Russia Offers TOS-2 'Tosochka' Heavy Flamethrower Vehicles to India
Defense Ministry of Russia offered India its latest TOS-2 'Tosochka' heavy flamethrower vehicles for defeating enemy personnel. TOS-2 (the R&D work 'Tosochka') is a derivative of the TOS-1A 'Solntsepyok' heavy flamethrower system with improved performance characteristics. As compared to its predecessor, it is mounted on the wheeled chassis.
According to Russian designers, the heavy flamethrower systems are intended to destroy light-armor vehicles, incapacitation of the personnel deployed on open spaces or in shelters, initiate fires and smokescreens by smoke/incendiary munitions. TOS-2 is armed with fuel-air explosive munitions that use spraying of combustible material and explosion of the formed gas cloud. In terms of power, they are compared with midget tactical nuclear munitions, though they have no radiation effect.

India and USA Begin Work on BECA Draft Agreement
India and the United States have begun work on the draft paper of the Basic Exchange and Cooperation Agreement (BECA), the third of the "foundational" pacts that aims to bring the armed forces of the two countries closer. Work on the drafts has just begun after a successful meeting on BECA in Washington DC. After several rounds of discussions led by the Indian ministry of defence and the U.S. National Geospatial Agency, it was decided to begin work on the draft. Indian and U.S. armed forces officials were part of the meeting.
BECA is the third of the agreements, India already having signed the Logistics Exchange Memorandum of Agreement (LEMOA) and the Communications Compatibility and Security Agreement (COMCASA). Both sides are confident that the agreement could be signed by the end of the year.
In fact, both sides are working towards signing the agreement with the Trump administration before the November US Presidential polls. BECA would lead to sharing information relating to various kinds of data, whether it is imagery, hydrological, topographical or other kinds of data.

India Defers Navy Maritime Exercise in Milan
India decided to postpone its biggest maritime exercise, called Milan, in the wake of rising cases of coronavirus infections outside China. The multi-nation naval drills were to be staged off the Vishakhapatnam coast from March 18 to 28.
The conduct of Milan 2020 had generated a very enthusiastic response, with navies around the world having expressed their desire to participate; and in deference to this interest, the Indian Navy looks forward to scheduling Milan at a later, convenient date.
Around 40 countries were scheduled to take part in the exercise, but China was not invited for the drills. The exercise was traditionally staged off Port Blair, but has been moved to the eastern seaboard as it offers better bandwidth for conducting bigger drills. The latest edition of Milan was being organised in the backdrop of China's growing naval activity in the Indian Ocean region.

Nagpur Based Company Develops Next-Gen Electronic Grenade for Army
Economic Explosives Limited (EEL), a company under city's Solar Group, a major producer of commercial and defence explosives, expects to put up its latest electronic multimodal hand grenade for trials soon. This is one step ahead of the latest grenade being acquired by the Army.
The technology for making the grenade has been shared with the company by Chandigarh-based Terminal Ballistics Research Laboratory (TBRL), a unit under DRDO.
Based on it, EEL has come up with initial units of the grenade, that were also put up on display at Axis-2020 exhibition under way at VNIT.
TBRL has also shared the technology of the non-electronic multimodal grenades with EEL, making it the sole private player to take part in the process for supplying the weapon to the army.
EEL has already taken part in a request for proposal (RFP) by the Army to make multimodal grenades without using the electronic mechanism. The weapon will also be made by the Ordnance Factory, Khamaria in Madhya Pradesh. Both the entities await the bulk production order from the Army.
