Lok Sabha Passes Dam Safety Bill

The Dam Safety Bill, 2019 was passed by a voice vote in the Lok Sabha.
The Bill seeks to provide for institutional mechanism for surveillance, inspection, operation and maintenance of specified dams across the country.
According to Jal Shakti Minister Gajendra Singh Shekhawat, the Centre had no intention of taking over the powers of States through the draft law.

RS Clears UAPA Bill

The Unlawful Activities (Prevention) Amendment Bill that allows the Centre and states to designate individuals as terrorists and seize their properties was approved by the Rajya Sabha.
The Rajya Sabha passed the Bill with 147 votes in favour and 42 voting against it. The Congress and Bahujan Samaj Party supported the Bill.
The Bill was opposed by the Trinamool Congress and the Left parties, along with some others.

Bill for Death for Rape of Minors

The Lok Sabha passed a bill providing for the death penalty for aggravated sexual assault on children.
The landmark legislation for child rights, the Protection of Children from Sexual Offences (Amendment) Bill, 2019, was passed by voice vote.
The Rajya Sabha had passed the bill last week and the bill would now require the President's assent to turn it into law.

Rajya Sabha Clears Motor Vehicles (Amendment) Bill

The Motor Vehicles (Amendment) Bill, 2019 that aims to improve road safety and other transport related matters was cleared by the Rajya Sabha. In the area of road safety, the Bill proposes to increase penalties to act as deterrent against traffic violations. Stricter provisions are being proposed in respect of offences. There would be an increase by 10 per cent every year in penalty regarding motor vehicles.
The Group of Transport Ministers (GoM) of States, which the the Ministry of Road Transport & Highways has constituted recommended the changes to the Motor Vehicles (Amendment) Bill, 2019.

Goa Plans Law to Reserve 80% pvt. Jobs for Locals

A policy to ensure 80% of jobs reservation in private industries for Goans would be formulated by the Goa government.
The Goa government took this decision after Andhra Pradesh passed a bill reserving 75% of jobs in the private sector for locals.
According to Sawant, without a policy it would be difficult to implement the undertakings companies give to employ 80% locals.

Triple Talaq Bill Sails Through

The Muslim Women (Protection of Rights on Marriage) Bill, 2019, better known as the Triple Talaq Bill, was passed in the Rajya Sabha.
The ruling BJP comfortably managed the number in favour of the legislation, which criminalises instant divorce by Muslim men.
In the 240-member House, 99 members voted in favour of the Bill, 84 opposed it while 57 members stayed away — by either walking out, abstaining or being absent.

Medical Commission Bill Passed

The Lok Sabha passed the National Medical Commission Bill, 2019 (NMC) with Union Health Minister Harsh Vardhan assuring the House that the Bill, which seeks to repeal the Indian Medical Council Act, 1956, would go down in history as the most revolutionary step taken to improve medical education in India.
According to him, no powers of the State government would be taken away by the Centre through this Bill.
A motion for consideration of the Bill was passed by 260-48 votes after a division of votes was sought and the Bill was then passed by a voice vote.

SPPU Committee Recommendation

The Aroon Adsul committee submitted new recommendations for upgrading the rules and regulations of the Savitribai Phule Pune University's (SPPU) earn and learn scheme. The committee submitted a draft to the management council for approval after a meeting was held on July 26, 2019.
Adsool, former vice-chancellor of Savitribai Phule Pune University and currently the chairman of Indian Institute of Entrepreneurship (IIE), said that whenever a student takes admission in any department at the SPPU, he/she would need to get a reference letter from the head of the department (HOD).
Along with that, the student would have to submit their Aadhaar card, bank account number and also thumb impression.
Only after this process, the student would be given the earn and learn code (ELC), which was introduced in the system recently.
After getting enrolled under this scheme, every student now would give an undertaking in which the student would give assurance to the university to have 75 per cent minimum attendance in his respective class where he is studying.
If the attendance is less than 75 per cent, then the particular student will not get the payment under this scheme for that particular month. If the student remains absent for three months with less than 75 per cent attendance, then he/she will be removed from this scheme.
