RS Passes Limited Liability Partnership Amendment Bill

  • The Rajya Sabha passed the Limited Liability Partnership (Amendment) Bill, which seeks to encourage the start-up ecosystem and further boost ease of doing business, amid uproar by the opposition on Pegasus snooping row and other issues.
  • The bill, which was passed after a short debate, seeks to decriminalise 12 offences under the law and help to improve the ease of doing business by amending the Limited Liability Partnership (LLP) Act, 2008.
  • Finance Minister Nirmala Sitharaman moved the bill for consideration and passage. The bill was introduced in the House last week.
  • The proposed bill seeks to reduce the total number of penal provisions under the LLP Act to 22, compoundable offences to 7, non-compoundable offences to 3 and the number of defaults to be dealt with under the 'In-House Adjudication Mechanism' will be only 12.

Lok Sabha Passes Essential Defence Services Bill

  • The Lok Sabha passed the Essential Defence Services Bill, 2021, that allows the government to prohibit strikes, mass casual leave and lockouts in essential defence services establishments.
  • All offences punishable under the Bill will be cognisable and non-bailable. Persons commencing or participating in illegal strikes will be punished with up to one-year imprisonment or Rs 10,000 fine, or both.

Parliament Passes 'Inland Vessels Bill, 2021'

  • Parliament passed The Inland Vessels Bill, 2021, which aims to bring uniformity in the application of the law relating to inland waterways and navigation within the country.
  • Lok Sabha had passed the Bill in July. It was cleared by the Rajya Sabha by a voice vote.
  • Ports, Shipping and Waterways Minister Sarbananda Sonowal, moved The Inland Vessels Bill, 2021 in the Upper House for consideration and passing.
  • The Bill will promote economical and safe cargo transportation in the inland water and bring uniformity in the application of the law relating to inland waterways and navigation in the country.

Lok Sabha Passes Bill to Amend Public Sector General Insurance Law

  • Lok Sabha passed a bill to amend the general insurance law to allow the government to pare its stake in state-owned insurers.
  • The General Insurance Business (Nationalisation) Amendment Bill, 2021 is aimed at generating required resources from the Indian markets so that public sector general insurers can design innovative products.
  • As per the statement of objects and reasons of The General Insurance Business (Nationalisation) Amendment Bill, 2021, it seeks to remove the requirement that the central government should hold not less than 51 percent of the equity capital in a specified insurer.

Rajasthan Govt. Launches 'Mission Niryatak Bano' to Foster Exports from State

  • The Rajasthan government's industries department and the Rajasthan State Industrial Development and Investment Corporation (RIICO) have launched the 'Mission Niryatak Bano' campaign to promote aspiring exporters in the state. The campaign is aimed at registering and handholding the local traders willing to expand their business to foreign countries, in six steps. This shall cover assistance from training, securing necessary documentation, registration in Rajasthan Export Promotion Council and even support in exports and trade operations.
  • The state government in consideration of the challenges of small businesses had waived off the need for several state-level clearances for the initial three years of upcoming businesses. The exporter assistance campaign shall be another step in helping the local business develop understanding towards the procedures and increase their business.

Kerala Police Launches 'Pink Protection' Project for Women Safety

  • The Kerala Police launched a new initiative called the Pink Protection project for the protection of women in public, private and digital spaces. The Pink Protection project aims to prevent dowry-related issues, cyber-bullying & humiliation in public places. It has 10 components, one of which is activating the existing Pink Police Patrol system, named Pink Janamaithri Beat.
  • They will collect information from panchayat members, neighbours and other locals and hand it over to the Station House Officers for further action.
  • The Pink Beat system, in which specially trained women police officers have been deployed, will be present at Karnataka State Road Transport Corporation (KSRTC) and private buses and in front of schools, colleges and other public places including bus stops.
  • Pink control rooms have been set up in all 14 districts to coordinate the activities.
  • The Pink Shadow Patrol team will also be deployed to detect the presence of anti-socials in crowded areas and to take action.
  • A bullet patrol team of woman police officers called "Pink Romeo" was also launched as part of the project.

Delhi Assembly Passes GST Amendment Bill

  • The Delhi Assembly passed the 'Delhi Goods and Services Tax (Amendment) Bill, 2021' to smoothen the GST filing process and to prevent tax evasion, amid opposition from the BJP over its introduction and passage on the same day.
  • Small changes have been made in 15 sections of the Delhi GST Act. These have been incorporated on the basis of experiences and feedback from traders, Deputy Chief Minister Manish Sisodia said while introducing the bill on the second and last day of the monsoon session.
