All of Bengal to Be under Swasthya Sathi Scheme

At a time when West Bengal is battling an outbreak of COVID-19 infections, Chief Minister Mamata Banerjee announced that the "Swasthya Sathi" health scheme of the government would cover the entire population of the State.
Ms. Banerjee said that her government planned to extend the cashless scheme where Rs. 5 lakh insurance is provided to every family in the entire State.
"It is a smart card and is being issued in the name of a female family member. I am announcing today that every family in West Bengal, every person, be it a child or an old man or woman, irrespective of their religious affinity, will be covered under this scheme," she said.

Service Export India Scheme

The government is looking to revamp a key exports incentive scheme for the services sector, the hardest hit by the Covid-19 pandemic. The proposed revamp could see some widening of the scheme to bring in more beneficiaries and sectors.
The Service Export from India Scheme (SEIS) covers nine broad sectors, including business services, communication, construction and tourism.
SEIS was launched in 2015 to boost services exports. It offers incentives of 5-7% of net foreign exchange earned.
Under the scheme, benefit is extended in the form of duty credit scrip which enables the holder to import all goods which are freely importable without payment of basic customs duty.

Kerala Police Act Amendment Put on Hold

Faced with mounting criticism, the CPI(M) and the CPI leaderships prevailed on their Left Democratic Front (LDF) government in Kerala to put on hold implementation of the controversial Kerala Police Law Amendment Ordinance.
As per Kerala Chief Minister Pinarayi Vijayan, a detailed discussion will be held in the Assembly regarding this, and the future course will be decided upon after duly considering the opinions coming upfront from all quarters.
The amendment vide the Ordinance was to give more powers to police to tackle cyber crimes.

Kerala Governor Signs Kerala Police Act Amendment Ordinance

Amid resistance from the opposition parties, Kerala Governor Arif Muhammad Khan signed the Kerala Police Act amendment ordinance.
The law aims to stop bullying, insulting or disgracing individuals through any content and circulating the same through any communication medium.
The offenders will be awarded a sentence of five years/penalty of Rs. 10,000 or both.

Labour Ministry Proposes 12 Working Hours

The Labour Ministry has proposed maximum 12 working hours in a day, including intervals under the draft rules on Occupational Safety, Health and Working Conditions (OSH) Code 2020 passed earlier this year by Parliament.
However, the weekly working hours limit has been fixed at 48 hours (six days X eight hours, with one weekly off) under the draft rules notified on November 19, 2020.
This has drawn flak from many corners because the OSH Code passed by Parliament provides for maximum eight working hours in a day.
The necessary provision in the draft rules so that all workers working beyond eight hours get overtime.
As per draft rules on OSH Code, in calculating overtime on any day, a fraction of an hour between 15-30 minutes shall be counted as 30 minutes.
At present, less than 30 minutes is not counted as overtime in the existing legal framework.
