Bihar Assembly Election Result 2020

  • An edge of seat contest unfolded in Bihar as the ruling National Democratic Alliance (NDA) secured a majority in the 243-member assembly and the RJD-led opposition alliance giving it a tough competition. The Bharatiya Janata Party (BJP) has won 74 seats, while the Janata Dal (United) has won 43 seats.
  • Of the 243 seats, 125 have gone in favour of the ruling coalition headed by Chief Minister Nitish Kumar and 110 to rival Grand Alliance. The RJD emerged as the single-largest party in the House with 75 seats.
  • Prime Minister Narendra Modi asserted that every section of the society has expressed its faith in the alliance's mantra of "with all, development for all, trust of all" and assured people that it will work with full dedication for balanced development of everybody and every region.

Centre Releases Rs. 6,195 crore to 14 States

  • Based on the 15th Finance Commission interim recommendations, the Govt has released Rs. 6,195.08 crore to 14 states on account of the eighth equated monthly installment of Post Devolution Revenue Deficit Grant.
  • The 14 states are Andhra Pradesh, Assam, Himachal Pradesh, Kerala, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Sikkim, Tamil Nadu, Tripura, Uttarakhand and West Bengal.
  • A similar amount was released as grant in April-October period of the current financial year.
  • The Finance Commission provides a mechanism for the Centre to compensate for revenue loss incurred by states, which are referred to as post devolution revenue deficit grant.

Mayanglangbam Sworn in as MLA in Manipur

  • Bharatiya Janata Party (BJP) candidate Mayanglangbam Rameshwar who secured second place in 2017 assembly elections was sworn in as a member of Manipur Legislative Assembly after the High Court last week declared the election of Congress candidate Y. Surchandra null and void.
  • Manipur Assembly Speaker Yumnam Khemchand Singh administered the oath of office in secrecy to the new MLA at his office chamber of Manipur Legislative Assembly premises in Imphal in the presence of Chief Minister N Biren Singh and his ministers.
  • Forty eight year old Rameshwar took oath after he was named as the elected member of Kakching Assembly Constituency. 

Fifteenth Finance Commission Submits Final Report to President Kovind

  • The 15th Finance Commission, chaired by N. K. Singh, submitted its report for 2021-22 to 2025-26 to President Ram Nath Kovind.
  • The report titled 'Finance Commission in Covid Times' was submitted by Singh along with members of the Commission — Ajay Narayan Jha, Anoop Singh, Ashok Lahiri and Ramesh Chand.
  • Last year, the Commission had submitted its report containing recommendations for 2020-21 which was accepted by the Union Government and tabled in Parliament in January 2020.
  • As per the terms of reference (ToR), the Commission was mandated to give its recommendations for five years from 2021-22 to 2025-26.

PM Inaugurates, Lays Foundation Stones of Development Projects for Varanasi

  • Prime Minister Narendra Modi inaugurated and laid the foundation stone of various development projects for Varanasi, including those related to agriculture, tourism and infrastructure.
  • The total cost implication of these projects is Rs. 614 crore.
  • The projects inaugurated include upgradation of Lal Bahadur Shastri Hospital Ramnagar, sewerage related works, infrastructure facilities for protection and conservation of cows, a housing complex for players in Sampurnanand Stadium, multipurpose seed storehouse and Sarnath Light and Sound show.

Ministry of Shipping Renamed as the Ministry of Ports, Shipping and Waterways

  • The Union Ministry of Shipping was renamed as the Ministry of Ports, Shipping and Waterways, in line with how it functions in most of the developed nations. With more clarity in name, there will be more clarity in the work.
  • The decision to change the name of the Shipping Ministry is part of Modi government's efforts to revamp the ports and create world-class Inland Water Transport.
  • The Ministry of Shipping encompasses within its fold shipping and port sectors which include Shipbuilding, Ship-repair, Major Ports, National Waterways, and Inland Water Transport.

CWGC Urges Indians to Name a Star in Memory of Soldiers Killed in World Wars

  • The UK-based Commonwealth War Graves Commission (CWGC) is calling on Indians to join a global virtual remembrance ceremony to honour soldiers killed in the World Wars by naming a star after them and looking up into the night sky at 7 pm on November 11 to remember Indian servicemen and women.
  • The CWGC said the #ShineOn ceremony has been devised as an "inclusive, accessible, digital" remembrance event that is free and open to all at a time of the coronavirus pandemic lockdown.
  • November 11 is marked annually as Armistice Day around the world as the day that marked the end of the World War-I. As many as 74,000 Indian servicemen and women are known to have sacrificed their lives in that war.

Mizoram to Partly Withdraw Forces from Assam Border

  • Mizoram would withdraw a section of its forces from the border with Assam and the BSF personnel will be deployed in their place.
  • The decision was taken at a meeting, chaired by Union Home Secretary Ajay Kumar Bhalla, between the Chief Secretaries of Assam and Mizoram.
  • Mizoram Chief Secretary Lalnunmawia Chuaungo said a unanimous decision was taken that Mizoram would withdraw its forces from the disputed areas and the blockade on National Highway-306 on the Assam side will be lifted.

Gupkar Alliance Members to Jointly Fight DDC Elections

  • The People's Alliance for Gupkar Declaration (PAGD) said that it would contest the upcoming District Development Council elections in Jammu and Kashmir and would not let the democratic space be marauded by divisive forces.
  • The seven-party alliance, led by NC chief Farooq Abdullah, took the decision after a crucial first meeting in Jammu, where members of the amalgam met around 30 separate delegations on a set of listed agenda, including the DDC polls.
  • The eight-phase DDC elections apart from polls to fill vacant posts of sarpanch and panch are scheduled from December 1 to December 24.

PM Modi is to Launch Ro-Pax Ferry Service

  • PM Modi is to launch Ro-Pax ferry service between Ghogha and Hazira in Gujarat.
  • The Ro-Pax ferry vessel called the "Voyage Symphony" is a three-deck vessel. It has a load capacity to load thirty trucks, 100 passenger cars and 500 passengers. The Ro-Pax terminal has a wide range of facilities such as parking area, office building, water tower and a substation.
  • The ferry will work as a Gateway to Saurashtra and South Gujarat. It will reduce the distance between Hazira and Ghogha from 370 km to 90 km. It reduces the cargo travel time from 10 to 12 hours to 4 hours. It helps to save large fuel. Approximately 9,000 litres of fuel is saved per day.
  • The ferry will transport 5 lakh passengers, 50,000 two-wheelers, 30,000 trucks and 80,000 passenger vehicles.
  • The ferry service will increase ease of access to the Saurashtra region. It will boost tourism especially, religious tourism in the regions of Somnath, Porbandar, Dwarka and Palitana.

Bihar Assembly Election 2020

  • The political future of 12 ministers of the Nitish Kumar government is at stake in the third and final phase of the Bihar assembly elections. In the third phase, elections for 78 seats will be held. In this phase, voters will also decide the political future of several veteran leaders of the Mahagathbandhan (Grand Alliance).
  • In this phase, more than 235 crore voters will exercise their franchise in 78 assembly constituencies in 15 districts for which 33,782 polling booths have been set up.
  • The constituencies of this phase are located in the Kosi and Seemanchal regions. The main contest in this phase is being considered between the NDA and the Grand Alliance, but former MP Pappu Yadav`s party, the Jan Adhikar Party, the Lok Janshakti Party and the AIMIM have also fielded candidates, which has increased the worries of both the major alliances.

PM to Attend Virtual SCO Summit

  • Prime Minister Narendra Modi will share screen-time with Chinese President Xi Jinping and Pakistan PM Imran Khan during the virtual summit of the Shanghai Cooperation Organisation (SCO).
  • The SCO summit, to be chaired by Russian President Vladimir Putin, is scheduled for November 10, 2020 will also seek participation by leaders of four Central Asian states as well.
  • Though bilateral disputes are not aired at the SCO, the preparatory meetings and events have had their share of drama. At a virtual meeting of SCO National Security Advisors, the Pakistani representative pointedly hung a map incorrectly depicting its boundaries from India's point of view. This led to a symbolic walkout by NSA Ajit Doval.
  • India also did not participate in an SCO military drill that had Chinese soldiers as it took place in the middle of an aggressive confrontation on the Line of Actual Control (LAC) with China. 

Manipur By-elections in Four Assembly Seats

  • Voting for the by-elections to four assembly constituencies in Manipur is underway amid tight security and strict adherence to the COVID-19 protocol.
  • Around 1.35 lakh voters are eligible to cast their votes in 203 polling stations in the by-elections to Lilong and Wangjing-Tentha seats in Thoubal district, Saitu in Kangpokpi and Wangoi in Imphal West.
  • The fate of 11 candidates will be decided in Manipur by-elections the four seats.
  • The by-elections were necessitated after Congress MLAs of the four constituencies had resigned from the state Legislative Assembly and also quit the party. They had joined the BJP.
