China Passes Legislation Banning "Defamation" of Military Personnel

  • China has passed a new legislation that bans defamation of military personnel, adding an array of legal tools to its 2018 law under which a Chinese popular blogger was punished recently for defaming PLA soldiers killed in last year's clash with the Indian Army at the Galwan Valley in eastern Ladakh.
  • The legislation, which was adopted by the Standing Committee of the National People's Congress (NPC) on Thursday, states that no organisation or individual may in any way slander or derogate the honour of servicemen, nor may they insult or slander the reputation of members of the armed forces.
  • The new legislation also bans the desecration of plaques in honour of military personnel.
  • The new law adds to an array of legal tools that already ban defamation of revolutionary martyrs , including revisions to the country's criminal code and a 2018 Law on the Protection of Heroes and Martyrs.

SBI to Offer Kavach Personal Loans for Covid-stressed Customers

  • The country's largest lender, State Bank of India (SBI), came up with a new loan offering 'Kavach Personal Loan' to provide relief to its customers who are facing financial challenges due to covid related treatment costs.
  • Kavach Personal Loan is a collateral-free offering by SBI, under which a maximum of Rs. 5 lakh loan can be availed at 8.5 per cent per annum for a period of 5 years.
  • This unique product is being offered under the collateral-free personal loan category and comes at the cheapest rate of interest under this segment. Reimbursement of expenses already incurred for Covid related medical expenses shall also be provided under the scheme.
  • This loan scheme by SBI will be under the Covid loan book that the Reserve Bank of India (RBI) had asked banks to create to provide relief to individuals and institutions affected due to covid.

India, Kuwait Sign Deal to Streamline Recruitment of Indian Domestic Workers

  • India and Kuwait signed an agreement to streamline the recruitment of Indian domestic workers and discussed ways to boost cooperation in food security, cyber security and the energy sector during external affairs minister S. Jaishankar's visit to Doha.
  • The signing of the memorandum of understanding for cooperation on the recruitment of domestic workers was among the key outcomes of Jaishankar's visit that concluded on Friday. The MoU brings Indian workers in Kuwait within the ambit of a legal framework that streamlines their recruitment and provides them protection of law.
  • It also introduces an employment contract to ensure the rights and obligations of employers and workers, and a mechanism for 24-hour assistance to workers. A joint committee will be created to carry out periodic reviews and follow up the implementation of the MoU. With this MoU, the total number of agreements between the two countries has gone up to 34.
  • The agreement was signed by officials during a meeting between Jaishankar and his Kuwaiti counterpart, Ahmed Nasser Al-Mohammad Al-Sabah. The meeting was also attended by Kuwait's trade minister Abdullah Issa Al Salman.

ESA Announces Orbiter to Study Venus

  • European Space Agency (ESA) has announced about its probe called 'EnVision' to study Venus, after American Space agency NASA decided to send two missions to the planet.
  • EnVision will be the next orbiter to circle over Venus. It will provide a holistic view of planet from its inner core to upper atmosphere.
  • It will determine how and why Venus and Earth evolved so differently, even though they lie in habitable zone to the Sun as opposed to Nasa probes DAVINCI+ and VERITAS which will enter into atmosphere of Venus.
  • ESA will launch its probe by 2030.
  • Orbiter EnVision will be loaded with a sounder which will study underground layering, and spectrometer which will study atmosphere & surface. Spectrometers will monitor trace gases in atmosphere and analyse surface composition and look for any changes which could be linked to signs of active volcanism. A radio science experiment on orbiter will probe internal structure and gravity field of planet.

India's Neeraj Chopra Wins Gold in Men's Javelin Throw at City of Lisbon Athletics Meet

  • Neeraj Chopra marked his international comeback with a throw of 83.18m to win gold at a low-key City of Lisbon meet in Portugal. It was Chopra's first event overseas since qualifying for the Tokyo Olympics in South Africa in January 2020 with a throw of 87.86.
  • Chopra, India's top medal hope for Tokyo Olympics, said he treated it as a warm up event and preparation towards bigger meets in Sweden and Finland in the coming weeks. Chopra, his coach Klaus Bartonietz and physio Ishaan Marwah reached Portugal five days ago.

15 Lakshadweep BJP members resign

  • About 15 Bharatiya Janata Party (BJP) leaders and workers in Lakshadweep resigned from the party after a sedition case was filed against filmmaker Aisha Sultana allegedly for her comments against the Centre's Covid-19 management in the union territory.
  • In their resignation letter to Lakshadweep party president, they said that their resignation is against the case where Aisha Sultana was named who, during a channel discussion, stated how Lakshadweep went from zero Covid cases to rampant Covid cases with the arrival of the present administrator.
  • They also called the administrator's decisions 'unscientific and irresponsible'.
  • Over the last few days, there has been an uproar against Lakshadweep administrator Praful Khoda Patel over the new reforms introduced by him, which many allege are against the interest of the islanders.

NSG Signs MoU Aimed to Enhance Proficiency as Zero Error Force

  • With focus on a dual mission, the National Security Guard (NSG) and the Rashtriya Raksha University (RRU) signed a Memorandum of Understanding (MoU) for cooperation and collaboration aimed at strengthening the core competencies of the NSG, which are counter-terrorism, counter-IEDs, and anti-hijacking. DG NSG M A Ganapathy and Prof (Dr) Bimal N Patel, Vice-Chancellor RRU signed the MoU at the Manesar campus of NSG.
  • The MoU also aims to contribute to capacity-building and providing assistance to Indian start-ups focused on security by helping them to understand the specific requirements and the problem statements formulated by NSG for design and research projects.
  • The aim of the MoU is to synergise the expertise of NSG & RRU to embolden innovation, incubation, training, research, and distance education in the field of security through the 'Security and Scientific-Technical Research Association' (SASTRA) and RRU's Integrated Space for e-Education (RISE) platform and tie-ups with Indian start-ups dealing with security-related products.
  • The MoU will cover major themes to get the benefits to NSG. It will establish global standards through collaboration in the field of security, infrastructure, education, knowledge and research as well as facilitate the accreditation and certification of all courses run by NSG. It will also give the much-needed impetus to National Bomb Data Centre by accreditation to its activities and creating AIML based IED data management software for NBDC and also bridging equipment gaps by developing solutions to problem statements through incubation start-ups by SASTRA RRU.

BRO Sets up 2 Centres of Excellence

  • Defence Minister Rajnath Singh inaugurated two centres of excellence established by the Border Roads Organisation (BRO) at Seema Sadak Bhawan in New Delhi. At the event, Mr. Singh also flagged off the first-ever solo women motorcycle expedition by Kanchan Ugursandi to Umling La Pass, Ladakh and back.
  • The Centre of Excellence for Road Safety and Awareness (CoERSA) aims to create awareness about road safety through analysis sharing of road accidents and suggesting methods to save precious lives. "The Centre of Excellence for Roads, Bridges, Air Fields and Tunnels (CoERBAT) focuses on institutionalising the knowledge gained over the years in development of almost 60,000 kilometres of roads, 56,000 metres of bridges, 19 airfields and four tunnels in the eastern and north-western part of the country.

  • Prominent neurologist and Padma Shri recipient Dr Ashok Panagariya died of post-Covid complications. He was 71.

Sunita Narain Appointed to Climate Action Group

  • Noted environmentalist Sunita Narain has been appointed to an international advisory group for climate action by Swedish Minister for International Development Cooperation Per Olsson Fridh. The international group consists of experts who provide a "deep commitment and knowledge in the field.
  • The group aims to "further strengthen" Swedish government's attempts to address climate change and conserve biodiversity. "Strong global action on these issues is necessary for sustainable and equitable development, and to prevent conflicts and new pandemics.

Environmentalist and Organic Farming Proponent Radha Mohan Dies

  • Noted environmentalist and Padma Shri awardee Professor Radha Mohan, who helped popularise organic farming techniques, died in Bhubaneswar. He was 78.
  • A former Odisha Information Commissioner and a retired professor of economics, he and one of his daughters were credited with transforming a piece of wasteland into a vast forest, home to rare produce, using organic techniques.
  • He was awarded the Padma Shri along with his daughter Sabarmatee in 2020 for their contribution to the agriculture sector. Back in 1990, the father-daughter duo founded 'Sambhav', a social organisation aimed at educating farmers on organic and natural farming.
  • They transformed the 36 hectares of wasteland in Nayagarh district's Odagaon using ecological waste to create fertile topsoil. That land now boasts of more than 1,000 plant species including rare ones such as clove bean and black rice. It also supports a bank of 700 indigenous seed varieties.

Lt Mukesh Kumar Bags IMA Sword of Honour

  • A total of 425 cadets passed out of the Indian Military Academy (IMA), Dehradun with the coveted Sword of Honour being awarded to Battalion Under Officer Mukesh Kumar, who is alumnus of the Rashtriya Military School, Ajmer.
  • There are five such schools under the Ministry of Defence and besides Ajmer, they are located at Bengaluru, Belgaum, Chail, and Dholpur.
  • The gold medal for the Cadet First in the order of merit was awarded to Academy Under Officer Deepak Singh, the silver medal was awarded to Battalion Under Officer Mukesh Kumar, the bronze medal went to Academy Cadet Adjutant Loveneet Singh. In the technical stream the first in the Order of Merit was Junior Under Officer Daksh Kumar Pant, while Junior Under Officer Kinley Norbu from Bhutan is first in the Order of Merit among Foreign cadets. The Chief of Army Staff Banner for standing Overall First amongst 16 'companies' was awarded to 'Dograi Company'. Western Army Commander Lt Gen RP Singh reviewed the parade, keeping Covid protocols in mind.

U.S. Repatriates 27 Stolen Antiquities to Cambodia

  • The United States has repatriated 27 antiquities to Cambodia, including Hindu and Buddhist statues, after years of work by New York investigators to recover the smuggled artefacts.
  • Valued at about $3.8 million, the items included several Hindu and Angkorian Buddhist statues, such as a bronze meditating Buddha on a Naga, a statue of Shiva, and a Buddhist sandstone sculpture of Prajnaparamita.
  • "The repatriation of these 27 stunning relics to the people of Cambodia restores an important link between the nation's classical Angkor era and its modern customs and beliefs that, for far too long, was disrupted by the greed of stolen antiquities traffickers.
