Sir, I still think option 2 is correct, because its not mentioned anywhere that these activities are illegal always as in option 3 and also the people in power hide information from public, i understand it should have been illegitimate activites here but activities is somehow also okay, may be better than option 3. Kindly clear my doubt. Thanks
