Health Minister Vardhan Approves National Policy for Rare Diseases, 2021

  • Union Health Minister Harsh Vardhan approved the 'National Policy for Rare Diseases 2021' which aims to lower the high cost of treatment for rare diseases, with increased focus on indigenous research and local production of medicines.
  • A provision for financial support up to Rs. 20 lakh under the Umbrella Scheme of Rastriya Arogya Nidhi is proposed for the treatment of those rare diseases that require a one-time treatment (diseases listed under Group 1 in the rare disease policy).
  • Beneficiaries for such financial assistance will not be limited to BPL families, but the benefit will be extended to about 40 per cent of the population who are eligible under the Pradhan Mantri Jan Arogya Yojana.
  • The financial support for the treatment of rare diseases is proposed under the Umbrella Scheme of Rastriya Arogya Nidhi (RAN) and not under the Ayushman Bharat PMJAY.

Centre Approves PLI Scheme for Food Processing Sector

  • The government approved a production-linked incentive (PLI) scheme for the food processing sector, entailing an outlay of Rs. 10,900 crore.
  • The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the scheme which will help create 2.5 lakh jobs, boost exports and ensure availability of a wider range of value-added products for consumers.

Parliament Passes Finance Bill 2021

  • The Parliament passed Finance Bill 2021, giving effect to the financial proposals of the central government for the financial year 2021-22. A day after it was approved by the Lok Sabha, the Upper House also ratified it. The passage of the Finance Bill by Parliament marks the completion of the budgetary process.

Social Justice Ministry to Launch Poshan Abhiyan for Elderly

  • Ministry of Social Justice and Empowerment aims to launch 'Poshan Abhiyan' for the Elderly to provide them 'nutrition support'.
  • Under the mission, supports will be provided to indigent elders who are not staying in Old Age Homes and are victims of malnutrition. Mission will focus on procuring healthy food material which are available locally to serve hot-cooked mid-day meals. Scheme will be implemented by "Gram Panchayats and Urban Municipalities". 'Senior Citizens Welfare Fund' will be utilized to fund & implement the mission.
  • Government of India has been implementing several schemes and programmes under an Umbrella Scheme for Senior Citizens called "National Action Plan for Senior Citizens". This scheme provides for financial security, shelter & welfare, healthcare & Nutrition, protection of life & property, awareness generation and active & productive ageing.

Bill to Combine 7 Castes in TN

  • Rajya Sabha passed the Constitution (Scheduled Castes) Order (Amendment) Bill-2021 to club seven castes in poll-bound Tamil Nadu under one nomenclature of Devendrakula Vellalars.
  • The passage in Rajya Sabha completes the parliamentary approval process. Lok Sabha had passed the bill last week and it will now go to the President for his assent.
  • The bill was passed after a reply by Social Justice and Empowerment Minister Thaawar Chand Gehlot on the matter.

Bihar First State to Have Own Ethanol Policy

  • The Bihar Cabinet has approved the Ethanol Production Promotion Policy, 2021, becoming the 1st Indian State to have an ethanol promotion policy. The policy allows the extraction of ethanol, which was restricted to sugarcane, from surplus quantities of maize as well. The new policy would permit ethanol production in Bihar from all feedstocks permitted by National Policy on Biofuels, 2018, and subsequently by the National Biofuel Coordination Committee.
  • So far, the government of India has granted permission for ethanol production from B-heavy molasses, C-heavy molasses, grains unfit for human consumption, sugarcane juice, sugar, sugar syrup, surplus rice and maize.
  • The Ethanol Production Promotion Policy, 2021, of Bihar promotes new standalone ethanol manufacturing units by providing them additional capital subsidy at 15% of the cost of plant and machinery up to a maximum of Rs. 5 crore.
