UGC Eases Norms for Dual and Joint Degrees with Foreign Varsities

Easing the rules for academic collaborations between Indian and foreign universities, the University Grants Commission (UGC) approved key amendments, including a provision for "dual degree programmes" — both the Indian and foreign institutions will give separate and simultaneous degrees for a course of the same discipline, and at the same level. The amendments also curb the regulator's supervisory role in facilitating such collaborations. Indian universities that meet a minimum academic standard will not need UGC's permission to offer such programmes.
For dual degrees, students will have to complete at least 30 per cent of their course credit at the foreign institution. The degrees awarded by both the Indian and foreign institutions will indicate the credits earned at the respective institutions. The course will have to be of the same discipline, and at the same level. For example, a student enrolled in a BA History programme in an Indian university can pursue a part of her course at a foreign institution. At the end of the course, the student will be awarded two degrees, separately and simultaneously, by the Indian and foreign institution.

Dr. Ambedkar Centre of Excellence to be Launched Nationally on April 22, will be Set up in 31 Cen...

The Banaras Hindu University (BHU) will play host to the national launch of Dr. Ambedkar Centre of Excellence on April 22, 2022. The centre will be launched by the Social Justice and Empowerment Minister, Government of India, Virendra Kumar. The centres are being launched to provide coaching facilities to scheduled caste (SC) students for civil services examination conducted by the Union Public Services Commission (UPSC).
Each centre will have 100 seats for coaching and over 33 per cent of total sanctioned seats may preferably be given to eligible female candidates of the scheduled caste (SC) category. As many as three faculty members are to be appointed in each centre. The centres are proposed to have separate classrooms, library, hi-speed WiFi connectivity and other required infrastructure for smooth functioning. For taking admission to the centre to avail coaching, candidates will have to clear an entrance test.

Extreme Poverty In India Declined By 12.3 Percentage Points During 2011-2019: World Bank Report

Poverty in India is 12.3 percentage points lower in 2019 as compared to 2011. The poverty headcount rate has declined from 22.5 percent in 2011 to 10.2 percent in 2019. According to policy research working paper of World Bank, Poverty reduction was higher in rural areas as compared to urban India. Rural poverty dropped by 14.7 percent while urban poverty declined by 7.9 percentage points during 2011 to 2019.
According to the study, farmers with small landholding sizes have experienced higher income growth. Real incomes for farmers with the smallest landholdings have grown by 10 percent in annualized terms between the two survey rounds in 2013 and 2019 compared to a 2 percent growth for farmers with the largest landholding.

Fda Authorizes First-Ever Breathing Test For Detecting Covid-19 Infection

The Food and Drug Administration (FDA) authorized the first test, InspectIR COVID-19 Breathalyzer, to detect COVID-19 through the breath for emergency use. The InspectIR COVID-19 Breathalyzer which is about the size of a carry-on piece of luggage is able to identify five volatile organic compounds tied to the coronavirus in a person's breath using a technique known as gas chromatography gas mass-spectrometry, delivering results within three minutes, according to the FDA, the statement reads.
The agency said that in a study of 2,409 people, which included both people with and without symptoms, the test had a 99.3 per cent specificity rate, which measures the per cent of correctly identified negative test samples.

IIM Ahmedabad Defers Launching New Logo

The Board of Governors (BoG) of the Indian Institute of Management Ahmedabad (IIMA) decided to postpone the launch of its new logo, the business school board's chairperson and noted industrialist, Kumar Mangalam Birla, a move that comes in the backdrop of a section of faculty members objecting to a proposed change in the logo.
Notably, some faculty members of the premier management institute had raised objection to a proposed change in the logo of the IIMA through a letter to the BoG earlier this month. They had complained in the letter that the decision to change the logo was taken without any consultation.

Now, Students can Opt for Two Degree Courses at Same Time

Students can now pursue two full-time degree programmes simultaneously at the undergraduate and postgraduate level, either in physical or online mode or in combination.
The UGC approved simultaneous dual degree courses for students in India, allowing them to complete courses either at the same university or from different universities at the same time, University Grants Commission Chairman M. Jagadesh Kumar said, adding that the UGC would soon issue detailed guidelines in this regard.
Two full-time programmes can be taken up in physical mode provided class timings do not overlap. For example, a student can pursue BCom classes in the morning and BA classes in the evening.

SC Asks FTII to Allow Candidates with Colour Blindness to Pursue Filmmaking

The Supreme Court directed the Pune-based Film and Television Institute of India (FTII) to allow candidates suffering from colour blindness to pursue all courses on filmmaking and editing, saying there was a need to adopt a more inclusive and progressive approach to the matter.
It said no discrimination be made based on colour blindness for getting admission in the institute as it is not a form of blindness but a deficiency.
The authorities cited FTII rules which state that colour blind candidates are not fit for admission in a few courses, including film editing. Kumar had moved the high court in 2016 against rejection of admission but failed to get a reprieve.
