In the issue author is saying that before preparing the curriculum authority should take the intrests of students into considerationas it motivates the students because their intrest is considered. 

This way of preparing the curriculum may not be feasible at all times because motivation factor is not always same for all people factor motivating one person may demotivate others but common intrests of all students may be considered only if they appear to be helpful for the students to learn the things in better and more efficient way . But students should not be sufferers in competitions where they have to face the world.

If we think on other side teacher went through the age of students and they are more experienced they know the intrests of students and also know weightage of different topics that appear in the examination so let them prepare the curriculum.
