Forest Committee Approves Scheme To 'Trade' In Forests

The Forest Advisory Committee, an apex body tasked with adjudicating requests by the industry to raze forest land for commercial ends, has approved a scheme that could allow "forests" to be traded as a commodity. If implemented, it allows the Forest Department to outsource one of its responsibilities of reforesting to non-government agencies.
In the current system, industry needs to make good the loss of forest by finding appropriate non-forest land — equal to that which would be razed. It also must pay the State Forest Department the current economic equivalent — called Net Present Value — of the forest land. It's then the Forest Department's responsibility to grow appropriate vegetation that, over time, would grow into forests.

Kerala CM Announces Wage Subsidy Scheme For New Ventures

Kerala chief minister Pinarayi Vijayan unveiled a set of path-breaking initiatives that will enhance the ease of doing business in the state including a wage subsidy scheme for the first five years for new ventures getting registered from April 1, 2020.
Inaugurating the two-day ASCEND Kerala 2020 global investors meet, organised by the state department of industries, in Kochi, showcasing over 100 major projects before the leaders of industry.

Andhra Pradesh CM Jagan Mohan Reddy Launches 'Amma Vodi' Scheme

The Andhra Pradesh government launched the 'Amma Vodi' scheme. Mothers and guardians of school-going children from lower income groups will get financial assistance of Rs 15,000 annually under the scheme.
Andhra Pradesh chief minister YS Jagan Mohan Reddy launched the scheme, which was a key poll promise of his party YSRCP. Amma Vodi translates to 'mother's lap' in Telugu.

AP Amma Vodi Scheme: Rs 15,000 For Mothers In Andhra Pradesh

Andhra Pradesh (AP) Amma Vodi scheme for mothers: Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy has launched first of its kind scheme for mothers in India.
His government's flagship programme 'Amma Vodi' scheme is meant to support lakhs of poor and needy mothers to educate their children.Reddy further said that English will be the medium of instruction from class 1 to class 6 in all government schools from this academic year and accordingly it would be extended annually to take class 10 board education in English medium in 4 years.
Reddy government is also spending about Rs 360 crore to redecorate the menu of the mid day meal scheme in government schools, enhancing the quality of food with modification daily.

Jagan Launches Rs. 6,455-cr Cash Transfer Scheme

Andhra Pradesh chief minister YS Jagan Mohan Reddy launched a direct cash transfer scheme to encourage women to send their children to school.
Under the scheme, Jagananna Amma Vodi, an amount of Rs. 15,000 would be directly transferred into the accounts of women enrolled for the same, as an incentive for sending their children to schools. The scheme aims to cover 42,12,186 mothers to benefit 81,72,224 school-going children, with effect from the current academic year 2019-20.
An amount of Rs. 6,455 crore has been allocated by the state government in the current budget. The scheme will not be applicable to school or college dropouts. Government employees and income taxpayers will also not be eligible for the scheme.

Kerala Youth Commission To Host 'Adalat' For Transgenders

To encourage the transgender community to open up about various issues faced by them and for speedy grievance redressal, the Kerala State Youth Commission has scheduled a state-level "Adalat" to be held on 10 March 2019.
The "Adalat", exclusively for the LGBT community is being held for the first time in the state.

Cabinet approves ratification of Migration and Mobility Partnership Agreement between India and F...

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has given its approval for the ratification of Migration and Mobility Partnership Agreement between India and France. The Agreement was signed in March, 2018 during the State Visit of the French President to India.
The Agreement represents a major milestone in enhancing people-to-people contacts, fostering mobility of students, academics, researchers and skilled professionals and strengthening cooperation on issues related to irregular migration and human trafficking between the two sides.
The Agreement is a testimony to India's rapidly expanding multi-faceted relationship with France and symbolizes the increasing trust and confidence between the two sides.

Central Govt To Set Up 1023 Fast Track Special Courts For Speedy Disposal of POCSO and Rape Cases

Twenty-four states and union territories have joined a scheme to set up a total of 1,023 'fast-track special courts' (FTSCs) to dispose of over 1.60 lakh cases of rape of children and women pending in various courts across the country.
In a statement, it said out of total 31 states and UTs, so far 24 have joined this scheme. The states are Andhra Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Delhi, Nagaland, Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Tripura, UT of Chandigarh, Uttarakhand and Uttar Pradesh.

Cabinet Apprised Of Amendments In Motor Vehicles Act

The Cabinet has been apprised of the amendments to the motor vehicles law that will ensure concurrence of state governments while formulating the National Transport Policy.
The new Motor Vehicles Act with stricter penalties for violation of traffic laws has come into force Pan-India from September 1, 2019.
"The Union Cabinet, chaired by Prime Minister Narendra Modi, has been apprised of information about the amendments moved to the Motor Vehicles (Amendment) Bill, 2019 as passed by the Rajya Sabha.

Punjab Government Sanctions Rs 650 Crore Rejuvenation Plan For Budah Nallah In Ludhiana

Punjab Chief Minister Captain Amarinder Singh has approved Rs 650 crore for the rejuvenation of highly polluting Budah Nallah.
The Chief Minister has also asked the local government department to ensure the timely completion of the project, within two years.
Presiding over a high-level meeting, Amarinder directed Sanjay Kumar, Additional Chief Secretary of local government, to take all necessary steps for the rejuvenation of Budah Nallah, having a total length of 47.55 km, of which 14 km passes through Ludhiana city.

Kolkata Police to start third edition of 'Sukanya' project

Kolkata Police will start the third edition of its 'Sukanya' project to provide girls studying in schools and colleges in the city with self-defence training. The third batch of 'Sukanya' will start I January, 2019 at 100 city-based schools and colleges situated in Kolkata Police jurisdiction.
Girl students of VIII, IX, XI and girls studying in the first year at educational institutions in this area will be part of it.
Sukanya is an initiative of the Kolkata Police's Community Policing Wing to provide self-defence training to girl students of city-based schools, colleges and universities.
The initiative is funded by Women and Child Development and Social Welfare Department of the state government.

WB Govt to provide holy water of Ganga Sagar through an app

West Bengal Government has decided to provide holy water of Ganga Sagar on the occasion of Makar Sankranti.
The District Magistrate of South 24 Paraganas and Mela officer P Ulganathan told Newsmen that people who desire to have holy water may apply through the designated app of the Mela.
The only courier charges will be taken for this purpose. Mr Ulganathan launched an app for the pilgrims of Ganga Sagar to cater to various information to the devotees.
The Ganga Sagar Mela will take place on the 14th of January this year. West Bengal Government has also decided insurance coverage of pilgrims this year.

Won't separate children from families for now: Centre to SC on Assam NRC

Parents who have been included in Assam's register of citizens but their children have not will not be separated for now, the Centre's top law officer KC Venugopal promised the Supreme Court.
The top court was hearing a request filed by a non-profit that complained there were 60 children in detention centres because their citizenship was yet to be established. In these 60 cases, one or both parents had made it to the citizens' register but the children were detained because they could not clear the citizenship test.
"I cannot conceive children being sent to detention centres. Where parents have been given citizenship through National Register of Citizens, the children will not be sent to detention centres for now," Attorney General KK Venugopal told the Supreme Court.
A bench led by Chief Justice of India SA Bobde told the government to file an affidavit in four weeks.
A child born in India after 2004, when the citizenship law was amended, is considered an Indian citizen only if both his parents are citizens. In case only one of the parent is an Indian, the child will be considered a citizen if the other is not an illegal migrant at the time of his birth.

SC upholds constitutionality of Bengal's Madrasah Service Commission Act

The Supreme Court upheld the West Bengal Madrasah Service Commission Act, 2008, clearing the way for appointment of teachers in madrassas in the state.
The top court also upheld the appointment of teachers made by commission constituted under the Act.
A bench of justices Arun Mishra and U U Lalit set aside a Calcutta High Court verdict which had held the legislation as unconstitutional and the appointments made by the madrassa management committees till now will also remain valid in the larger interest.
It upheld the constitutional validity of the West Bengal Madrasah Service Commission Act, 2008 which mandated that the appointment of teachers in madrassas was to be decided by a commission.

CM Jagan Mohan Reddy inaugurates Aarogyasri scheme

Andhra Pradesh Chief Minister YS Jagan Mohan Reddy inaugurated Dr YSR Aarogyasri scheme at Eluru in West Godavari district.
He added that a total of 2,059 medical ailments will be covered under the scheme.
He also added that YSR Aarogyasri scheme is applicable to people having an annual income of up to Rs 5 lakh and the eligible people will be given Aarogyasri cards.
The scheme will be applicable to those people whose treatment amount crosses Rs 1,000.
Adding that the government will distribute 1.42 crores cards with QR codes all over the state, the free treatment will be given to cancer patients.

Chhattisgarh CM Constitutes Panels For Rs 2500 Paddy Price

Chhattisgarh chief minister Bhupesh Baghel set up a committee under agriculture minister Ravindra Choubey to ensure the payment of Rs 2500 per quintal to farmers against procurement of paddy on minimum support price.
Tribal development minister Premsai Tekam, forest minister Mohammad Akbar and food minister Amarjeet Bhagat will be its members.

Gujarat Government Employees Now Get DA At Par With Central Govt Employees

In a New Year gift for over nine lakh state government employees and pensioners, the Gujarat government hiked the dearness allowance (DA) by five percent.
With this, the DA would be 17 per cent, on par with Central government employees.
It will benefit 5.11 lakh employees and 4.5 lakh pensioners.

MEA Sets Up Emerging Technologies Division

The external affairs ministry announced the setting up of new, emerging and strategic technologies (NEST) division. The development comes close on the heels of the government allowing all network equipment makers, including Huawei, to participate in 5G trials.
NEST will act as the nodal division within the ministry for issues pertaining to new and emerging technologies. It will help in collaboration with foreign partners in the field of 5G and artificial intelligence.
