Government Defends Move on Finance Act
The Centre defended the passing of the Finance Act, 2017 as a Money Bill.
Arguing before a Constitution Bench led by Chief Justice of India Ranjan Gogoi, Attorney-General K.K. Venugopal said that the Lok Sabha Speaker's certification of the Money Bill was final. The Centre countered the allegation that the passing of Finance Act, 2017 as a Money Bill was a colourable exercise of power and a fraud on the Constitution.
The Constitution Bench is hearing a clutch of petitions, including one by Member of Parliament Jairam Ramesh, challenging certain provisions of the Finance Act, 2017 which modify the terms of appointment and functioning in various statutory tribunals, including the National Green Tribunal.

Woman Candidate in Fray
For the first time in the history of parliamentary elections in Mizoram, a woman candidate has filed nomination for the state's lone Lok Sabha seat.
Lalthlamuani will be contesting as an Independent candidate against five male rivals in the constituency reserved for scheduled tribes (ST). Mizoram, which has a total electorate of 770,395, goes to the polls on April 11.
Lalthlamuani had contested the Aizawl South-I constituency in last year's assembly polls as well but had secured just 69 votes. This time, she will contest the lone Lok Sabha seat, currently held by the Congress.
Although woman voters (4,02,408) outnumber men (3,81,991) in Mizoram, they don't have enough representation in legislative bodies.

Citizenship Bill Binds Rivals
Rivals in the battle of the ballot across Nagaland, Manipur and Mizoram seem to be bound by a common cause, opposition to the Citizenship (Amendment) Bill, 2016.
They include candidates of the Bharatiya Janata Party, which has vowed to get the Bill passed, if voted back to power.
There are State-specific issues, such as the elusive settlement to the Naga peace process in Nagaland and bridging the gap between the hills and plain dwellers of Manipur.
But thwarting the Bill is the overriding issue, most intensely in Mizoram where a regional party went to the extent, inviting a notice from the Election Commission in the process, of seeking the right to secede if the Bill is passed.
The three States have four Lok Sabha constituencies among them — two in Manipur and one each in Mizoram and Nagaland.
These seats, represented by those on the country's fringes, matter when mainstream political parties or alliances need support to form the government at the Centre.

Private Hospitals Out of ESI Scheme
The Punjab Government has cancelled the empanelment of all 90 private hospitals with the Employees State Insurance Corporation (ESI) hospitals following complaints of alleged wrongdoing.
The decision was taken on the basis of field reports, which mentioned that ESI doctors and other employees were allegedly recklessly referring cases to private hospitals notwithstanding the fact that these institutes have specialised services as well as the infrastructure required for treatment.
Under the empanelment scheme, employees were allowed to avail treatment from private hospitals on the state government insurance cards.
