China Appoints New Defence Minister, 2 Months after Ousting Li Shangfu
China named former naval commander General Dong Jun, said to be a close confidant of President Xi Jinping, as the new Defence Minister, two months after the summary dismissal of General Li Shangfu without an explanation.
Dong, formerly the commander of the Chinese navy, was promoted to the rank of general in September 2021, making him one of the highest-ranking officers in active service.
Uttar Pradesh Outpaces Gujarat in Registered Investor Numbers
The state of Maharashtra tops the list of highest number of registered investors at 1.48 crore. Uttar Pradesh ascended to the second position, surpassing Gujarat, with 89.47 lakh investors.
Gujarat was in the third position with 76.68 lakh registered investors, recording a growth of 17.2% in the number of registered investors.
Several other states saw a substantial rise in investor participation in the stock market. West Bengal, Karnataka, Tamil Nadu, and Rajasthan emerged as the leading states, each with an investor base of more than 47 lakh registered individuals.
RBI Extends Payments Infrastructure Development Fund Scheme Till 2025
The Reserve Bank of India (RBI) announced its decision to extend the Payments Infrastructure Development Fund (PIDF) for two years up to December 31, 2025. Earlier, the scheme was launched in 2021 for a period of three years.
As part of the announcement, beneficiaries of the PM Vishwakarma Scheme were included as merchants under the PIDF scheme. Similarly, soundbox devices and Aadhaar-enabled biometric devices are eligible to claim subsidy as part of the scheme.
Additionally, the subsidy for special focus areas, such as North Eastern states, Jammu and Kashmir, and Ladakh, was standardised at 90 per cent from 75 per cent of the device cost, irrespective of the device type.
Scientists Discover Plant Growth-promoting Bacteria, Names it after Rabindranath Tagore
Researchers from Visva-Bharati University's botany department identified a bacterium with remarkable potential to enhance plant growth. Named 'Pantoea Tagorei' in homage to Nobel laureate, the bacteria could revolutionise agricultural practices, said microbiologist Bomba Dam, who led the research.
Dam was assisted by research scholars Raju Biswas, Abhijit Mishra, Abhinav Chakraborty, Pooja Mukhopadhyay and Sandeep Ghosh. The team isolated the bacteria from the soil of Sonajhuri in Santiniketan and then discovered the same in the coal mining belt in Jharkhand's Jharia.
The Association of Microbiologists of India officially recognised this discovery.
Lalan Singh Quits, Nitish Kumar Elected New JDU President
Months ahead of the Lok Sabha election, Bihar Chief Minister Nitish Kumar was unanimously elected as the president of the Janata Dal (United) at the party's national executive meeting held in Delhi, after incumbent president Rajiv Ranjan Singh alias Lalan Singh stepped down.
Singh had taken over as the party's national president on July 31, 2021.
The change of guard came amid speculation of an internal rift in the party, and a growing distance between Singh and Kumar, though the JD(U) is publicly framing Mr. Kumar's takeover as an attempt to make the party more effective and assertive in its negotiations with allies in the INDIA bloc ahead of the 2024 general election.
Govt. Sanctions Rs. 1,170 crore for Road Projects in Ladakh
Union Minister Nitin Gadkari said that the government has sanctioned Rs. 1,170.16 crore for 29 road projects in Ladakh.
Moreover, as part of the Central Road and Infrastructure Fund (CRIF) scheme for the fiscal year 2023-24, an additional Rs. 181.71 crore was earmarked specifically for the construction of eight bridges in Ladakh.
One of the primary objectives of these initiatives is to improve connectivity to Ladakh's remote villages. Gadkari emphasised that the approved projects are expected to bring about a transformative change by linking isolated areas, thus fostering socio-economic development in the region.
The infusion of funds into road projects is anticipated to stimulate economic activities, with a particular focus on sectors like agriculture and tourism. Ladakh, known for its breathtaking landscapes and unique culture, stands to benefit from increased accessibility, potentially attracting more tourists.
Rajasthan Cabinet: Rajyavardhan Rathore, Kirodi Lal Meena Take Oath
Nearly a month after the announcement of the assembly election results in Rajasthan, 22 MLAs were sworn in as state ministers for Chief Minister Bhajan Lal Sharma's cabinet. Among them, twelve were sworn in as cabinet ministers, five as ministers of state (independent charge), and five as ministers of state.

Rahul Rasgotra, the Special Director of the Intelligence Bureau (IB), was appointed as the new Director General of the Indo-Tibetan Border Police (ITBP). He is a 1989-batch IPS officer but from the Manipur cadre.
Patnaik Launches 3rd Phase of Odisha's Health Scheme
Odisha Chief Minister Naveen Patnaik launched the third phase of the state's flagship health scheme – Biju Swasthya Kalyan Yojana (BSKY).
With this third phase of expansion, it is estimated that over 1.10 crore families, covering nearly 90% of the population of the state, will be provided health assurance under BSKY.
In this phase of expansion, all rural families of Odisha, except regular government employees and income tax payees who are presently not covered under the BSKY, will be eligible to receive the BSKY Nabin Card.
Vice-President Jagdeep Dhankhar Appointed as Ex-Officio Chancellor of Pondicherry University
In a significant development, the Vice President of India, Jagdeep Dhankhar, was appointed as the ex-officio Chancellor of Pondicherry University. This appointment came as a result of a modification in Statute 1(1) of the Pondicherry University Act of 1985. The official communication from Rajneesh Bhutani, Registrar-in-charge of the University, highlighted that this change is effective from December 5.
Pondicherry University, established in 1985 by an Act of Parliament, has been a prominent institution for higher education in the region. The Pondicherry University Act of 1985 outlines the governance structure of the university, including the position of the Chancellor.

The Kalaignar Centenary Bus Terminus has been named after former Chief Minister M. Karunanidhi who was also popularly referred to as 'Kalaignar' (scholar of arts) for his literary contributions.
Govt. Allows Appointment of Advocates with 10 Years of Experience in Indirect Tax Matters to Appellate Tribunal
The Ministry of Law and Justice notified the Central Goods and Services Tax (Second Amendment) Act, 2023.
Section 110 of the Central Goods and Services Tax Act, 2017 was modified by the CGST (Second Amendment) Act. A sub clause permitting the appointment of advocates with ten years of experience in indirect tax disputes to the Appellate Tribunal is one of the revisions.
A clause is introduced stating that only those under fifty years old are eligible to hold the roles of President or Member. In addition, changes are made to the retirement age that permits re-appointment for some positions up to the age of seventy, subject to certain age restrictions.
