  • European leaders decided to open EU membership talks with Ukraine and Moldova and to grant candidate status to Georgia.
  • Ukraine's President Volodymyr Zelensky hailed the decision, made at a summit in Brussels, as 'a victory' for his country and Europe.
  • Hungary has long opposed talks starting with Kyiv, but did not veto the move.
  • Prime Minister Viktor Orban left the room momentarily in what officials described as a pre-agreed and constructive manner, while the other 26 leaders went ahead with the vote.

  • Youngest 'Top 100 Under 30 List 2023' Women:
  • Devanshi Kejriwal: Being just 27 years old, she holds the top seat when it comes to women entrepreneurs who were shortlisted for the Huran India Top 100 under 30 list. She has co-founded Skillmatics, an edtech start-up which has products that focus on reading, logical reasoning, STEM and social-emotional skills in children through games. She ranks 22nd position in overall list.

IDFC First Bank, LIC Cards and Mastercard Collaborate Launch a Co-branded Credit Card

  • IDFC First Bank, LIC Cards, and Mastercard unveiled two co-branded credit cards — LIC Classic and LIC Select. From low-interest rates to zero-joining fees to reward points to personal accident covers of up to Rs. 5 lakh, both cards have multiple benefits and offers.
  • Available in two variants – LIC Classic and LIC Select, the credit cards provide more than 27 crore policyholders across the country an opportunity to save in the form of reward points on every LIC insurance premium payment. It will also come with other benefits, including up to Rs. 50,000 cover for lost card liability and a personal accident insurance cover of up to Rs. 5 lakh. Cardholders will also be able to redeem reward points against any online purchase, including upcoming LIC insurance premiums, making it as good as cash.

ICICI Pru Life, Ujjivan SFB Enter into Bancassurance Tie-up

  • ICICI Prudential Life Insurance (ICICI PruLife) and Ujjivan Small Finance Bank (Ujjivan SFB) have entered into a bancassurance partnership for the distribution of life insurance products.
  • Under the partnership, Ujjivan SFB will offer the entire suite of ICICI PruLife's entire suite of protection, long-term savings and retirement products to its customers through its network of 700+ branches across 26 states and Union Territories.

Sri Lanka Appoints New Selectors Headed by Former Star Upul Tharanga

  • Sri Lanka Cricket formed a new 'Cricket Selection Committee' for a period of two years to select national teams.
  • The committee is chaired by Sri Lanka's former One Day captain Upul Tharanga, while Ajantha Mendis, Indika De Saram, Tharanga Paranavitana and Dilruwan Perera are its members.
  • The first official task of the Selection Committee is to select the national squad for the Zimbabwe Tour of Sri Lanka 2024.

Khelo India Para Games: Manish Narwal Clinches Air Pistol Gold

  • Top Indian para shooter Manish Narwal won the men's 10m air pistol (SH1 category) gold in the Khelo India Para Games.
  • Narwal, who had won gold in P4 mixed 50m pistol SH1 category in the Tokyo Paralympics, and a bronze in 10m air pistol SH1 at the Para Asian Games in Hangzhou recently, scored 240.2 to stand on the top of the podium at the Karni Singh shooting ranges.

Pune Surpasses China, Clinches Guinness World Record for Largest Reading Activity

  • In a momentous occasion for India, Pune etched its name in the prestigious 'Guinness World Record'books by hosting the largest reading activity in collaboration, surpassing China's previous record. In December 2023, at SP College, a remarkable total of 3,066 parents gathered to read aloud to their children, creating a magical atmosphere and leaving an indelible mark in history.
  • The previous record, held by China, stood at 2,884 simultaneous readers. The Pune Municipal Corporation (PMC), along with the Maharashtra government, Savitribai Phule Pune University (SPPU), National Book Trust (NBT), and Sir Parashurambhau (SP) College organised the event with the ambitious goal of setting a Guinness World Record.

Centre Launches New Car Programme for Safety Rating of Passenger Vehicles

  • The Ministry of Road Transport & Highways introduced the "Bharat New Car Assessment Programme (BNCAP)" for the safety rating of passenger cars. The ministry introduced the programme under rule 126E in CMVR (Central Motor Vehicles Rules), 1989.
  • The car assessment programme under this rule shall be applicable on the type approved vehicles of category M1, manufactured or imported in the country on or after October 1, 2023. Further, the BNCAP shall be a voluntary program monitored by the agency.
  • Under the new programme, the manufacturer or importer shall send the selected vehicles to the testing agency selected under sub-rule (4). The testing agency shall evaluate the vehicles in accordance with AIS-197 and submit the assessment report to the designated agency in FORM 70B.

Cabinet Okays Pact with US to Enhance Innovation Ecosystem

  • The Union Cabinet cleared a slew of pacts signed between India and nations such as the US, Saudi Arabia, Italy and Tanzania related to several key sectors like trade, electronic manufacturing and commerce.
  • The Cabinet approved the draft MoU between India and the US to enhance innovation ecosystems through an innovation handshake.
  • It would contribute significantly strengthening commercial opportunities in high tech sector.

India Hosts SCO Joint Anti-terror Exercise to Combat Use of Internet for Terrorism & Separatism

  • India hosted the competent authorities of the SCO member states, with the support of the Executive Committee (EC) of the Regional Anti-Terrorist Structure (RATS) of the Shanghai Cooperation Organisation (SCO), joint anti-terrorist exercise to identify and control the use of the internet for terrorist, separatist and extremist purposes.
  • The exercise aimed to exchange positive experiences between the competent authorities of the SCO member states in countering the use of digital assets to finance terrorist, separatist and extremist activities.
  • Moreover, another objective of the exercise was to improve the mechanisms of interaction between the competent authorities of the SCO member states to identify and suppress the use of the Internet for terrorist, separatist and extremist purposes.
  • The practical seminar is one of India's initiatives started in 2019 under the framework of the SCO's Regional Anti-Terrorists Structure (RATS).
  • SCO RATS Member States include India, Iran, Kazakhstan, China, the Kyrgyz Republic, Pakistan, Russia, Tajikistan and Uzbekistan.

India Successfully Flight Tests Indigenous High-speed Flying-wing UAV

  • The Defence Research and Development Organisation (DRDO) successfully carried out a flight trial of Autonomous Flying Wing Technology Demonstrator, an indigenous high-speed flying-wing Unmanned Aerial Vehicle (UAV) from the Aeronautical Test Range, Chitradurga in Karnataka.
  • The successful flying demonstration of this autonomous stealth UAV is a testimony to maturity in the technology readiness levels in the country. With this flight in the tailless configuration, India joined the elite club of countries to have mastered the controls for the flying wing technology.

Bengali Singer Anup Ghoshal Passes Away

  • Bengali singer Anup Ghoshal, who is best known for the 'Tujhse Naraz Nahi Zindagi' number from the 1983 film Masoom and immortalised the songs in several Satyajit Ray's musicals, passed away. Ghoshal was 77.
  • Anup Ghosal had successfully contested the 2011 assembly polls from Uttarpara seat on the Trinamool Congress ticket.

Vijay Diwas

  • Every year, India celebrates December 16 as Vijay Diwas to remember its historic victory over Pakistan in the 1971 war. The war led to the liberation of East Pakistan and the creation of Bangladesh. Around 93,000 Pakistani troops surrendered before the joint forces of the Indian Army and the Mukti Bahini on December 16, 1971, which paved the way for the birth of Bangladesh. The day also commemorates the sacrifices made by the defence forces in the decisive war.
  • December 16, 1971, was the day when Pakistan signed the instrument of surrender in Dhaka, following a 13-day India-Pakistan War.

  • In a significant recognition of her outstanding contributions to chemistry education, Professor Savita Ladage from Mumbai's Homi Bhabha Centre for Science Education, Tata Institute of Fundamental Research, was awarded the prestigious Royal Society of Chemistry's Nyholm Prize for Education. Her unwavering dedication to advancing chemistry education in India and mentoring fellow educators has placed her among the esteemed winners of this accolade.
  • The Nyholm Prize placed Professor Ladage in an illustrious group of past winners in the RSC's prize portfolio.
  • The Nyholm Prize for Education commemorates the life and work of Australian-born chemist Sir Ronald Nyholm, who – alongside his research in coordination chemistry – passionately campaigned for the improvement of science education. He acted as president of the Royal Society of Chemistry from 1968 to 1970.
  • The prize, which was first awarded in 1973, is awarded biennially by the Royal Society of Chemistry.

  • Bollywood superstar Shah Rukh Khan, referred to as the King Khan of the Indian film industry, topped a UK list of the 'Top 50 Asian Celebrities in the World' previewed in London. The 58-year-old actor, who had double box-office success this year with action thrillers 'Pathaan' and 'Jawaan', is currently preparing for the Christmas release of comedy drama 'Dunki'. Khan beat off tough competition to make it to the annual list published by UK weekly 'Eastern Eye'

New Bills to Replace Law on Customs, Excise, Age Limits of GSTAT Members

  • Finance Minister Nirmala Sitharaman introduced two Bills in Parliament to immediately give effect to Customs and excise duty changes announced in the Budget and raise the age limits for president and members of the goods and services tax appellate tribunals (GSTATs).
  • The Provisional Collection of Taxes Bill, 2023, which seeks to replace the pre-Independence era Provisional Collection of Taxes Act, 1931, is aimed at curbing speculative activities, following changes in Customs and excise duties in the Budget.
  • The other Bill — The Central Goods and Services Tax (Second Amendment) Bill, 2023 — seeks to raise the age limit for president and members of the GSTAT.
  • The Bill seeks to cap the age limit for president and members of the GST appellate tribunals at 70 years and 67 years, respectively. This is higher than the 67 years and 65 years, specified earlier.
  • The president and members of the GSTAT would be eligible for re-appointment for a period of two years subject to the age limit of 70 and 67, respectively, according to the amended Bill.
  • The Bill also gives one more option for qualification for a judicial member — he/she should be an advocate for 10 years with substantial experience in litigation, in matters relating to indirect taxes.

CBSE, British Council Collaborate for School Education Conference

  • The Central Board of Secondary Education (CBSE) collaborated with British Council, the UK's international organisation for cultural relations and educational opportunities, organised a landmark School education conference.
  • This two-day conference was conducted with the aim of exploring and sharing knowledge on innovative teaching methodologies for school education across India. It was inaugurated by Sanjay Kumar, Secretary School Education and attended by representatives and policy makers from 300 schools and educational institutions, state and central government and apex body leaders, including the Central Board of Secondary Education (CBSE), National Council of Educational Research and Training (NCERT), National Council for Teacher Education (NCTE), National Institute of Educational Planning and Administration (NIEPA), National Curriculum Framework Committee (NCF) and school boards from across the country.

IIT Kanpur, Kotak Launch 'School of Sustainability'

  • The Indian Institute of Technology, Kanpur (IIT-K) and the Kotak Mahindra Bank launched the Kotak School of Sustainability – India's first fully integrated school of sustainability at IIT Kanpur.
  • This initiative was taken with the thought that global warming poses a serious threat to our existence, manifesting in untimely natural calamities, pollution, and biodiversity loss.

Iran Waives Visa Requirements for Indian Citizens

  • Iranian Minister of Cultural Heritage, Tourism, and Handicrafts Ezzatollah Zarghami said that the Iranian Cabinet decided to unilaterally cancel visa requirements for visitors from India and 32 other nations.
  • This decision is aimed at boosting tourism arrivals and attracting more visitors from countries around the world.
  • The 33 countries approved for Iran's new visa-waiver program are as follows: India, Russian, United Arab Emirates, Bahrain, Saudi Arabia, Qatar, Kuwait, Lebanon, Uzbekistan, Kyrgyzstan, Tajikistan, Tunisia, Mauritania, Tanzania, Zimbabwe, Mauritius, Seychelles, Indonesia, Darussalam, Japan, Singapore, Cambodia, Malaysia, Vietnam, Brazil, Peru, Cuba, Mexico, Venezuela, Bosnia and Herzegovina, Serbia, Croatia and Belarus.
