Delhi to Launch Doorstep Ration Delivery Scheme

  • The Delhi government is prepared to launch its flagship doorstep ration delivery scheme with a limited number of households in Seemapuri from March 25.
  • The 'Mukhya Mantri Ghar Ghar Ration Yojna' for doorstep delivery of rations will be launched by Chief Minister Arvind Kejriwal.
  • The scheme will initially involve 100 households in Seemapuri.
  • It will be expanded to cover all eligible households in Seemapuri and other areas from April.

Labour Minister Launches Convergence of ESI Scheme with Ayushman Bharat PM-JAY

  • Union Minister for Labour and Employment Santosh Gangwar launched the convergence of the ESI Scheme with Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (Ayushman Bharat PMJAY).
  • According to State Insurance Corporation (ESIC), the move will help 1.35 crore insured workers and their dependent family members to get cashless medical care services in the Ayushman Bharat PM-JAY-empanelled hospitals without any referral, the Employees.
  • As part of the convergence, the beneficiaries of PM-JAY will also be able to avail cashless treatment at 15 underutilized ESIC hospitals and medical colleges in Bihar, Gujarat, Karnataka, Maharashtra, Rajasthan and Uttar Pradesh.

Parliament Passes Arbitration Amendment Bill

  • Parliament approved a Bill to amend the arbitration law that would ensure all stakeholders get a chance to seek an unconditional stay on enforcement of arbitral awards where an agreement is induced by fraud or corruption.
  • The Arbitration and Conciliation (Amendment) Bill, 2021, was passed by voice vote in the Rajya Sabha. The Bill was passed in the Lok Sabha in February.
  • It will replace an Ordinance issued on November 4, 2020.
  • Section 36 of the Act provides that the arbitration award would be set aside if it is against the public policy. The contracts or agreements induced with corruptions and frauds would be considered 'against public policy.

Union Cabinet Approves Pradhan Mantri Swasthya Suraksha Nidhi

  • The Union Cabinet has approved the Pradhan Mantri Swasthya Suraksha Nidhi (PMSSN), as a single non-lapsable reserve fund.
  • This has been approved for the share of Health from proceeds of Health and Education Cess which is levied under the Section 136-b of Finance Act, 2007.
  • PMSSN is a non-lapsable reserve fund for the Health in the Public Account. This fund will comprise the proceeds from the share of health in the Health and Education Cess. This revenue in the fund will be used for the flagship schemes of the Health Ministry including the National Health Mission, Ayushman Bharat – Health and Wellness Centres, Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana and for the emergency & disaster preparedness and responses in cases of health emergencies.
  • The fund will be administered and maintained by the Ministry of Health & Family welfare.  The fund also includes the emergency & disaster preparedness & responses during the health emergencies. It also seeks to achieve the progress towards Sustainable Development Goals and targets of the National Health Policy 2017. In any financial year, the expenditure on schemes will be incurred from the fund initially and later from the Gross Budgetary Support.

Madhya Pradesh Assembly Passes Anti-conversion Bill

  • The Madhya Pradesh Assembly passed by voice vote a bill that checks religious conversions through marriage or by any other fraudulent means.
  • The bill earlier replaced the ordinance, cleared by the cabinet in December and promulgated in January, which had provisions of 10 years imprisonment in some cases and hefty fine for violators.
  • Earlier this month, state Home Minister Narottam Mishra presented the Madhya Pradesh Freedom of Religion Bill 2021 in the House.
  • After a discussion on the bill, it was passed by voice vote in the Assembly.

Uttar Pradesh Passes Repealing Bill, 2021

  • The Uttar Pradesh Assembly witnessed noisy scenes minutes before it was adjourned sine die on Thursday as the opposition questioned the government over the tabling of a bill to repeal enactments which have ceased to be in force or have become obsolete.
  • The opposition Samajwadi Party, Bahujan Samaj Party and Congress staged a walkout over what they called "procedural non-compliance" and alleged that democratic traditions were shattered.
  • Amidst the din, the House passed the Uttar Pradesh Repealing Bill, 2021. In all, 61 laws were repealed through the bill.
  • The Uttar Pradesh Repealing Bill, 2021 is "one of those periodical measures by which enactments, which have ceased to be in force or have become obsolete, are repealed. On recommendation of the State Law Commission, it has been decided to repeal enactments, which have become redundant or the retention whereof separate Acts is unnecessary."
