lakh.

Odisha Approves Scheme Titled 'Location Accessible Multi-modal Initiative'

The Odisha government approved a new public transport network programme which would establish connectivity between gram panchayats and capital city.
The State Cabinet chaired by Chief Minister Naveen Patnaik approved the Scheme titled 'Location Accessible Multi-modal Initiative' (LAccMI) to establish a seamless public transport network across the state from GP level to the state capital.
The project cost is estimated to be approximately Rs. 3,178 crore in the first three years of bus operation from 2023-24 to 2025-26. Buses will connect all gram panchayats, block headquarters, district headquarters, major cities and economic hubs across the state.
The LAccMI Scheme would be implemented in a phased manner. About 1000 buses would be deployed under the scheme. The tenure of the scheme would be 10 years extendable by 2 years.
