SEHAT Scheme for Jammu and Kashmir

Prime Minister Narendra Modi is to launch the SEHAT Scheme on December 26 for the Union Territory of Jammu and Kashmir. SEHAT is Social Endeavour for Health and Telemedicine.
The scheme will provide free cashless treatment for the inhabitants of Jammu and Kashmir up to Rs. 5 lakh of health cover.
The beneficiaries of the scheme are to be provided with a card.
The Common Service Centres are to be effectively used in the implementation of the scheme.
The scheme will include all the Indoor Patient Department cases of Pradhan Mantri Jan Arogya Yojana.
The scheme will also use the help of Arogya Mitras to cover maximum number of people.
The Jammu and Kashmir Medical Supplies Corporation is to provide the medical supplies for the hospitals under the scheme.

Karnataka Govt. Launches Affidavit-based Approval System to Assist Business

In an effort to enhance the ease of doing business in Karnataka; Chief Minister B. S. Yediyurappa launched the affidavit-based approval system (ABAS).
ABAS is launched as a part of the amended Karnataka Industrial (Facilitation) Act and will enable investors to establish a business without multiple clearances for the first 3 years.
As per Yediyurappa, Karnataka is a forerunner state when it comes to providing an investor-friendly ecosystem for the business community and various stakeholders.

PM Janjatiya Vikas Mission Jobs to Tribals in Remote, Moist Areas

The Centre will soon launch the Pradhan Mantri Janjatiya Vikas Mission to provide employment opportunities to tribals in remote, maoist-infested areas. PMJVM will be an amalgam of a number of existing schemes for a more targeted approach to generate employment for tribals in villages, based on the recommendations of a group of ministers on employment generation. It would focus on 100 most backward tribal-dominated districts.
The Centre will use unutilised funds earmarked for providing minimum support price for minor forest produce, district mineral fund and grant-in-aid under Article 275 (1) of Constitution for tribal areas to implement a number of initiatives. They would include acquiring minor forest produce at different village markets, setting up value-added centres by involving self-help groups in villages, setting up of food parks to market and sell the tribal products at district and state levels.
PMJVM would involve the Ministry of Tribal Affairs, Tribal Cooperative Marketing Development Federation of India and the Ministry of Micro, Small and Medium Enterprises.

General Category Employment in Government Services Open to All: SC

The Supreme Court has said that the general category vacancies in public employment is open to all, including aspirants belonging to reserved categories like other backward classes (OBCs) and Scheduled Castes (SCs) and Scheduled Tribes (STs). A bench comprising justices U. U. Lalit, Ravindra Bhat and Hrishikesh Roy said that disallowing meritorious candidates of reserved categories to migrate and get selected under general category would amount to communal reservation.
"The principle that candidates belonging to any of the vertical reservation categories are entitled to be selected in 'Open or General Category' is well settled. It is also well accepted that if such candidates belonging to reserved categories are entitled to be selected on the basis of their own merit, their selection cannot be counted against the quota reserved for the categories for the vertical reservation that they belong," Justice Lalit, who wrote for himself and Justice Roy, said.

Government to Soon Notify the New National Broadcasting Policy

The Ministry of Information and Broadcasting is in the process of coming up with a Draft National Broadcast Policy and consultations on the AVGC Policy too will be held very soon, said Neerja Shekar, Additional Secretary (Broadcasting) & CVO, Ministry of Information and Broadcasting in her address at 9th CII BIG Picture Summit.
Consultations on the National Broadcasting Policy were held with the stakeholders and by the industry some time back.

Digital Services Act and Digital Markets Act

The Digital Services Act and Digital Markets Act are two landmark legislations from the European Union. The draft legislation gives specific regulations to limit the powers of global internet companies like Google, Apple, Facebook and Amazon in the European market. Under the legislation, the larger firms are designated as digital gatekeepers and would be subject to stricter regulations. Violation of competition rules could invite as much as 10% of the firm's annual turnover.
Digital Services Act aims to create uniform framework throughout the European Union in handling potentially harmful content online, protection of users' fundamental rights online, liability of online intermediaries for third party content and bridging the information asymmetries between online intermediaries and their users.
The Digital Markets Act addresses the digital market imbalances in the European Union.
Digital market act is applicable only to provider of core platform services. This includes social networking services, search engines, operating systems and online intermediation services.
